Outstanding local government units implementing the streamlining of the issuance of business permits and licenses will be recognized by the Central Luzon Growth Corridor Foundation, Inc. (CLGCFI) and the Department of Trade and Industry on June 29, 2018 at the DiwangTarlak Convention Center in Tarlac City.
Since 2007, cities and municipalities in the region have been recognized and awarded for their competitiveness. At present, the awards fall under the following categories: Most Outstanding LGU Implementing the Streamlining Program in the Issuance of the Mayor’s Permit, Most Outstanding LGU for I.T. Innovations, Best LGU in Customer Relations and Most Successful LGU in the Institutionalization of BPLS. The streamlining program is part of the efforts of the government to facilitate doing business in the country. The program is indicated in the DTI-DILG Joint Memorandum Circular No. 1 in 2010 and in DTI-DILG-DICT Joint Memorandum Circular of 2016 to promote quality systems and best practices in LGUs.
The streamlining awards event will also include the recognition by the Regional Development Council Special Committee on Competitiveness (RDC-3 SCC) of Central Luzon LGUs that made it to the Top 10 ranks of the 2017 Cities and Municipalities Competitiveness Index (CMCI), and annual competitiveness ranking of LGUs.The National Competitiveness Council has partnered with academic institutionsto evaluate the competitiveness of LGUs all over the country in terms of Economic Dynamism, Government Efficiency, Infrastructure and Resilience.
Central Luzon LGUs were the earliest and the most successful initiators and implementers of the streamlining program for business permits issuances. The streamlining initiative supports the Ease of Doing Business and competitiveness goals of the government.
The CLGCFI is composed of the seven governors of Central Luzon, the DTI Undersecretary for Industry and Investments and the DTI-3 Regional Director. It is mandated to provide policy decisions and facilitate the planning, coordination and monitoring of trade and investment related projects in the region. At present, the CLGCFI is headed by Tarlac Governor Susan A. Yap. It continues to work with LGUs, national agencies and partner academic institutions for the implementation of competitiveness programs in the LGUs to create a business and investment enabling environment in Central Luzon.
