The Embassy of Japan announced the opening of applications for the Project for Human Resource Development Scholarship (JDS), inviting qualified Filipino candidates for the 24th batch of JDS Fellows. Successful applicants will have the opportunity to pursue master’s degree programs at leading universities in Japan beginning Academic Year (AY) 2026–2027.
Since its launch in 2002, the JDS has granted scholarships to 479 Filipino Fellows. Funded by the Government of Japan through its Official Development Assistance (ODA) and implemented by the Japan International Cooperation Agency (JICA), the program supports the Philippine government’s human resource development goals by providing promising young government officers with advanced education and research opportunities in Japan.
Through the JDS, scholars are expected to acquire specialized academic and policy expertise that will help them contribute to national development and governance reforms upon their return to the Philippines.
The 24th batch implementation follows the Exchange of Notes (E/N) signed between the Government of Japan and the Government of the Republic of the Philippines on April 25, 2025. This renewed partnership underscores Japan’s continuing commitment to support the Philippines in building a new generation of leaders who will drive socioeconomic progress and strengthen bilateral ties between the two nations.
Many JDS alumni have since taken key positions in government, contributing to the formulation and implementation of vital national policies and programs.
