Grand Opening with Distinguished Guests  

The opening ceremony on January 18 featured notable dignitaries, including Ambassador Wallace Minn-Gan Chow, Representative of TECO in the Philippines; Reynaldo Catapang, Director of the Manila Economic and Cultural Office (MECO); Atty. Evangeline Q. de Leon, Executive Director Jasper Huang of the Fil-Chi Cultural & Economic Association; Executive Director Steve Wong of the Federation of Fil-Chi Schools; OCAC Council members Huang Ya-Hui, Jaime Tan, and Chiang Fu-Lung; as well as Director Eric Chuang and Deputy Director Benjamin Liang from the Culture Center of TECO in the Philippines.  

During the event, certificates were presented to 10 “Recommendation Units Authorized by the OCAC,” recognizing their pivotal role in connecting students with Taiwan’s education programs.  

Strengthening Educational and Cultural Ties Between Taiwan and the Philippines 

Ambassador Chow reaffirmed Taiwan’s dedication to cultivating overseas compatriot talent, encouraging students to pursue high-income careers in Taiwan or contribute to their communities upon returning to the Philippines. He spotlighted the transformative impact of OCAC¡’s education programs, particularly the 3+4 Vocational Education Program and the 4-Year Overseas Youth Vocational Training Program (OYVTP) Bachelor Degree, emphasizing their role in equipping students with the skills and opportunities to succeed.  

Ambassador Chow also addressed the importance of safeguarding student rights, highlighting OCAC¡¦s strict prohibition of employment agency involvement in recruitment processes.  

Director Catapang applauded the Expo for strengthening cultural and educational ties between Taiwan and the Philippines. Meanwhile, Executive Director Jasper Huang emphasized the presence of 19 Taiwanese institutions showcasing Taiwan’s innovative and high-quality education system. 

 Highlights: Two Major Educational Pathways  

1.3+4 Vocational Education Program  

(1)Combines three years of vocational high school and four years at a university of technology.  

(2)Offers professional training and a university diploma.  

(3)Over 6,300 global enrollees in 2024, including 600+ from the Philippines.  

2.4-Year OYVTP Bachelor Degree Program  

(1) Merges academic learning with practical training.  

(2) Provides scholarships, tuition subsidies, and internship allowances starting in the second year of university.

1.3+4 Vocational Education Program: Century Green Energy Vocational High School (Taoyuan City), Shu Jen High School of Home Economics and Commerce (New Taipei City), Nen-Jen High School (New Taipei City), Chuang Ching Senior Industrial Home Economics Vocational High School (New Taipei City), Kuang-Fu High School (Hsinchu City), Tzu-Ming High School (Taichung City), Tzu-Yu High School (Taichung City), Taichung Municipal Ching-Yen High School (Taichung City), Liu-Hsin High School (Tainan City), Yu-Te Home Economics and Commercial High School (Tainan City), San Sin High School of Commerce and Home Economics (Kaohsiung City), Kao-Yuan Vocational High School (Kaohsiung City).  

2.4-Year OYVTP: China University of Technology, Nankai University of Technology, Kun Shan University, Minghsin University of Science and Technology, Wufeng University, Overseas Chinese University, Shu-Te University.  

School representatives provided one-on-one consultations, highlighting Taiwan’s advanced resources, scholarships, and vibrant cultural experiences.
