he inauguration of A-FLOW’s ML1 data center in Biñan, Laguna is expected to accelerate the Philippines’ digital sector growth by attracting high-value investments, generating new technology-driven jobs, and expanding the country’s capacity to support cloud services, artificial intelligence (AI), and enterprise digitalization. The project strengthens the foundation needed for a more competitive, innovation-led digital economy.

Trade Secretary and BOI Chairman Cristina A. Roque emphasized that the facility signals growing investor confidence in the Philippines’ digital landscape, noting that the ML1 project will help drive digital transformation across industries and create employment opportunities in data center operations, engineering, IT services, and related support sectors.

Secretary Roque highlighted that the first phase alone brings in 6 megawatts of IT load capacity—with potential expansion to 36 MW—which will support the needs of cloud providers, financial institutions, and companies adopting digital-first operations.

Expanding the country’s data center footprint is crucial in meeting rising digital demands while positioning the Philippines as a competitive site for global technology investors. The ML1 project was approved by the BOI Management Committee on November 18, 2025, for registration and incentives under the CREATE Act, reflecting the government’s backing for investments that enhance digital competitiveness and stimulate economic activity.

BOI Infrastructure and Services Industries Service Director Mary Ann E. Raganit said the project strengthens the country’s readiness to compete in the global digital economy. She noted that A-FLOW’s investment contributes to building reliable infrastructure that can support next-generation technologies, boost service quality, and encourage the growth of innovation-driven industries.

Secretary Roque and Director Raganit joined A-FLOW President Sanjay Goel, AyalaLand Logistics Holdings Corp. (ALLHC) executives, and Laguna local officials at the inauguration ceremony on November 28.

The ML1 facility, developed through the joint venture between FLOW Digital Infrastructure and AyalaLand Logistics Holdings Corp., forms part of a broader initiative to scale up modern digital infrastructure nationwide. Its capacity—starting at 6 MW and expandable to 36 MW—supports increasing demand from technology firms, cloud service providers, and enterprises accelerating their digital adoption.

As data centers remain a priority sector for investment promotion, the BOI underscores ML1’s role in improving digital reliability, attracting advanced-technology investments, and enabling the Philippines to position itself as an emerging digital hub in Asia.

The DTI and BOI reiterated their commitment to supporting digital investments, enhancing ease of doing business, and ensuring that the benefits of a more connected and innovation-driven economy reach entrepreneurs, businesses, and communities nationwide.
