<p>San Miguel Corp. (SMC) will roll out toll rebates for select public utility vehicles (PUVs) and cargo trucks using the South Luzon Expressway (SLEX) and STAR Tollway starting March 23, in response to the government’s call to cushion the impact of rising fuel costs driven by tensions in the Middle East.</p>



<p>Under the program, qualified vehicles will receive weekly rebates equivalent to the difference between current toll rates and previous rates at both expressways.</p>



<p>The initiative follows the implementation of adjusted toll rates on SLEX and STAR Tollway beginning January 1, 2026—the first significant increase since 2014.</p>



<p><strong>Eligible vehicles include:</strong></p>



<ul class="wp-block-list">
<li><strong>Class 1:</strong> Public utility jeepneys and UV Express vans</li>



<li><strong>Class 2:</strong> Public utility buses and modern jeepneys</li>



<li><strong>Class 3:</strong> Cargo trucks and trailers with three or more axles and a height exceeding 7.5 feet</li>
</ul>



<p>After rebates, toll rates on SLEX will be reduced to ₱147 from ₱160 for Class 1 vehicles, ₱295 from ₱321 for Class 2, and ₱442 from ₱ 481 for Class 3. SLEX runs from Alabang to Sto. Tomas, Batangas.</p>



<p>On STAR Tollway, rates will go down to ₱104 from ₱113 for Class 1, ₱208 from ₱225 for Class 2, and ₱311 from ₱337 for Class 3. The toll road connects Sto. Tomas, Batangas to Batangas City.</p>



<p>To qualify, vehicles must be active Autosweep users in good standing, with no outstanding violations across SMC’s expressway network, which includes SLEX, STAR Tollway, TPLEX, NAIAX, and the Skyway System.</p>



<p>Autosweep To Go users are required to complete account verification at customer service centers to ensure proper crediting of rebates. Meanwhile, cash-paying motorists must enroll in Autosweep and submit documentary requirements, including valid certificates of public convenience issued by the Land Transportation Franchising and Regulatory Board (LTFRB).</p>



<p>Existing Autosweep users do not need to re-register but must maintain sufficient balances and settle any unpaid tolls to remain eligible.</p>



<p>Enrollment will be open from March 23 to April 4. Rebates will be applied retroactively from the date of complete document submission and will be credited weekly to qualified accounts.</p>



<p>The program will run for two months and will be subject to review by the Department of Transportation and the Toll Regulatory Board.</p>

<p>The Toll Regulatory Board (TRB) has approved the long-awaited toll rate adjustments for the Manila-Cavite Expressway (CAVITEX), following petitions filed by joint venture partners CAVITEX Infrastructure Corporation (CIC) and the Philippine Reclamation Authority (PRA) in 2020 and 2023. The new rates will take effect starting October 28, 2025.</p>



<p>To help cushion the impact of the toll hike, CAVITEX will reactivate its &#8220;Abante Program”, a toll reprieve initiative that allows registered public utility vehicles (PUVs) and agricultural trucks to continue paying the old toll rates for 90 days after the new rates are implemented.</p>



<p>Transport groups not yet enrolled in the program may contact 1-35000 or email <a href="mailto:customercare@mptc.com">customercare@mptc.com</a> for registration and inquiries.</p>



<p>“We appreciate the government’s affirmation to honor its contractual obligations with private investors and toll operators,” CAVITEX management said in a statement. “While the rate adjustments are necessary to ensure continued maintenance, safety, and improvement of the expressway, we also recognize the need to support sectors most affected by rising transport costs. The toll reprieve initiative aims to strike a fair balance between infrastructure sustainability and public welfare.”</p>

<p><strong>New Toll Rates</strong></p>



<p>The TRB resolution covers both the 2020 and 2023 petitions, authorizing the implementation of provisionally approved toll rates that will help fund ongoing upgrades and maintenance activities across the expressway.</p>



<p><strong>CAVITEX R1 Portion (Seaside to Zapote)</strong></p>



<p>Effective October 28, 2025 – VAT-inclusive rates:<br> Class 1: ₱35 → ₱39 Class 2: ₱70 → ₱78 Class 3: ₱104 → ₱117 <br>CAVITEX R1 Extension Segment 4 (Zapote to Kawit)</p>



<p>To moderate the impact on motorists, the rate adjustment will be implemented in two tranches (2025 and 2026). The first tranche rates are as follows:<br><br>Class 1: ₱73 → ₱88 <br>Class 2: ₱146 → ₱176 <br>Class 3: ₱219 → ₱264 <br><br>Note: Due to the adjustment at the CAVITEX R1 portion, CAVITEX C5 Link Segment 2 (Sucat Interchange) toll rates will also be adjusted to VAT-inclusive rates of ₱38 (Class 1) ₱76 (Class 2), and ₱114 (Class 3)</p>



<p><strong>Infrastructure Improvements</strong></p>



<p>CIC and PRA have undertaken significant infrastructure works to enhance the safety, capacity, and efficiency of CAVITEX, even before the approval of the toll rate petitions. Among these are:<br><br>Expansion Joint Replacement at the Parañaque Segment Bridges and Imus Viaduct to improve ride comfort and structural integrity. Upgraded RFID systems and Automatic License Plate Recognition (ALPR) technology for faster and more seamless toll transactions. Ongoing pavement rehabilitation works in critical areas across the Kawit and Parañaque segments. <br><br>CIC and PRA reaffirmed their commitment to deliver safe, reliable, and efficient expressways that support economic growth and strengthen regional connectivity.</p>

<p>Poe, the Chairman for Senate Public Services Committee in concerned with the task being done for implementing issuances and policies without any consultation  that inevitably led to greater chaos of the already messy traffic situation being endured by the public everyday.</p>
<p><em>&#8220;The LTFRB seems to be crafting policies and issuances without hearing the side of the PUV operators, drivers and passengers.  It doesn&#8217;t get the complete picture, the result is a mess,&#8221;</em> Poe said.</p>
<p><em>&#8220;Ipinapaalala natin sa kanila na ang mga pasahero, mananakay at operators at drivers ang dapat sentro ng kanilang mandato—ang mapadali, mapabilis at maging kaaya-aya ang pagbiyahe ng ating mga kababayan,&#8221;</em> she added.</p>
<p>Poe&#8217;s committee recently held a hearing on the operation of the <strong>Parañaque Integrated Terminal Exchange (PITX),</strong> which bared some issues on rationalization of routes and issuance of franchises.</p>
<p>The new measures being implemented at Metro Manila&#8217;s new landport were seen as the culprit for the long queues of passengers at the Mall of Asia transport terminal last week.</p>
<p>Reports reaching the senator&#8217;s office tell of some commuters, including senior citizens, waiting for as long as three hours to get a ride home to Cavite.</p>
<p><em>&#8220;It is really disturbing that the basic law of supply and demand is not even readily apparent to LTFRB and DOTr,&#8221;</em> she said.</p>
<p><em>&#8220;Akalain mong mayroon palang mga bus na pinapahinto sa PITX at pinapababa ang mga pasahero at pinatutuloy ang bus papasok ng Metro Manila nang walang sakay na pasahero,&#8221;</em> she noted.</p>
<p>The lack of public consultation results in either a glut or a lack of PUVs in many areas, Poe said.</p>
<p><em>&#8220;Maraming puno na PUVs sa kalsada at walang mananakay na naghihintay sa lansangan sana ang makikita natin, hindi yung maraming walang laman na PUVs habang sandamakmak din na mananakay ang nabuburyong sa mga lansangan,&#8221;</em> she said.</p>
<p><em>&#8220;There really is a problem with rationalizing routes and franchises being given out by the LTFRB,&#8221;</em> Poe added.</p>
<p>She stressed the problems in rationalizing routes and issuing franchises should be addressed by the transportation body.</p>
<p>But she added the DOTr and LTFRB cannot possibly grant the proper number of franchises in actual areas without truly consulting the riding public and the PUVs involved.</p>
