<p>The Philippines and the United States have significantly strengthened their strategic economic partnership with the launch of a landmark initiative to develop the world’s first AI-native industrial acceleration hub, signaling a shared push to shape the future of advanced manufacturing, critical minerals processing, and artificial intelligence-driven industries.</p>



<p>The 4,000-hectare integrated facility in Clark, located within the Luzon Economic Corridor, is designed to anchor next-generation global supply chains while deepening long-term industrial cooperation between the two allies in a rapidly evolving global technology landscape.</p>



<p>From left to right in the announcement were: Philippine Ambassador to the United States Jose Manuel “Babe” Romualdez; Bases Conversion and Development Authority (BCDA) President and CEO Engr. Joshua “Jake” M. Bingcang; Department of Trade and Industry Undersecretary and Board of Investments Managing Head Dr. Ceferino “Perry” S. Rodolfo; United States Under Secretary of State for Economic Growth, Energy, and the Environment Jacob Helberg; United States Under Secretary of State for Political Affairs Allison Hooker; and United States Under Secretary of State for Management Jason S. Evans.</p>



<p>The initiative is anchored on the Pax Silica framework, a network of trusted partners advancing a transparent global governance system for secure, resilient, and innovation-driven silicon supply chains spanning critical minerals, semiconductors, advanced manufacturing, and artificial intelligence. It also builds on the recently signed Philippines–United States Memorandum of Understanding on Cooperation in Critical Minerals Development, reinforcing both countries’ commitment to higher-value participation in global technology ecosystems.</p>



<p>Finance Secretary Frederick Go described the initiative as a pivotal shift in the Philippines’ global economic positioning.</p>



<p>“The Philippines is ensuring that our mineral resources and strategic location are not simply supporting global industries from the margins but are actively harnessed to build the industries of the future,” Go said.</p>



<p>Trade and Industry Secretary Ma. Cristina A. Roque said the hub strengthens the country’s semiconductor and electronics roadmap by linking upstream resources with downstream manufacturing expansion.</p>



<p>“The AI-native industrial acceleration hub reinforces our semiconductor and electronics industry roadmap by linking our critical minerals advantage with our established strengths and by opening pathways toward higher value and advanced manufacturing,” Roque said.</p>



<p>“The Philippines is already a vital player in the global electronics and semiconductor value chain. This initiative will significantly expand Philippine exports—not just in volume, but in sophistication, value, and strategic relevance.”</p>



<p>The Philippines is among the world’s top nickel suppliers, accounting for 25.41% of global exports in 2024, backed by an estimated 444 million metric tons of reserves. Mineral exports also rose from $6.20 billion in 2024 to $7.62 billion in 2025, reflecting sustained global demand and stronger investor confidence.</p>



<p>The United States remains a key investment partner, ranking among the top sources of foreign direct investment (FDI) into the Philippines. Net US FDI inflows reached $162.9 million from January to October 2025, a 91% year-on-year increase, while approved US investments also recorded strong growth.</p>



<p>BCDA President and CEO Joshua M. Bingcang said the project marks a defining shift in the country’s industrial strategy.</p>



<p>“The partnerships have been forged. Now comes the work. We will put the Philippines at the center of the global AI supply chain, not at its edges,” Bingcang said.</p>



<p>“The 4,000-hectare AI-native industrial acceleration hub in the Luzon Economic Corridor is a statement of where this nation is headed: toward AI, toward advanced manufacturing, toward genuine economic sovereignty. At the heart of this transformation are Filipino workers, engineers, and families whose lives will be reshaped by the opportunities this zone will create. BCDA is proud to be the platform on which that future is being built.”</p>



<p>The AI-native industrial acceleration hub, along with a dedicated coordination platform, is expected to serve as a strategic anchor for industrial upgrading, export expansion, job creation, and long-term economic resilience—further integrating the Philippines into emerging global technology supply chains.</p>

<p>The United Kingdom formally relaunched its enhanced Growth and Investment Partnership Plus (GIP+) with the Philippines on February 23, signaling a shift from policy planning to concrete project delivery across clean energy, infrastructure, and climate resilience.</p>



<p>The relaunch, held at a reception hosted by the British Embassy in Manila, coincided with UK Minister for the Indo-Pacific Seema Malhotra’s first official visit to the Philippines and the 80th anniversary of diplomatic relations between the two countries.</p>

<p>“For eight decades, the UK and the Philippines have been close and reliable partners, united by shared values, close economic ties, and a commitment to a stable, prosperous Indo Pacific, a region which will shape more than half of global growth by 2050,” Minister Malhotra said.</p>



<p>The renewed partnership aims to mobilize public and private capital, technical expertise, and regulatory support to accelerate investments in clean energy, clean water, transport infrastructure, and capital markets reform. It also seeks to unlock private capital flows and strengthen regulatory frameworks, including support for transformational infrastructure initiatives such as the Luzon Economic Corridor.</p>



<p>Malhotra emphasized that deepening bilateral cooperation comes at a critical time.</p>

<p>“Today, we celebrate our enduring friendship with the Philippines as we look this week to how we can take our partnership to the next level, underpinned by shared purpose and our strong and thriving people-to-people links,” she added.</p>



<p>She said this is why GIP+ will be a next chapter is rooted in action. When the Philippines signaled its intention to open its economy and attract greater investment, the UK moved quickly to support that vision.</p>



<p>The UK’s engagement has expanded across sectors — from greener transport and sustainable finance to climate resilience programs that translate policy alignment into tangible outcomes. According to Malhotra, UK-backed cooperation has already produced measurable results.</p>

<p>“Working together has helped the Philippines write its first national plan for dealing with climate impacts and set up a platform to bring in $250 million for farming to provide greater resilience with a changing climate,&#8221; she said.</p>



<p>Calling the relaunch a defining moment, Malhotra stressed the urgency of moving forward, she said, “this is the moment to turn plans into action and plans into results.”</p>



<p>Looking ahead, she framed GIP+ as a long-term strategic investment.</p>



<p>“As we look to the next 80 years of bilateral relations, the choices and the investments we make today will be the foundation on which future generations will build, ensuring a better future for our people and a more sustainable and secure world,” she said.</p>

<p>Ms. Jia Hsieh, a second-generation Taiwanese business leader, officially assumed the presidency, receiving the association’s seal from outgoing President Tom Lin. The ceremony was officiated by Taiwan’s Representative to the Philippines, Ambassador Wallace M.G. Chow, and national policy advisor to the President, Kai-min Lin, and attended by Minister Chia-ching Hsu of Taiwan’s Overseas Community Affairs Council (OCAC), demonstrating strong government support for overseas Taiwanese business communities.</p>



<p>In her inaugural address, Hsieh outlined her vision for the next two years under the banner of the Taiwan Link initiative, aimed at fostering stronger connections among Taiwanese businesspeople in the Philippines, encouraging generational succession, and increasing youth participation. She highlighted that Taiwan Link will serve as a platform to expand professional networks, enhance mutual support, and infuse new energy into TAP’s activities.</p>

<p>Ahead of the ceremony, Hsieh launched Taiwan Link through an interactive networking session, enabling participants from across Asia to engage directly with locally based Taiwanese entrepreneurs, exchange contacts, and explore potential collaborations.</p>



<p>The event drew a distinguished audience from both Taiwan and the Philippines. Taiwanese attendees included legislators Chih-wei Chiu, Chia-pin Chung, and Mong-kai Hung, alongside senior officials from the Taipei Economic and Cultural Office and representatives from Taiwanese business associations across Asia. Philippine attendees included cabinet officials, members of Congress, and senior representatives from the Philippine Chamber of Commerce and Industry, reflecting the growing significance of Taiwan–Philippines economic and people-to-people exchanges.</p>



<p>In his remarks, Ambassador Chow commended TAP’s enduring role as a bridge between Taiwan and the Philippines, noting tangible achievements in trade, investment, and bilateral cooperation over the past year. He expressed confidence that the new leadership would further expand opportunities for collaboration.</p>

<p>Minister Hsu called the leadership transition a historic moment, emphasizing that Hsieh’s appointment as a second-generation leader symbolizes successful generational succession within the overseas Taiwanese business community. <p>U.S. Ambassador to the Philippines MaryKay Carlson on Tuesday expressed gratitude to the Filipino people and highlighted key milestones in U.S.-Philippine relations during her farewell “Open House” reception, marking the close of her three-and-a-half-year tenure.</p>



<p>“Serving here has been the greatest honor of my forty years as a United States diplomat,” Carlson said, recalling the warmth and generosity she and her spouse, Aubrey, received from Filipinos across the country — from bustling cities to the most remote islands.</p>



<p>She emphasized that people-to-people ties remain the foundation of the enduring alliance between the United States and the Philippines. In 2024 alone, more than 1.3 million U.S. citizens visited the Philippines, strengthening bonds of family, friendship, and shared history.</p>



<p>Carlson also cited the continued service of 170 Peace Corps Volunteers nationwide, part of more than 9,500 volunteers who have served in the Philippines since 1961. She noted recent memoranda of understanding facilitated by the Philippine-American Educational Foundation — the world’s oldest continuously operating Fulbright Commission — aimed at advancing workforce development, particularly in the civil nuclear sector.</p>



<p>During her tenure, Carlson said the two countries worked closely in times of crisis, including coordinated disaster response efforts following Typhoons Tino, Uwan, and Crising. These efforts included 32 U.S. military airlift missions delivering food and humanitarian assistance to affected communities.</p>



<p>She highlighted broader cooperation in innovation and economic growth, including support for Filipino small businesses in the digital economy and the establishment of a new Regional Foreign Assistance section administering more than $313 million in aid. The assistance supports energy resilience, combats illegal fishing, improves health outcomes, and boosts private sector growth.</p>



<p>Carlson also underscored the launch of a trilateral initiative with Japan and the Philippines to catalyze high-impact infrastructure investment in the Luzon Economic Corridor, aimed at improving transportation, energy, and logistics efficiency across the country’s most populous region.</p>



<p>On security cooperation, Carlson reaffirmed the strength of the U.S.-Philippine alliance, noting that the two treaty allies planned more than 500 combined joint military activities annually over the past three years, including the largest-ever Balikatan exercise scheduled for 2025.</p>



<p>“Together, we have defended international law in the South China Sea and upheld the rights of Filipino fisherfolk,” she said. “Our alliance is truly ironclad, and our shared commitment has never been stronger.”</p>



<p>Carlson concluded by thanking the U.S. Embassy team and Philippine partners for their collaboration and friendship.</p>

<p>KAOHSIUNG, TAIWAN &#8211; Today, ports are more than just gateways for cargo. In trade-dependent economies like the Philippines and Taiwan, they serve as crucial economic stabilizers, especially during peak seasons. How a port system handles surges can determine whether supply chains run smoothly or create bottlenecks that drive up the cost of goods, ultimately impacting consumers.</p>



<p>Taiwan’s global maritime system, exemplified by Evergreen Marine Terminal 7 at Kaohsiung Port, offers valuable lessons for maritime economies across the region, including the Philippines.</p>



<p>During my recent coverage of Taiwan’s port operations and an interview with Captain Wu Kuang Hui, President of Evergreen Marine Corporation, one message was clear: <strong><a href="https://thephilbiznews.com/2025/12/20/taiwan-showcases-world-class-future-proof-shipping-system/">modern port competitiveness is built on integration, not scale alone.</a></strong></p>

<p>“Terminal 7 demonstrates how a highly automated terminal can operate, from the ship side to the gate and the yard,” Captain Wu explained, highlighting Evergreen’s end-to-end approach to smart port operations.</p>



<p><strong>Peak seasons test port systems</strong></p>



<p>In the Philippines, port activity predictably spikes during the year-end “Ber months,” when imports surge ahead of the holidays. Retail replenishment, manufacturing inputs, and consumer demand converge, compressing operations and stretching logistics networks—especially in and around Metro Manila.</p>

<p>Even with preparation, peak periods expose operational bottlenecks. Congestion delays transshipment and inland cargo movement, increasing vessel turnaround and truck dwell times. These inefficiencies translate into higher demurrage, detention, and logistics fees, which ultimately raise costs for consumers and businesses.</p>



<p>Taiwan experiences similar trade cycles, but its ports are structured to absorb volume surges without disrupting flow.</p>



<p><strong>Integration as a strategic advantage</strong></p>

<p>At Kaohsiung Port, Terminal 7 operates as a unified digital ecosystem. Ship-to-shore cranes, yard operations, truck gates, customs data, security systems, and even energy use are interconnected and monitored in real time from a centralized control center.</p>



<p>Automation reduces dependence on manual processes, while contactless, OCR-enabled gate systems let trucks enter, load, and exit efficiently. Remote crane operations improve safety and consistency, and dedicated traffic lanes cut congestion, idle time, fuel consumption, and emissions.</p>



<p>This integration doesn’t eliminate peak demand—but it softens its impact, allowing terminals to maintain predictable performance even during high-volume periods.</p>



<p><strong>Strategic location matters</strong></p>



<p>Kaohsiung Port’s layout reinforces its operational efficiency. Positioned outside central business districts yet accessible to major roads and logistics networks, it avoids the urban bottlenecks common to inner-city ports. Smooth cargo flows between the port and industrial zones strengthen Taiwan’s role in global transshipment, exports, and trade partnerships.<br><br>The result is a maritime system where port operations, inland logistics, and industrial activity are aligned—supporting trade growth without overburdening urban infrastructure.</p>



<p><strong>Optimizing before expanding</strong></p>



<p>Another lesson from Taiwan: infrastructure development is disciplined and strategic. Evergreen consolidated and modernized existing facilities rather than building entirely new terminals.</p>

<p>“We transferred operations from the old port and integrated existing container centers into one modern terminal, step by step,” Captain Wu said.</p>



<p>The results are measurable: Kaohsiung Port handled 3.3 million TEUs (Twenty-foot Equivalent Unit) before Evergreen’s expansion; today, it reaches 4 million, with a future target of 6.5 million TEUs. Optimization, automation, and planning unlock capacity without unnecessary duplication.<br><br><strong>Sustainability embedded in operations</strong></p>

<p>Terminal 7 integrates sustainability at its core. Fully electrified, it employs energy-efficient container-handling equipment, solar power, onsite wastewater recycling, and LED lighting. A SCADA system monitors energy use in real time, supporting carbon-reduction goals while boosting efficiency.</p>



<p>As global shipping lines align with decarbonization and ESG standards, such features are competitive advantages, not optional investments.</p>



<p><strong>A forward look: Luzon Economic Corridor</strong></p>



<p>The Philippines can reshape its logistics landscape through the<strong><a href="https://thephilbiznews.com/2024/05/30/us-japan-come-in-to-develop-infrastructure-in-luzon-economic-corridor/"> Luzon Economic Corridor, </a></strong>a multi-year initiative linking Subic, Clark, Metro Manila, and Batangas.</p>

<p>Arlington, Virginia, June 27, 2025— On June 26, the United States government, through the U.S. Trade and Development Agency (USTDA) and the Philippines’ Department of Transportation (DOTr), announced<strong><a href="https://thephilbiznews.com/2024/04/12/phl-spots-bullish-collaboration-with-us-and-japan/"> funding for technical assistance for the construction of the Subic-Clark-Manila-Batangas</a></strong> (SCMB) Railway, which is designed to link three major ports in Luzon and decongest traffic at the Port of Manila.</p>



<p>Secretary Frederick D. Go, Special Assistant to the President for Investment and Economic Affairs, said the railway project boosts the initiative of linking major economic hubs under the Luzon Economic Corridor.</p>



<p>“We are grateful for the support in advancing this crucial infrastructure project, which will drive economic growth by improving connectivity between major ports and industrial hubs along the <strong><a href="https://thephilbiznews.com/2024/05/30/us-japan-come-in-to-develop-infrastructure-in-luzon-economic-corridor/">Luzon Economic Corridor.</a></strong> Once operational, the SCMB Railway will attract investments, create new opportunities for businesses, and most importantly, generate quality jobs that will benefit millions of Filipinos,” Secretary Go said.</p>



<p>USTDA said its technical assistance for the SCMB Railway involves transport model development, port-rail integration study, and legal and institutional framework analysis, among other areas.</p>



<p>“This project underscores the U.S.-Philippine alliance’s vital role in maintaining a free and open Indo-Pacific region. By supporting the development of the SCMB Railway, we are ensuring that key infrastructure will flourish, increasing economic cooperation to develop an essential trading route that will mutually benefit American and Philippine citizens,” said Thomas R. Hardy, USTDA’s Acting Director. “Our partnership with the Philippines exemplifies the strength of American leadership in the Indo-Pacific and underscores our commitment to advancing our shared interests.”</p>

<p>Transportation Secretary Vince Dizon said the freight cargo railway aims to decentralize Manila Port and provide the additional transport capacity needed at the Batangas Port and Subic Bay, in line with President Ferdinand Marcos Jr.&#8217;s directive of ensuring uninterrupted movements of goods.</p>



<p>&#8220;The Philippine government extends its gratitude to USTDA for their technical assistance in developing the Subic-Clark-Manila-Batangas Railway. This railway will not only decongest the Manila Port but will also connect the seaport to Subic Bay and Batangas Port,&#8221; Secretary Dizon said during the Beneficiary Agreement signing ceremony in Arlington, Virginia.</p>

<p>The past twelve months was a “year of consequence” for US-Philippine relations, United States Ambassador to the Philippines MaryKay Carlson said Tuesday night at the celebrations of the 248th US Independence Day and the 70th Philippine-American Friendship Day.</p>



<p>It was a year of “considerable challenges and exceptional achievements,” the ambassador said, noting the agreements made at the historic US-Philippines-Japan trilateral leaders’ summit in April.</p>



<p>There, “the United States reaffirmed our ironclad Alliance commitments that have helped safeguard peace security in the Indo-Pacific for decades. Together with our partners, we remain unwavering in our commitment to freedom of navigation and overflight, and to the importance of respecting the sovereign rights of states within their exclusive economic zones consistent with international law,” Ambassador Carlson said.</p>

<p>Foreign Affairs Undersecretary Teresa Lazaro echoed these sentiments and noted the significant progress in strengthening defense capabilities and ensuring regional stability brought by this partnership.</p>



<p>“Together, we remember the <a href="https://youtu.be/97oX1WNJ3jI?si=29PVgH39WjqXZNi2">United States Declaration of Independence and honor its fundamental principles of freedom</a>, equality, democracy, and self-determination. These same tenets shared by the Philippines and many other like-minded countries are as consequential to the founding of our United Nations as they are to the preservation of the rules-based international order today,” Undersecretary Lazaro said.</p>



<p>“We recognize the pivotal role of our alliance in strengthening our own defense capabilities and safeguarding peace and security in the Indo-Pacific. More so now in the face of challenges to international law. We thus welcome the expansion of our cooperation to include our other like-minded partners which allows us to advance our shared priorities by maximizing complementarities in our capabilities and resources,” Undersecretary Lazaro added.</p>



<p>Ambassador Carlson noted the two countries’ booming commercial and economic ties, exemplified by the announcement of the <a href="https://thephilbiznews.com/2024/05/30/us-japan-come-in-to-develop-infrastructure-in-luzon-economic-corridor/">Luzon Economic Corridor</a> and the first US Presidential Trade and Investment Mission, which resulted in $1 billion in investments and new partnerships.</p>



<p>Undersecretary Lazaro also pointed to the launch of the Luzon Economic Corridor as a major deliverable of the Trilateral Summit. This initiative, part of the G7 Partnership for Global Infrastructure and Investment, aims to accelerate economic growth, support connectivity, and ensure food and economic security in the Philippines.</p>



<p>The high-ranking Philippine diplomat also mentioned upcoming strategic dialogues, including the Two-Plus-Two meeting with Foreign and Defense Ministers, and the inaugural Cyber and Democracy Dialogues, which reflect the increasing scope and frequency of US-Philippine engagement.</p>



<p>Ambassador Carlson thanked donors, embassy teams, hotel staff, and other workers who made the evening’s celebration possible. Aside from food and drinks, there was music from Memphis blues, New York hip-hop, Detroit Motown, Nashville country, and New Orleans jazz; some were rendered by Filipino artists led by Jed Madela.</p>



<p>“We are here tonight to celebrate our strong and enduring people-to-people ties, our economic cooperation as partners in prosperity, and our security and defense collaboration as treaty allies committed to a free and open Indo-Pacific,” the ambassador said.</p>



<p>Ambassador Carlson and Undersecretary Lazaro expressed gratitude to those who have contributed to US-Philippine relations.</p>



<p>In a toast to the shared July 4 holidays, Carlson and Lazaro celebrated the enduring partnership between the United States and the Philippines, expressing optimism for a safer, brighter, and more prosperous future for both nations.</p>

<p>Highlighting the Philippines’ commitment to fostering sustainable economic growth in the Indo-Pacific, President Ferdinand R. Marcos Jr. on Tuesday invited international investors to join the country achieve prosperity and sustainability.</p>



<p>In his <a href="https://youtu.be/Ld2XsV-ZR0c?si=Ng6zXAUTGwjI33T0">keynote address at the 6th Indo-Pacific Business Forum</a>, the President said, “Our renewable energy (RE) potential, with over 491,821 megawatts from sources like geothermal, hydropower, solar, and wind, is ready to be harnessed.”</p>



<p>The President emphasized the nation&#8217;s commitment to collaboration, innovation, and shared economic development, urging stakeholders to seize the unprecedented opportunities for growth in the region.</p>



<p>“Recent amendments to our Renewable Energy Act allow 100 percent foreign ownership of our RE sources, making us an attractive destination for clean energy investments,” he said.</p>



<p>Marcos noted the importance of clean energy in the Indo-Pacific Economic Framework (IPEF), stressing the need for renewable energy (RE) to drive energy security and decarbonization.</p>



<p>He announced ambitious plans to increase the share of renewables in the Philippines&#8217; power generation mix from 22 percent to 50 percent by 2040.</p>



<p>The event, held at Shangri-La the Fort in Bonifacio Global City, Taguig, was attended by over 740 participants from various sectors.</p>



<p>The President underscored the strategic importance of the Philippines&#8217; geographic location in the Indo-Pacific, coupled with its robust economic growth and significant trading outputs.</p>



<p>“As the Philippines occupies a strategic position in the Indo-Pacific, we are leveraging our strategic geopolitical location, economic engagements, and participation in regional agreements,” he said.</p>



<p>Marcos highlighted the nation&#8217;s role in the region&#8217;s economic landscape and its commitment to strengthening stakeholder engagement.</p>



<p>“This forum provides a platform to showcase our investment opportunities, economic potential, and ongoing development projects, solidifying our leadership role in the Indo-Pacific region,” he said.</p>



<p>Furthermore, President Marcos outlined initiatives to upgrade infrastructure, particularly in the Luzon Economic Corridor, aimed at enhancing connectivity and facilitating the smooth flow of goods and services. He said these efforts align with the Philippines&#8217; vision to become a regional hub for smart and sustainable manufacturing and services.</p>



<p>The President&#8217;s remarks underscored the Philippines&#8217; determination to lead the renewable energy revolution in the Indo-Pacific, setting the stage for a greener and more sustainable future for generations to come.</p>
