ECCP lauds President Marcos’ key priorities to boost PH economy

The European Chamber of Commerce of the Philippines (ECCP) extends its appreciation for the comprehensive and forward-looking State of the Nation Address (SONA) delivered on 22 July 2024. The Chamber recognizes the administration’s continued efforts to address critical issues and foster a thriving economic environment in the Philippines. 

The ECCP is encouraged by the President’s emphasis on key priorities, including boosting the agriculture sector, advancing environmental protection and the fight against climate change, promoting industry growth, accelerating infrastructure development and digital transformation, advancing human capital development, promoting job generation, and ensuring social welfare and protection. 

ECCP President Paulo Duarte shares, “The Chamber recognizes the administration’s commitment to fostering a robust economic environment through significant reforms and initiatives. The implementation of green lanes and the modernization of government procurement processes are substantial strides towards enhancing the ease of doing business in the Philippines. We also appreciate the emphasis on healthcare and education. The ECCP firmly believes that continued investment in health and education is crucial for developing human capital, which is key for sustained economic growth. Furthermore, we look forward to continuing our collaboration with the government to ensure sustainable growth and competitiveness in the region.” 

The ECCP commends the government’s recent reforms and initiatives aimed at enhancing the overall business environment. The implementation of green lanes has facilitated around 100 projects worth approximately P3 trillion, focusing on renewable energy, digital infrastructure, food security, and manufacturing. With the administration’s investment-led growth strategy and ongoing roadshows, we are optimistic about seeing even more tangible results soon. 

As an ARTA Champion, the ECCP supports the government’s efforts to improve the ease of doing business through digitalization, integration, and streamlining of processes. The signing of Republic Act No. 12009, which modernizes government procurement, exemplifies the administration’s commitment to transparency and efficiency. This newly enacted law will ensure streamlined and innovative procurement processes, curbing corruption and fostering accountability. 

To further solidify the Philippines’ position on the global stage, it is crucial to sustain investments in both hard and soft infrastructure. We are pleased with the administration’s push for enhanced digital and physical connectivity, highlighting the importance of Public-Private Partnerships (PPPs) and the effective implementation of the Build, Better,

More program. The President’s focus on resolving right-of-way (ROW) issues is key to ensuring timely completion of projects and robust infrastructure development. The ECCP looks forward to the materialization of the government’s digitalization efforts, including the National Cybersecurity Plan, the ethical development of artificial intelligence (AI), and the establishment of a National Fiber Backbone. By prioritizing digital infrastructure, the Philippines can foster a more inclusive digital economy and keep pace with modernization. Additionally, the effective implementation of the E-Travel system and the upcoming Philippine E-Visa will further promote tourism and streamline processes. 

The Chamber also commends the President’s emphasis on sustainable development and responsible economic growth – priorities that align with the ECCP’s advocacy of creating a business environment that fosters competitiveness while contributing to a greener and more inclusive Philippines. 

In light of the administration’s progressive agenda, the Chamber encourages the government to place great emphasis on advancing the electric vehicle (EV) industry in the Philippines and establishing a reliable EV charging station network. To foster sustainable transportation practices, it is imperative to establish targeted tariff policies that incentivize the adoption of EVs. The Chamber also urges the swift passage of the mining fiscal regime to attract more investors and enhance the Philippines’ capacity to significantly contribute to the global Critical Raw Materials (CRM) market. 

Furthermore, aligned with the heightened call for climate responsibility and justice, the ECCP reiterates its call for the establishment of an apex body to oversee the entirety of the Philippine water sector. Through the passage of the National Water Resources Act, the creation of the Department of Water Resources and a Water Regulatory Commission will promote integrated water resource management. This will ensure that issues and concerns in the sector are handled by a dedicated line agency, providing a better venue for resolving matters relating to water resources. 

ECCP Executive Director Florian Gottein shares, “As an advocate for both European and Philippine businesses, the ECCP commends the administration’s focus on digital transformation and infrastructure development. Prioritizing digital infrastructure and addressing right-of-way issues are key to ensuring timely project completions and promoting a more inclusive digital economy. Sustainability is also a top priority for the Chamber, as we have long advocated for the creation of a Department of Water Resources, the promotion of e-vehicles, the circular economy, and renewable energy, among others. We are optimistic about the future and are eager to support the government’s efforts in driving sustainable and responsible economic growth.”

global market integration, improve competitiveness, promote increased investments, and facilitate the twin green and digital transitions.
