The Stratbase Institute has expressed its strong support for the appointment of Ma. Theresa Lazaro as Secretary of Foreign Affairs, highlighting her critical role in continuing the Philippines’ assertive and principled stance in the West Philippine Sea.

“The Stratbase Institute congratulates Hon. Ma. Theresa Lazaro for her appointment as Secretary of Foreign Affairs,” said Stratbase Institute President Dindo Manhit in a statement.

Manhit said that the appointments come at a crucial time when the Philippines is strengthening its foreign policy stance amid tensions in the West Philippine Sea.

“Secretary Lazaro is a veteran diplomat, who has consistently advocated for the rule of law and the Philippines’ national interests,” Manhit said.

“She has played a pivotal role in shaping the country’s foreign policy in her previous capacity as Undersecretary for Bilateral Relations and ASEAN Affairs as well as her diplomatic service as Ambassador to key countries. She has also served as one of the leading voices of the Philippines’ fight for the West Philippine Sea,” he added.

Lazaro brings to the role over four decades of diplomatic service. She has consistently emphasized the importance of the 2016 arbitral ruling that upheld the Philippines’ sovereign rights in the West Philippine Sea, rejecting China’s expansive nine-dash line claims.

Lazaro has also echoed the administration’s position in international fora, calling for adherence to international law, particularly the United Nations Convention on the Law of the Sea (UNCLOS).

“As Secretary Lazaro assumes her new and vital role, the Stratbase Institute is certain that she will lead the Department of Foreign Affairs with strategic foresight to promote the country’s interests,” Manhit underscored.

“The Stratbase Institute is confident that Secretary Lazaro will continue to advance the Philippines’ national interests, especially in the West Philippine Sea, continue efforts to enhance relations with like-minded partners, and advocate for the promotion of a rules-based international order,” he added.
