Clark Int’l Airport takes off with ENGIE and Filinvest in its sustainability journey

The Luzon International Premiere Airport Development Corporation (LIPAD) has signed a facilities management and energy efficiency performance contract with Professional Operations and Maintenance Experts Incorporated (PROMEI) and Philippine DCS Development Corporation (PDDC) for the comprehensive maintenance of Clark International Airport’s new terminal building. Both PROMEI and PDDC are joint ventures between ENGIE Services Philippines and Filinvest Development Corporation (FDC).

LIPAD is a special purpose company established to manage the operations and maintenance of Clark International Airport. The members of LIPAD are namely Filinvest Development Corporation, JG Summit Holdings Inc., Philippine Airport Ground Support Solutions Inc. and Changi Airports Philippines (I) Pte. Ltd., a wholly owned subsidiary of Changi Airports International. The consortium members each have vast experience in airport operations, air transportation and property development.

Under the facilities management contract, PROMEI will carry out routine and planned maintenance and repair of electrical systems, mechanical plant and ventilation systems, plumbing systems, the building and hard infrastructure. Meanwhile, under the energy efficiency performance contract, PDDC will finance, build, and operate the terminal’s entire chilled water plant with a total installed capacity of 3,000 tonnes or refrigeration (TR) under a build, own, operate, and transfer model. In addition, PDDC will undertake the energy efficiency element with full comprehensive operations and maintenance, plant-side. Over a 22-year period, these partnerships will deliver a guaranteed energy savings equivalent to over 41,000 tonnes of CO2 emissions – the quantity of CO2 that would be captured by approximately 1.6 million trees, with an additional 11,230 tonnes of potential CO2 savings to be derived from proper systems maintenance.

Clark International Airport’s new terminal building in Central Luzon, located at Clark Freeport Zone, Pampanga reflects LIPAD’s commitment to working towards expanding the airport’s travel network. With a capacity of up to 8 million passengers per annum for both international and domestic travel, the new terminal will connect Clark to more domestic and international points, further cementing its position as the country’s premier travel gateway.

The parties conducted a ceremonial contract signing at Clark International Airport on the 31st of May 2022, attended by senior representatives from PROMEI and LIPAD.
