The Japan International Cooperation Agency (JICA) is providing critical support for Metro Cebu’s wastewater management improvement through a newly launched Master Plan project in partnership with the Metro Cebu Water District (MCWD).
The Project for Master Plan Study on Comprehensive Sewerage System Development aims to address Metro Cebu’s longstanding sanitary and environmental challenges by creating a roadmap for effective wastewater management. This includes identifying financing methods, building local capacity, and implementing the plan across eight local government units (LGUs) of the metro. They include the cities of Cebu, Mandaue, Lapu-Lapu, and Talisay and the municipalities of Liloan, Consolacion, Compostela, and Cordova
Metro Cebu, home to over 3 million people and the country’s second-largest economic metropolitan area after Metro Manila, has relied primarily on septic tanks for wastewater treatment due to a lack of centralized sewerage systems. Poorly managed septic tanks often lead to unsanitary conditions and pose a significant threat to water resources.
“We are aware of the challenges ahead, including the financial complexities of making this vision a reality. But with the commitment of our partners like JICA, the unwavering support of our local government, the cooperation of LWUA, and the dedication of our MCWD team, I am confident we will succeed,” said MCWD General Manager Edgar Donoso at the kick-off meeting for the project.
LWUA is the Local Water Utilities Administration which oversees water utilities in provincial cities and municipalities. It is also supporting the initiative.
To complement this effort, the project strategically integrates with JICA’s Grant Aid Cooperation for the Septage Management of Metro Cebu Water District, ensuring a holistic approach to wastewater management. It includes capacity-building programs in Japan to further strengthen local expertise.
“As we continue to strengthen our partnership and push for more infrastructure development to address the SDG target of ensuring availability and sustainability of water and sanitation for all, it is our utmost responsibility to conserve and balance the use of our water resources,” said JICA Philippines Senior Representative Soichiro Ide.
JICA’s backing of Metro Cebu’s wastewater system is part of its broader commitment to helping growth centers in the Philippines address water pollution and sanitation issues. Similar efforts include the ongoing Master Plan Study on Comprehensive Wastewater Management in Davao City.
