The Philippines is taking a decisive step toward building a resilient, technology-driven, and globally competitive cold chain industry through a strengthened partnership with the Taiwan Cold Chain Association (TCCA). The collaboration aims to elevate the country’s cold chain standards by integrating advanced Taiwanese expertise, innovation, and training into the local supply chain ecosystem.
At the sidelines of the 23rd Cold Chain Association of the Philippines (CCAP) General Membership Meeting held on June 19, 2025 at the Boracay New Coast Convention Center, representatives of the Philippine National Cold Chain Committee met with TCCA CEO–Southbound Committee Mr. Andrew Lin to formally move forward with the Cold Chain Training of Trainers (ToT) Program. This initiative, conceptualized under the Board of Investments’ (BOI) Academe-Industry Matching (AIM!) Program, will upskill local practitioners and academics while embedding modern cold chain management practices into university curricula.
The program will be rolled out in select higher education institutions such as University of Makati and Jose Rizal University, and will integrate Industry 4.0 technologies—including artificial intelligence, automation, and smart refrigeration systems. Taiwanese experts from TCCA will conduct special lectures, demonstrations, and immersion programs, with hybrid learning approaches designed to maximize impact.
This collaboration also marks a major milestone in the implementation of the TCCA–CCAP Memorandum of Understanding (MoU) signed in 2023. According to Mr. Lin, Taiwan has already developed training modules for its cold chain operators, combining advanced technologies and best practices. “The Philippines has a fast-growing cold chain sector, and this partnership is an opportunity to share Taiwan’s innovations while helping Filipino stakeholders prepare for global standards,” Lin said.
With the Philippines’ cold chain industry expanding rapidly due to rising demand in food security, healthcare, and logistics, the partnership with Taiwan provides a timely boost. By leveraging Taiwan’s proven expertise and aligning it with Philippine growth potential, the initiative is expected to improve efficiency, sustainability, and competitiveness across the sector.
The ToT pilot batch is scheduled to begin training within the year, supported by a series of industry consultations and dialogues with Taiwanese experts.
Through the AIM! Program—launched in 2024 to bridge academia and industry in future-critical sectors—the BOI envisions the Philippines as a regional hub for globally competitive and innovation-driven industries. For the cold chain sector, this collaboration with Taiwan represents not just technology transfer, but also a shared vision of building a resilient, future-ready supply chain that supports inclusive and sustainable growth.
