Ambassador ENDO Kazuya joins President Ferdinand Marcos Jr., Secretary of the Department of Transportation (DOTr) Vince Dizon, and Secretary of the Department of National Defense (DND) Gilberto Teodoro Jr. in inspecting the CP103 section of the Metro Manila Subway Project (MMSP) at Camp Aguinaldo and the construction progress on July 16, 2025.

This Metro Manila Subway project is being implemented under the Japanese government’s Official Development Assistance (ODA) scheme, utilizing a Japan International Cooperation Agency (JICA) yen loan under the Special Terms for Economic Partnership (STEP) program.

The 6.5-kilometer CP103 section connects East Avenue and Ortigas stations, being constructed by Mitsui Sumitomo Construction Co., Ltd. Tunnel boring commenced in January of this year and is progressing smoothly.

The Government of Japan, through its ODA, will continue to strongly support major railway projects in the Philippines, such as the Metro Manila and the North-South Commuter Railway (NSCR).
