Filipino construction, architecture, and engineering (CAE) firms are set to gain broader access to international markets, particularly in Russia and Southeast Asia, through a newly signed agreement between the Philippine Overseas Construction Board (POCB) and the Alliance of Business Structures and Entrepreneurs of Southeast Asia (B2BASEAN), the Department of Trade and Industry (DTI) said in a news release.
In a move expected to open more doors for Filipino businesses looking to expand abroad, the two organizations signed a Memorandum of Understanding (MOU) aimed at creating concrete pathways for CAE services to enter and grow in new markets.

The ceremonial signing marked the culmination of discussions that began in 2024, where both parties identified shared goals in market integration and cross-border cooperation. With the MOU now formalized, POCB and B2BASEAN are poised to roll out joint initiatives such as trade missions, B2B networking, business webinars, and promotional campaigns.
B2BASEAN, known for its regional business networks spanning Russia and Southeast Asia, will play a key role in facilitating digital collaboration and remote project delivery, particularly for CAE companies from the Philippines.
“This agreement reflects our strong commitment to working together with POCB in driving sustainable growth and innovation,” said Mr. Lubarto Sartoyo and Mr. Amerigo V. Tatel, President and CEO of B2BASEAN, in a joint statement.
POCB Executive Director Doris Gacho described the deal as a “defining moment in our journey as trade partners,” and stressed the importance of cultural awareness and market intelligence in succeeding overseas.

“This partnership goes beyond exploring opportunities; it equips participants with the knowledge and cultural insight needed for success, laying the groundwork for deeper economic ties and inclusive global engagement,” she added.
The agreement also focuses on talent mobility, capacity building, and knowledge sharing—components that aim to enhance the competitiveness of Filipino firms in global CAE sectors.
As the Philippine government continues to champion the export of high-value services, this MOU is seen as a major step toward translating the global potential of Filipino builders and designers into real-world contracts and collaborations.
