Topline Equity Corporation (Topline Group), the ultimate parent company of listed Top Line Business Development Corp., has appointed Leechiu Property Consultants Inc., one of the country’s leading real estate advisory firms, as its exclusive leasing agent for the office spaces at Bay Mall.
“This collaboration with Leechiu Property Consultants marks another step in the Topline Group’s expanding footprint in the real estate sector. Our goal is to attract a diverse mix of tenants to Bay Mall, support the evolving needs of the community, and help create more jobs,” said Eugene Erik Lim, Chairman and CEO of the Topline Group.

Located in Liloan, Northern Cebu—a fast-emerging economic hub—the three-story Bay Mall offers modern office spaces on its second and third floors with capacity for up to 1,000 seats. Its prime location along a major transport corridor makes it ideal for business process outsourcing (BPO) firms seeking to expand northward and tap a wider talent pool. The office floors feature high-speed fiber connectivity, backup power, a dedicated lobby with elevator access, and round-the-clock security and maintenance.
“Leechiu Property Consultants is excited to be the leasing agent of Topline for their BPO space in Bay Mall, Liloan. Over the past three years, Cebu has consistently ranked among the top real estate markets for BPOs—a testament to the strength of the Visayas labor pool. Liloan gives BPOs a unique opportunity to recruit talent from across Cebu Province, and we look forward to bringing this opportunity to our clients,” said Phillip Anonuevo, Executive Director of Leechiu Property Consultants Inc.
While BPO companies serve as the primary target market, Topline Group emphasized that Bay Mall also welcomes enterprises looking for secure, well-connected office spaces within a vibrant mixed-use development.
Under the agreement, Leechiu Property Consultants will exclusively handle the marketing and tenant acquisition for Bay Mall’s office portfolio, covering BPOs, technology firms, and fast-growing sectors.
Bay Mall currently hosts a dynamic mix of commercial tenants, including Robinsons Supermarket as anchor, alongside Mr. DIY, The Loop, Salon de Rose, Red Ribbon, and a curated Food Station featuring Cebu’s popular homegrown brands.
According to Leechiu’s third-quarter 2025 report, Cebu continues to lead provincial office demand, accounting for 60 percent of take-up outside Metro Manila—further underscoring the province’s rising prominence as a business hub.
