For the first time in 26 years and in a significant display of defense cooperation and regional solidarity amid escalating tensions in the West Philippine Sea (WPS), the Republic of Singapore Navy’s (RSN) ship, RSS Endeavour, made a port call to Manila from February 13 to 16, 2025.

The RSS Endeavour, an Endurance Class Landing Ship Tank (LST) designed and built in Singapore, is part of the Midshipman Sea Training Deployment (MSTD) program.

During its visit, Singaporean midshipmen engaged with their Philippine Navy counterparts through various cultural exchanges and sports activities, strengthening the bond between the two naval forces.

One of the key highlights of the visit was a reception held on February 14, 2025, attended by over 100 guests, including officials from the Philippine Armed Forces, government representatives, diplomats, and members of the Singaporean community in the Philippines.

The event, presided over by Deputy Commander of the Maritime Training and Doctrine Command Colonel Wong Chng Tong and Commanding Officer Lieutenant Colonel Wong Ka Ming, also saw the participation of Singapore Ambassador to the Philippines, Constance See, and Commodore Ireneo Battung, Commander of the Philippine Navy’s Sealift Amphibious Force.

Ambassador See used the occasion to emphasize the deepening defense relations between Singapore and the Philippines, particularly following the signing of a Memorandum of Understanding on Defense Cooperation in July 2024. The agreement built on previous collaborations, including the support provided by the Singapore Armed Forces after Severe Tropical Storm Kristine struck the Philippines in October 2024. This included the deployment of a C-130 transport aircraft by the Republic of Singapore Air Force, delivering essential supplies to affected communities.

Ambassador See highlighted that the bilateral defense relationship has been crucial in fostering greater military-to-military engagement between both countries. She also pointed out the shared commitment to upholding international law, especially concerning the freedom of navigation and overflight, principles that are vital for Singapore as a small, trade-dependent nation.

“The Philippines is a like-minded country that respects and promotes international law,” Ambassador See said. “Singapore is happy to work with the Philippines, as well as other ASEAN Member States, and regional and international partners, to continue to uphold international law.”

Ambassador See noted the importance of peace and stability in the region, stating, “It is imperative that all countries work together to resolve any differences through dialogue and diplomacy.” She said that ASEAN remains the cornerstone of Singapore’s foreign policy and that “it is important for countries in the region to work together to ensure that the region is well-equipped to effectively tackle the complex challenges facing the region.”

As both countries continue to commemorate their 55th anniversary of diplomatic relations, Ambassador See reaffirmed Singapore’s dedication to working with the Philippines and other ASEAN nations to ensure peace and stability in the region, especially in the face of mounting security challenges.

“The RSS Endeavour’s visit to a fellow founding member of ASEAN was a testament to both countries’ commitment to ASEAN centrality and unity,” Ambassador See added, reiterating Singapore’s support for the Philippines’ ASEAN Chairmanship in 2026.
