<p>Strengthening the foundations of peace through education and skills development, the Japan International Cooperation Agency (JICA) has formally turned over a newly completed male dormitory and 153 pieces of training equipment to the MBHTE–TESD Regional Manpower Development Center (RMDC) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).</p>

<p>The turnover ceremony, held on February 23, marks a significant milestone under JICA’s Programme for the Urgent Improvement of the Socioeconomic Infrastructures in the Bangsamoro Region. The two-story dormitory features six spacious rooms that can accommodate up to 96 trainees, offering a safe and supportive residential facility for learners coming from remote and underserved communities across the region.</p>



<p>Beyond the dormitory, JICA also handed over 153 units of training equipment to strengthen the RMDC’s capability to deliver 14 vocational courses aligned with the labor market needs of BARMM. The expanded capacity is expected to open more pathways to employment and entrepreneurship for the region’s youth.</p>

<p>The facility forms part of a JPY 1.8-billion (approximately PHP 700 million) grant package aimed at accelerating urgent socioeconomic infrastructure development in conflict-affected areas of Mindanao. Other components of the grant include the Farm-to-Market Road linking Barangay Romangaob in Upi and Barangay Ranao Pilayan in South Upi, turned over in October 2025, as well as the ongoing construction of the Provincial/City Manpower Development Center in Marawi City, with equipment procurement also underway for Marawi City and the Provincial Training Center in Basilan.</p>



<p>Collectively, these projects are designed to deliver tangible peace dividends by improving access to education, enhancing mobility, and expanding economic opportunities in formerly conflict-affected communities.</p>



<p>The ceremony was attended by Acting Senior Minister Abdullah M. Cusain, MBHTE Minister Mohagher M. Iqbal, Director General Ruby Andong, and First Secretary IMAMURA Makoto of the Embassy of Japan, together with representatives from partner organizations including the Japan International Cooperation System, Mohri Architect &amp; Associates, INTEM Consulting, and the C.B. Garay Philwide Builders – 417 LP Construction Joint Venture.</p>



<p>In his remarks, JICA Chief Representative BABA Takashi underscored the dormitory’s deeper significance for its future occupants.</p>



<p>“For trainees coming from remote communities, this dormitory is more than a shelter — it is a safe and supportive space to study, grow, and build their future careers,” he said.</p>

<p>Acting Senior Minister Cusain acknowledged the project’s challenges, including pandemic-related disruptions and security concerns, and commended the collective perseverance that ensured its completion. Minister Iqbal, meanwhile, recalled the 2006 visit of former JICA President OGATA Sadako to Camp Darapanan, describing it as a pivotal moment that drew international attention to the Bangsamoro peace process.</p>



<p>“This inauguration symbolizes that peace is not merely discussed — it is built, so that the people of the Bangsamoro can tangibly enjoy the fruits of a hard-won peace,” Iqbal said.</p>



<p>JICA reaffirmed its commitment to working alongside its partners in Mindanao to advance lasting peace, strengthen human capital, and create meaningful opportunities for the next generation in BARMM.</p>

<p>The visit opened with presentations from JOCV members who shared updates on their respective assignments. Ms. Kanazawa, currently teaching science education in La Union; Ms. Domon, involved in community development in the province; and Mr. Yamamoto, working on disaster risk reduction and management in Benguet, each delivered activity reports highlighting their progress and the communities they serve.</p>

<p>Ambassador Endo also observed a hands-on science experiment class conducted by Ms. Kanazawa in collaboration with local teachers, as well as a disaster preparedness seminar led by Mr. Yamamoto—programs designed to build local capacity and strengthen community resilience.</p>

<p>In his remarks, Ambassador Endo emphasized the significance of Rosario Integrated School as a symbol of the enduring partnership between Japan and the Philippines, noting that part of the school’s facilities was built with support from the Japanese government in 1994.</p>

<p>The governments of Japan and the Philippines have signed an agreement to establish a modern rice processing system in Cauayan City, Isabela, a project aimed at strengthening agricultural productivity and ensuring food security in Northern Luzon.</p>



<p>The Exchange of Notes for the initiative, officially titled the “Project for the Establishment of a Rice Processing System in Cauayan, Isabela Province,” was signed on October 16, 2025 by Chargé d’Affaires ad interim Ono Sho of the Embassy of Japan and Foreign Affairs Secretary Maria Theresa Lazaro at the Department of Foreign Affairs in Manila.</p>



<p>Also present at the signing were National Food Authority (NFA) Administrator Larry Lacson and Japan International Cooperation Agency (JICA) Philippines Chief Representative Baba Takashi.</p>



<p>Under the agreement, the Government of Japan will provide grant assistance worth approximately ¥1.7 billion (around ₱620 million) to support the project’s implementation. The facility is designed to reduce post-harvest losses, improve rice milling efficiency, and strengthen the local rice value chain, enabling the NFA to better fulfill its mandate of maintaining a sufficient national buffer stock.</p>



<p>In his remarks, Ono expressed optimism that the project will significantly enhance rice production and post-harvest infrastructure in the Philippines. “We hope this project will contribute to improving the livelihoods of rice farmers and ensuring a stable and affordable rice supply for Filipino consumers,” he said.</p>



<p>The initiative reflects Japan’s continued commitment to supporting sustainable agricultural development and food security in the Philippines through its long-standing partnership with JICA. It also underscores the enduring friendship between the two nations and their shared goal of promoting inclusive rural growth and economic resilience.</p>

<p>In a show of solidarity and care, the Government of Japan, through the Japan International Cooperation Agency (JICA), handed over emergency disaster relief assistance to families affected by the 6.9-magnitude earthquake in Cebu Province.</p>



<p>The Arrival and Turnover Ceremony took place at the AVRC Gym, Brgy. Labangon, Cebu City, attended by Ambassador Endo Kazuya, Cebu Governor Pamela S. Baricuatro, DSWD Director Shalaine Marie S. Lucero, and JICA Philippines Chief Representative Baba Takashi.</p>



<p>In support of ongoing relief efforts, Japan provided tents, blankets, plastic sheets, sleeping pads, portable jerry cans, and water purifiers to help thousands of displaced families. Earlier, the Japan Air Self-Defense Force (JASDF) assisted affected communities by transporting relief supplies during the Japan-Philippines bilateral training “DOSHIN BAYANIHAN 5-25.”</p>



<p>“Japan shares in the suffering of our Filipino brothers and sisters in these challenging times, particularly with earthquakes in Cebu, Baguio, and Davao. We are one with you, and we hope to be of service wherever and however we can,” said Ambassador Endo.</p>



<p>Japan has been a steadfast partner of the Philippines, providing disaster and emergency relief in past calamities, including Typhoon Yolanda (2013), Typhoon Odette (2021), the North Luzon Earthquake (2022), and the Mindoro oil spill (2023). The latest assistance underscores Japan’s enduring commitment to helping the Filipino people recover and rebuild in times of need.</p>

<p>A delegation from the Japan International Cooperation Agency (JICA) Parliamentary League, led by Chairperson Ms. Obuchi Yuko, visited the Philippines from August 27 to 29, 2025 to join the 60th anniversary celebration of the JICA Overseas Cooperation Volunteers (JOCV) program and to inspect major railway infrastructure projects supported by Japan’s Official Development Assistance (ODA).</p>

<p>On August 28, the delegation toured the CP103 section of the Metro Manila Subway Project (MMSP) at Camp Aguinaldo. Funded through JICA’s ODA yen loan and the STEP program, the subway is set to ease Metro Manila’s heavy traffic congestion, reduce air pollution, and improve the quality of life for millions of Filipinos.</p>

<p>The following day, the group visited the LRT Line 1 depot, where they exchanged views with officials of Sumitomo Corporation and JICA. In 2024, Sumitomo, Hankyu Railway Co., Ltd., and JICA signed investment agreements for the operation and maintenance of LRT-1—marking the first overseas railway O&amp;M investment for both JICA and Hankyu. The initiative is expected to boost passenger safety, efficiency, and overall reliability along Metro Manila’s busiest rail line.</p>

<p>The Philippines has officially launched Spectee Pro, Japan’s cutting-edge artificial intelligence (AI) disaster and crisis management platform, bringing world-class technology to one of the world’s most disaster-prone nations.</p>



<p>Developed by Tokyo-based Spectee Inc., Spectee Pro uses AI to collect, analyze, and visualize real-time data from open sources such as social media and online reports. The platform enables government agencies and local government units (LGUs) to detect and monitor typhoons, floods, earthquakes, fires, and other hazards through a unified dashboard—ensuring faster, data-driven response in critical situations.</p>



<p>Already adopted in Japan and other countries, Spectee Pro has been localized for Philippine disaster management needs through a collaboration with the Japan International Cooperation Agency (JICA) and the Department of Information and Communications Technology (DICT). The launch in Quezon City marks a major milestone in the system’s rollout, which began in October 2024.</p>

<p>To date, about 120 agencies, LGUs, and private sector partners—including Metro Manila, Cebu, Davao, Tacloban, Legazpi, and Tagbilaran—are using the platform free of charge until May 2026. Early users report that Spectee Pro has improved situational awareness, coordination, and response time, helping communities facing recurring climate-related hazards.</p>



<p>The urgency is clear: the 2024 World Risk Report ranked the Philippines first among 193 countries in disaster risk, citing extreme exposure to natural hazards and limited recovery capacity. Between 2010 and 2019, disasters inflicted ₱463 billion in damages nationwide, according to the Philippine Statistics Authority.</p>



<p>Spectee Pro’s deployment addresses this gap by empowering frontline responders with real-time intelligence and predictive capabilities—a critical upgrade to the country’s disaster preparedness.</p>



<p>“This initiative showcases how advanced private sector innovation can be harnessed for local development needs,” said JICA, which supported the platform’s rollout through its SDGs Business Verification Survey with Private Sector Partnership Program. The Philippines, in turn, is expected to serve as a regional model for leveraging AI in disaster risk reduction.</p>



<p>With its proven track record in Japan and beyond, Spectee Pro represents the next generation of disaster management technology—a vital step toward building more resilient, adaptive, and disaster-ready communities in the Philippines.</p>

<p>With modernized monitoring stations and real-time data sharing, Japan’s support helps PAGASA and DepEd educate young learners in Bukidnon on early warning systems, creating a culture of preparedness.</p>



<p>The initiative, led by PAGASA and DepEd with support from the Japan International Cooperation Agency (JICA), is part of a ₱1.278 billion project to modernize the country’s Flood Forecasting and Warning System (FFWS). The project includes 13 monitoring stations, two X-band radars, and a real-time data network to improve flood forecasting and early warning capabilities.</p>

<p>The 6.5-kilometer CP103 section connects East Avenue and Ortigas stations, being constructed by Mitsui Sumitomo Construction Co., Ltd. Tunnel boring commenced in January of this year and is progressing smoothly.</p>



<p>The Government of Japan, through its ODA, will continue to strongly support major railway projects in the Philippines, such as the Metro Manila and the North-South Commuter Railway (NSCR).</p>

<p>In support of the local government’s efforts to mitigate flood hazards and reduce the loss of lives and properties, the Japan International Cooperation Agency (JICA), Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) and Cagayan de Oro (CDO) City inaugurated the CDO Flood Forecasting Warning System (FFWS) on April 4, 2025.</p>



<p>The CDO river basin is one of the largest in the Philippines, supporting the livelihood of nearby communities. It was chosen for the project due to its susceptibility to floods during the northeast monsoon season, affecting residents in low-lying and flood-prone areas. According to a report by the Mines and Geosciences Bureau under the Department of Environment and Natural Resources (DENR), 61 of the city’s 80 villages are vulnerable to flood hazards.</p>



<p>The project, which started in June 2018, came timely as CDO had recently experienced the damaging effects of Typhoon Vinta the year prior and of Typhoon Sendong in 2011. These typhoons highlighted the need for a more accurate, fast, and reliable system to predict rainfall volume and water levels and flow to anticipate flood events. This development is particularly relevant as climate change is increasingly altering weather patterns, making it more challenging to assess climatological conditions using previous equipment and methodology.</p>



<p>To enhance the flood forecasting and warning capabilities of PAGASA and the CDO local government units (LGU), JICA funded the construction of seven water level gauges stations, six ground rainfall gauges equipment in strategically located sites along the river basin in CDO and Bukidnon, as well as two X-Band radars at the PAGASA Central Office and its Mindanao regional office.</p>

<p>JICA also established a backbone telecommunication network connecting PAGASA’s monitoring stations in Misamis Oriental and Quezon City. With these telemetered facilities equipped with high-accuracy and high-sensitivity devices, the CDO LGU can easily measure and transmit critical data wirelessly for effective analysis and monitoring, which will serve as the basis for its disaster and risk reduction management (DRRM) strategies.</p>



<p>The inauguration ceremony was attended by Department of Science and Technology Secretary&nbsp;Renato Solidum, PAGASA Administrator&nbsp;Nathaniel Servando, Ambassador ENDO Kazuya and JICA Philippines&nbsp;Senior Representative&nbsp;MORISHIMA Takanori.&nbsp;</p>



<p>JICA Chief Representative Baba said in his message, as read by Senior Representative Morishima, “This is a major milestone in the relationship between the Philippines and Japan towards a more equitable and resilient society for all, and I hope it serves as a testament to the trust JICA has continuously developed with the Philippines as friends that share the same challenges of disaster risks.”</p>

<p>The Japan International Cooperation Agency (JICA) Philippines Office successfully hosted its first Non-Government Organization (NGO) Seminar since the pandemic, bringing together Japanese professionals, students, and coffee enthusiasts to explore global challenges through the lens of the coffee industry.</p>



<p>The seminar provided a platform to examine how coffee production intersects with economic development, environmental sustainability, and international cooperation. Participants listened to expert discussions, gaining fresh perspectives on how their daily choices impact the world.</p>

<p>The event featured distinguished speakers specializing in sustainable coffee production and environmental conservation. SORIMACHI Mariko, Founder and Former Representative of Cordillera Green Network, delivered a talk on “Protecting the Forests of the Philippines through Sustainable Coffee Cultivation.” She shared her experiences working alongside indigenous communities using agroforestry to cultivate coffee, as well as the challenges associated with sustainable coffee production.</p>



<p>Meanwhile, OTA Katsuhisa, President of Pistacia Mindanao Coffee Export (PMCE, Inc.), spoke about his journey in the Philippines, specifically the motivations for continuing his coffee business despite various challenges. The seminar engaged participants in these discussions as three different types of coffee were being served, brewed by SUZUKI Makoto, a barista from Fresh Roaster Coffee Tonya. This provided an immersive experience, allowing participants to reflect on the seminar topics while having expertly prepared coffee.</p>

They emphasized the importance of environmental conservation, the challenges and significance of coffee cultivation, and the role of international cooperation in supporting local communities. Their perspectives helped participants gain a deeper understanding of the connections between the coffee industry and economic development.</p>



<p>NGO Seminars are among JICA’s numerous efforts to promote international cooperation and sustainable development. JICA has long supported various development sectors in partner countries like the Philippines. By organizing events like this seminar, JICA continues to foster collaboration, encourage active citizen participation, and connect people with global challenges to drive meaningful change.</p>
