MPCALA Holdings Inc., concessionaire of the Cavite-Laguna Expressway (CALAX) and a subsidiary of Metro Pacific Tollways Corporation (MPTC), has tapped EEI Corporation and CM Pancho Construction, Inc. (CMPCI) to complete the remaining sections of the tollway.
Under the agreements, EEI Corporation will lead construction for Subsection 1 (Open Canal to Kawit), while CMPCI will take on Subsection 2 (Governor’s Drive to Open Canal).
This development marks another major step toward completing the 45-kilometer CALAX, a critical infrastructure project designed to boost regional connectivity, ease travel between Cavite and Laguna, and provide motorists with faster, more convenient routes.

Currently, CALAX has operational interchanges at Laguna Technopark, Laguna Boulevard, Santa Rosa-Tagaytay Road, Silang East, and Silang Aguinaldo. The expressway’s remaining subsections—including Subsection 3 (Silang Aguinaldo to Governor’s Drive)—are under active construction and are targeted for completion by the first half of 2026.
With construction momentum picking up, CALAX is set to play a vital role in unlocking greater economic opportunities and supporting growth in the Southern Tagalog region.
