The Bureau of Customs (BOC) has rolled out an enhanced, fully automated Electronic Certificate of Payment (e-CP) system to streamline motor vehicle importation and improve transparency in customs transactions.
Launched on March 9, 2026, the upgraded platform enables faster submission, processing, and transmission of data on imported vehicles, parts, and corresponding duties and taxes. It directly links the BOC with the Land Transportation Office (LTO), ensuring smoother inter-agency coordination.
The BOC said the system modernizes the processing of thousands of vehicles entering the country each year by enabling accurate validation, proper tax assessment, and real-time data exchange.
Developed by the bureau’s Management Information System and Technology Group, the new e-CP replaces a largely manual and fragmented system that previously caused delays and inefficiencies.
Customs Commissioner Ariel Nepomuceno said the upgrade strengthens coordination and ease of doing business.
“By automating validation, eliminating redundant processes, and ensuring real-time data exchange with the LTO, we are making transactions faster, more secure, and more transparent,” he said.
The system integrates with the BOC’s Electronic-to-Mobile System to automatically validate payment records and Single Administrative Document details, accelerating processing and data transmission.
It also offers stakeholders real-time tracking, improved transparency, and full audit logs, while expanding coverage to include all motor vehicle transactions, including replacement parts.
A feedback mechanism linked to the LTO’s Land Transportation Management System enables automatic updates on registration details, creating a closed-loop system that improves accuracy, traceability, and monitoring.
