<p>The United Kingdom and the Philippines deepened their climate and environmental cooperation at the 6th UK–Philippines Climate Change and Environment (CCE) Dialogue, with both sides committing to joint action on biodiversity, renewable energy, and climate finance.</p>



<p>Led by British Ambassador to the Philippines Sarah Hulton OBE and DENR Undersecretary Analiza Rebuelta-Teh, the dialogue highlighted shared priorities in strategic partnerships, science-informed resilience, biodiversity protection, and mobilizing finance for a just energy transition. The discussions coincided with the UK’s fifth year as an ASEAN Dialogue Partner and the 80th anniversary of UK–Philippines diplomatic relations.</p>



<p>The dialogue builds on milestones from 2025, including the localization of the Philippines’ National Adaptation Plan, support for sustainable mining, and a new partnership on marine ecosystems.</p>



<p>Ambassador Hulton emphasized the value of collaboration. “Our partnership with the Philippines reflects our shared commitment to tackling climate challenges. Today’s discussions lay the groundwork for transformative action, expanding access to climate and nature finance while ensuring growth and environmental stewardship go hand in hand,” she said.</p>



<p>Both countries agreed to institutionalize the Adaptation Investment Learning Course and launch the Adaptation Investment Platform, aiming to mobilize £250 million for adaptation projects in food and water sectors.</p>



<p>The dialogue also addressed boosting the blue economy through Marine Spatial Planning (MSP) and Blue Economy Frameworks. These initiatives will support fisheries and aquaculture, advance offshore wind development, and explore new renewable energy opportunities, including tidal and wave energy.</p>



<p>Undersecretary Rebuelta-Teh, speaking for incoming DENR Acting Secretary <strong>Juan Miguel Cuna</strong>, noted: “Our partnership is a strategic driver for mobilizing catalytic capital. The £250 million Adaptation Investment Platform bridges the financing gap for the Philippine National Adaptation Plan. By institutionalizing frameworks for the blue economy and offshore wind, we are shaping a resilient, net-zero future that protects our environment and people.”</p>



<p>The event also highlighted the role of capital markets in climate finance. Past successes, such as UK investment in the IPO of Citicore Renewables, show how strategic financing can attract institutional investors and scale nature-positive initiatives.</p>

<p>U.S. Ambassador to the Philippines MaryKay Carlson on Tuesday expressed gratitude to the Filipino people and highlighted key milestones in U.S.-Philippine relations during her farewell “Open House” reception, marking the close of her three-and-a-half-year tenure.</p>



<p>“Serving here has been the greatest honor of my forty years as a United States diplomat,” Carlson said, recalling the warmth and generosity she and her spouse, Aubrey, received from Filipinos across the country — from bustling cities to the most remote islands.</p>



<p>She emphasized that people-to-people ties remain the foundation of the enduring alliance between the United States and the Philippines. In 2024 alone, more than 1.3 million U.S. citizens visited the Philippines, strengthening bonds of family, friendship, and shared history.</p>



<p>Carlson also cited the continued service of 170 Peace Corps Volunteers nationwide, part of more than 9,500 volunteers who have served in the Philippines since 1961. She noted recent memoranda of understanding facilitated by the Philippine-American Educational Foundation — the world’s oldest continuously operating Fulbright Commission — aimed at advancing workforce development, particularly in the civil nuclear sector.</p>



<p>During her tenure, Carlson said the two countries worked closely in times of crisis, including coordinated disaster response efforts following Typhoons Tino, Uwan, and Crising. These efforts included 32 U.S. military airlift missions delivering food and humanitarian assistance to affected communities.</p>



<p>She highlighted broader cooperation in innovation and economic growth, including support for Filipino small businesses in the digital economy and the establishment of a new Regional Foreign Assistance section administering more than $313 million in aid. The assistance supports energy resilience, combats illegal fishing, improves health outcomes, and boosts private sector growth.</p>



<p>Carlson also underscored the launch of a trilateral initiative with Japan and the Philippines to catalyze high-impact infrastructure investment in the Luzon Economic Corridor, aimed at improving transportation, energy, and logistics efficiency across the country’s most populous region.</p>



<p>On security cooperation, Carlson reaffirmed the strength of the U.S.-Philippine alliance, noting that the two treaty allies planned more than 500 combined joint military activities annually over the past three years, including the largest-ever Balikatan exercise scheduled for 2025.</p>



<p>“Together, we have defended international law in the South China Sea and upheld the rights of Filipino fisherfolk,” she said. “Our alliance is truly ironclad, and our shared commitment has never been stronger.”</p>



<p>Carlson concluded by thanking the U.S. Embassy team and Philippine partners for their collaboration and friendship.</p>



<p>“To all of you here tonight — each of you has played a vital role in the success of our alliance,” she said, raising a toast. “Our friendship is strong, our partnership vibrant, and our future bright. Maraming, maraming salamat.”</p>

<p>Romania marked its 107th National Day with a vibrant celebration in Manila, where Ambassador Răduța Dana Matache reflected on how two geographically distant nations have become, in her words, “now closer than ever.”</p>

<p>The reception highlighted a year of meaningful milestones for Romania-Philippines relations. Ambassador Matache shared that 2025 saw expanding cooperation on multiple fronts: deepening political dialogue, the appointment of Hon. James Roy Villareal as Romania’s new honorary consul in General Santos City, and a steady flow of business missions exploring opportunities in trade, aviation technology, clean energy, and pharmaceuticals. Even sports made history as Romania’s national volleyball team returned to Manila for the first time in 43 years.</p>



<p>“Bucharest is the closest European Union capital to Manila,” the ambassador said, underscoring a partnership rooted in mutual respect for international law and a shared commitment to peace — from supporting Ukraine to championing freedom of navigation under UNCLOS.</p>



<p>Cultural and educational ties are also thriving. Scholarships for Filipino students continue to grow, while guests at the celebration were treated to Romanian Orthodox glass paintings by Mrs. Cristiana Munteanu, offering a glimpse into the country’s spiritual and artistic traditions.</p>



<p>Amid the music, art, and warm camaraderie, Ambassador Matache extended her thanks to her diplomatic team, partners, performers, and friends of Romania in the Philippines. She closed with a call for deeper unity and collaboration.</p>

<p>The Embassy of the Republic of Türkiye in Manila commemorated the 102nd Anniversary of the founding of the Republic of Türkiye with a dignified celebration that highlighted the enduring friendship, shared values, and growing cooperation between Türkiye and the Philippines.</p>



<p>In his address, H.E. Ambassador Niyazi Evren Akyol paid tribute to Türkiye’s remarkable journey as a modern and resilient republic, while underscoring the steady deepening of bilateral relations with the Philippines. He expressed sincere appreciation to the distinguished guests and partners who joined the commemoration, noting that as both nations celebrate 76 years of diplomatic relations, their partnership “is not merely diplomatic — it is deeply rooted in shared values, aspirations, and a mutual commitment to fostering peace and prosperity.”</p>

<p>Ambassador Akyol emphasized the many parallels between the Turkish and Filipino peoples — their devotion to family, strong faith, hospitality, and shared conviction that dialogue and cooperation are vital to national and global progress. “We share the same democratic values and a foreign policy that prioritizes peace, stability, and respect for international law,” he affirmed, reiterating Türkiye’s readiness to further collaborate with the Philippines in infrastructure development, energy, transportation, and defense.</p>

<p>He also highlighted Türkiye’s growing role as a trusted partner in the Philippines’ defense modernization efforts, reflecting mutual confidence and strategic cooperation amid evolving regional and global challenges. Ambassador Akyol congratulated the Philippines on its upcoming 2026 ASEAN Chairmanship and expressed optimism that Türkiye’s application for ASEAN Dialogue Partnership status will advance under the Philippines’ leadership much as its Sectoral Dialogue Partnership did in 2017.</p>



<p><a href="https://thephilbiznews.com/2025/09/23/turkiye-envoy-notes-vast-trade-potential-with-ph/"><strong>Beyond political and economic cooperation</strong></a>, the Ambassador underscored that cultural understanding and people-to-people exchanges remain central to Türkiye–Philippines relations. Both nations, he said, are bound by compassion, generosity, and resilience, values that transcend geography and reinforce a genuine friendship between their peoples.</p>

<p>The Government of Japan joined the Philippines in commemorating the 81st Anniversary of the Leyte Gulf Landings, underscoring the shared commitment of both nations to peace, remembrance, and the continuous strengthening of bilateral relations.</p>



<p>On 19–20 October 2025, Chargé d’affaires ONO Sho of the Embassy of Japan in the Philippines visited Leyte to attend the official commemoration ceremonies held at the MacArthur Landing Memorial National Park in Palo City. The event was organized by Leyte Governor Carlos Jericho Petilla and attended by Palo Mayor Remedios Petilla, Australian Ambassador Marc Innes-Brown, and several Philippine government officials.</p>



<p>In his remarks, Chargé d’affaires Ono paid tribute to the memory of those who lost their lives during the war and expressed deep respect for the valor and dedication of Filipino veterans. He reiterated Japan’s unwavering resolve to uphold peace, particularly as the nation reflects on the 80th anniversary of the end of World War II.</p>

<p>Chargé d’affaires Ono also reaffirmed Japan’s commitment to further enhancing its partnership with the Philippines, noting that both countries will mark the 70th anniversary of the normalization of diplomatic relations in 2026. He emphasized that Japan continues to value its close cooperation with the Philippines, built on mutual trust, respect, and shared aspirations for peace and prosperity in the region.</p>

<p>During his visit, Chargé d’affaires Ono also paid a courtesy call on Governor Petilla, where both sides exchanged views on the potential for enhanced Japan-Philippines cooperation in Leyte, including opportunities in local development and people-to-people exchanges.</p>



<p>In a statement, the Embassy of Japan expressed its continued commitment to working closely with the Philippines in promoting peace, regional stability, and inclusive growth. “Japan remains steadfast in its partnership with the Filipino people—honoring the past while building a future anchored on mutual respect, peace, and shared prosperity,” the Embassy said.</p>
