The Bureau of Immigration (BI) confirms receipt of an order dated September 4, 2025, issued by Presiding Judge Esperanza M. Cortes of the Regional Trial Court Branch 221 in Taguig City, concerning the deportation case of Mr. Chen Zhong Zhen.

The order, which was received by the BI on September 5, 2025, after office hours, grants the habeas corpus petition filed by Chen’s camp and directs his release from BI custody, citing lack of jurisdiction.

While the BI respects the ruling of the court, the Bureau maintains that substantial evidence exists against Chen, as verified by its biometric records.

In line with this, and upon guidance from the Department of Justice, the BI has filed an appeal before the Court of Appeals and now awaits its resolution.

The Bureau trusts that the courts will continue to exercise diligence and integrity in reviewing this matter, with the paramount consideration of upholding national security and the rule of law.
