Barring “Special Permits” from the then Vice Mayor Joy Belmonte Alimurung, it is clear that all indications point to abuse of powers what we are going through in the ancestral home of my parents and the other 22 storey building across that seems to also belong to one family?  Parehong malakas at mukhang nasa poder ang may-ari.

We have thoroughly observed how these two highrise buildings are going up.  Based on our observation, both 21 and 22 storey buildings going up, simultaneously, have the “hallmarks” of the owners in power.

News travel fast; and we are sounded off by people with conscience that not even the Barangay officials can tell these two projects not to cause commotion and inconvenience on our street, Scout Gandia.  They close it when they want; they make noise and make use of the street and sidewalk as if both projects are owned by some abusive people who got drunk with power, something they never had before.

Kawawa ang taongbayan pag may nakaupo sa poder who were nothing before.  Abuso ang haharapin ng taongbayan.

Maski ano na ang gawin namin sa nakikita naming mga abuso, they do what they want – period!

Maybe it’s time to review what the Barangay Chairman or Captain are there for.  Very few Barangay, as I observed, in our District are conscientious leaders, who truly care for the neighborhood they are called for to protect; and one such Barangay is just across us, Barangay Laging Handa.  I wished ever since that our property which is just a street across ay nasakop ng Barangay Laging Handa, a Barangay na headed by intelligent and respectable people who truly care for their neighborhood.

At the same time my mother’s property was stolen from us, three highrise buildings were approved by the Quezon City Council headed by then Vice Mayor Joy Belmonte Alimurung.  Two highrise buildings along our street, Scout Gandia, the property owned by my parents inside our compound; and across where BDO used to rent from a “Dexter Co.”  That’s not all because there was a third lot also along Scout Gandia belonging to the same group but fell inside the Barangay Laging Handa.  Tatlo pala yan belonging to one group, all granted “Special Permits” by then Vice Mayor Joy Belmonte Alimurung.  But the third site on the same street, Scout Gandia Street was stopped by the Barangay Laging Handa.  The excavation also came as a big surprise to them for it was fenced in.

The three sites ay may tatak na iisang pamilya ang may-ari.  Yong ni-landgrab sa amin na ancestral home ng aming magulang, 21 storey condo hotel; the one across na nasa pangalan ng isang tao na “Dexter Co,” according to some employees of the BDO that rented the place for one of its branches.  22 storey building naman yon.  And the third whose developer I also know was immediately stopped by the leaders of Barangay Laging Handa.  The site which was being excavated when the Barangay Laging Handa took notice of it due to the complaints of the neighborhood, the Barangay Laging Handa immediately stopped the construction.  Normally, the contractor involved runs to the Office of the Vice Mayor as head of the Quezon City Council.  Walang nagawa ang mga malalakas sa Quezon City Council kasi ang mga members of the Barangay Laging Handa are educated and former government officials who know how to take care of their neighborhood.

What happened to the excavation?  Nandudoon nakatiwang-wang.  Walang nagawa si Vice Mayor Joy Belmonte Alimurung, ni si Mayor Herbert Bautista kasi maski Mayor si Herbert, he was neutralized by the Belmontes.

I knew the father of Herbert, movie Director Butch Bautista, whom I helped during my MTRCB Chairmanship.  He obeyed the rules of the Board.

Pansinin ninyo ang sasabihin ko sa inyo.  Ang lupain ng aming Ina na minana sa aming ama, Tomas B. Morato, 21 storeys.  Ang kay “Dexter Co” sa harap, 22 storeys at nasa City Council meeting ako with my lawyers nong hingin ni “Dexter Co” na dagdagan ng isang floor pa yong allegedly his building.  Approved kaagad.  I observed na nagtinginan yong mga Councilors sa Session Hall at approved kaagad.     

I truly happened to be there with my lawyers to complain sa Quezon City Council bakit nagbigay sila ng “Special Permits” sa tatlong highrise buildings in a residential area, sabay-sabayYong isa 21 storey sa mismong kalsada namin across lang na sakop ng Barangay Laging Handa.  All three in Scout Gandia Street, ang aming kalsada.

Hindi na ako umimik.  Halatang-halata naman na isang grupo lang ng “sagrada pamilya” kuno ang 21, 21 at 22 storey buildings kasi humingi si “Dexter Co” ng additional floor.  Granted immediately.  Otherwise, the three buildings could have pare-parehong tatak ng 21, 21, 21 floors.

Since the ongoing buildings sa loob ng compound namin na property ng aming Ina ay 21 floors sa loob ng residential area na “medium” ang zonal up to only seven floors, likewise the 22 floors ni “Dexter Co” half of its lots are inside the residential zone, hindi ba po puwede huwag ng payagan lumampas ng 12 floors?  Pigilan na po ninyo kasi may nag-apply sa harap ng dating bahay ng aming Ina to go up to 7 floors para magsama-sama ang mga anak ng buong pamilya, hindi po binigyan ng “Special Permit.”

Sa nakikita kong solusyon, ibenta po yong property sa ka-grupo ng kapatid ko na kasosyo nila Belmonte at Sta. Lucia Land, aaprubahan po yan ng Queon City Council.  Pero habang ang lupain ay hindi sa kanila, hindi po kayo makakakuha ng “Special Permit.”

Ang laki po ng aming problema dito sa aming compound.  Yong property po na nanakaw sa amin, at hawak naming ang mga Deeds of Sale ng kapatid kong Jose L. Morato (71) na nagbenta sa tatlong kapatid ni Mayor Joy Belmonte Alimurung – Isaac, Miguel at Kevin.  Nagulat po kami at nong nag-demanda kami sa Korte, sila pa po ang naglabas nong mga Deeds of Sale sa tatlong kapatid ni Mayor Joy Belmonte Alimurung.

Inilatag na lang sa amin sa hearing sa Korte ni Judge Rafael Hipolito ang tatlong titulo ng aming Ina na binili na daw ng mga Belmonte, sabi nong bunso naming kapatid na 71 years old at kasosyo ng mga Belmonte.  Hindi na raw sa amin ang property ng aming Ina at sa mga Belmonte na.  Na-shock po kami at ganoon ka cold-blooded inihampas sa aming magkakapatid sa mismong Korte RTC Branch 215 ni Judge Rafael Hipolito.

Puro fake po yong mga dokumento na naka-pirma sina Isaac, Miguel at Kevin, at pirmado ng aming kapatid, asawa at anak na sina Pia at Patricia.  Imagine that.  At ang nagbenta sa kanila ay isang dummy nila na “Benjamin Sim” ng Teacher’s Village who pretended to be the one authorized by my brother, Jose L. Morato at ng mga anak ni Belmonte.  Wala namang hawak na authorization ng aming closed corporation.

Kaming anim na anak ang may-ari ng property ng aming Ina, pero they manipulated the property in such a way na in-authorize si Benjamin Sim na empowered through fake documentation to sell the properties of my mother.

Criminal minded.  I could not imagine that some human beings created in the likeness of God could do such thing to us na magkakapatid; at lalo na sa aming yumaong Ina out of respect and decency sa aming mahal na Ina.  At pati na rin sa aming yumaong Ama.

May violation nga po talaga ang tumatagas na tubig sa bahay ng aking kapatid na si Teresita Morato Lazatin.  Inexamine ko po ng mabuti kung ano ang dahilan.  Hindi po nagbigay ng easement ang tinatayong building.  Dapat dahil ang 21 storey building na itinatayo nila ang katabi ay isang two-storey residential home ay dapat 2 to 4 meter po ang easement.

Apat na pulgada, four inches lang po ang easement sa aking kapatid at sa aking garahe, pati kay Dr. Cantos at niece-in-law namin na si Beth Lim Morato, widow of a nephew of ours.

Dahil mas mababa ang lupain at bahay ng aking kapatid, ang tubig na naiipon sa gilid ng pader na firewall ay wala pong drainage na inilagay sa loob ng lupain ng aming Ina.  Kaya po sa bahay ng kapatid ko napunta ang tubig ng nagnakaw sa property ng aming Ina at Ama.

Natulo din sa guardhouse ko; at ang pag-semento nila, tinatamaan ang aking mga kotse sa garahe. 

Despite scraping the entire lot of my mother, from mohon to mohon without easement, tama po yong contractor na nagsabi sa amin na dapat may 2 to 4 meter easement.  Samakatuwid, 1,103 sq. meters lang ang lupain ng aming magulang.  Kulang ng 97 sq. meters to construct a 21 storey building.  “Special Permit” na naman ibibigay.

Itigil na ninyo yan!  Mga abusero!!!  Sabi pa ni Jose (Pit) Morato, gawa-gawa ko lang raw ang aking isinusulat.  Huwag kang magsinungaling at ako ang panganay at ang tatlong kapatid nating babae (dalawa biyuda) ay sapul sa akin natakbo buhat nong dalaga pa sila.

Kanino po dadaing?  Sa iyo, Jose L. Morato na nag-abuso sa aming lahat?
