The Philippines’ leadership of the Association of Southeast Asian Nations (ASEAN) is expected to accelerate the country’s cybersecurity efforts, helping it strengthen defenses and close long-standing gaps, according to a cybersecurity executive from Palo Alto Networks.

Nicole Quinn, Vice President for Policy and Government Affairs for Japan and Asia Pacific at Palo Alto Networks, said the ASEAN chairship comes at a critical time, as governments across the region face rising cyber threats and increasing pressure to protect sensitive data and digital infrastructure.

“I think the ASEAN chairship is a fantastic opportunity to bring almost the different agencies… on their journey and what they’re doing,” Quinn said.

She noted that the leadership role has already encouraged stronger coordination among Philippine government agencies, with departments sharing progress and working toward common goals.

“Yesterday we heard from all the different government departments on their journey and what they’re doing. The education department are doing different proofs of concepts. You’ve got the DICT doing programmes, you’re doing training, uplifting,” she said.

The Department of Information and Communications Technology (DICT) has been leading several initiatives, including training programs and cybersecurity awareness efforts, while other agencies are testing new technologies to improve resilience.

Quinn said the chairship is helping sharpen the government’s focus by setting clear priorities and targets.

“By having the chairship, it’s actually focused the government on key deliverables and key outcomes,” she said.

This, she added, could allow the Philippines to move faster than it otherwise would have.

“I think it will enable the Philippines to really leapfrog or almost grow quicker than perhaps if they hadn’t had the chairship to improve their cyber posture across the region,” Quinn said.

Recent efforts, including cybersecurity summits and cross-agency collaboration, signal a stronger push to address vulnerabilities and prepare for more sophisticated attacks.

While challenges remain, experts say the Philippines’ ASEAN leadership provides a unique window to align policies, strengthen regional cooperation, and build a more secure digital environment—not just for the country, but for Southeast Asia as a whole.

The Philippines faces growing cybersecurity threats as hackers increasingly target government systems, but ongoing reforms and stronger coordination across agencies show the country is moving in the right direction, according to a cybersecurity expert from Palo Alto Networks.

Nicole Quinn, Vice President for Policy and Government Affairs for Japan and Asia Pacific at Palo Alto Networks, said the Philippines is not alone, as cyberattacks are intensifying worldwide, especially those backed by nation-states seeking sensitive information.

“In this region, or in fact, across the world, we’re seeing nation0state cyber criminals targeting governments because of the data and the information they have,” Quinn told a small group of reporters in Manila.

She noted that while vulnerabilities exist, the Philippine government is aware of the risks and is taking steps to address them.

“We would always say there’s more to be done, and I think the Philippine government recognizes that they need to do more around their cyber security posture,” she said, adding that this awareness is a positive sign.

Despite challenges, Quinn said the country is doing what it can with its current resources and capabilities.

“From an assessment point of view, I think you’re doing as much as you can do at the moment with the technology and the focus that you’ve got,” she said.

Recent data highlights the scale of the issue. The Department of Information and Communications Technology (DICT) reported around 20,000 exploited vulnerabilities, while the National Intelligence Coordinating Agency (NICA) logged about 235 data breach incidents.

Quinn said these figures point to the “volume” of threats, underscoring the urgency of strengthening defenses.

Still, she emphasized that the government’s response is encouraging. Initiatives led by the DICT, along with programs from the Securities and Exchange Commission (SEC), aim to improve cyber resilience among both public agencies and private companies.

“There are a number of efforts now being done by the SEC, by DICT to promote cyber security. So for me, that’s a positive indication of the government recognizing the gaps, but then acting on it,” Quinn said.

The Presidential Communications Office (PCO), Department of Information and Communications Technology (DICT), and Department of Justice (DOJ) on Monday signed a memorandum of agreement (MOA) to strengthen coordination against fake news, disinformation, and AI-generated deepfakes.

The agreement, signed by Acting Presidential Communications Secretary Dave M. Gomez, DICT Secretary Henry R. Aguda, and Acting Justice Secretary Frederick A. Vida, establishes a whole-of-government approach to curb false information that threatens public safety, national security, and democratic institutions.

After the MOA signing held at the DOJ office, Gomez underscored the urgency of the initiative, saying, “We are confronting a rapidly evolving information landscape where truth is increasingly vulnerable to distortion and manipulation.”

The PCO chief emphasized that the effort protects public discourse, adding, “This initiative is not about curtailing free expression, but about safeguarding the Filipino people from malicious actors who exploit technology to deceive and divide.”

The MOA mandates joint efforts to detect, investigate, and prosecute deliberate online falsehoods under existing laws, including the Cybercrime Prevention Act of 2012 and the Data Privacy Act of 2012.

For his part, Vida said, “Today marks a pivotal step in safeguarding our democracy from the shadows of digital disinformation.”

Vida warned that “Digitally mediated falsehoods… have emerged as potent weapons against our national stability.”

IMAGE FROM THEPHILBIZNEWS

The acting justice secretary noted that enforcement will respect rights, saying, “Our commitment is clear: proactive defense, not overreach. We draw a firm line between criminal disinformation and protected speech.”

Secretary Aguda highlighted the evolving nature of threats, noting, “Hindi na ito simpleng tsismis. Ngayon, kasinungalingan can look real… divide, and erode public trust when clarity is most needed.”

Aguda emphasized shared accountability, adding, “This is not just government acting on its own. This is a national responsibility.”

The PCO will lead government communications, advisories, and media literacy campaigns, while the DICT will engage technology platforms, strengthen cybersecurity, and support reporting systems such as eGovPH.

On the other hand, the DOJ will evaluate cases for prosecution and coordinate international action against transnational disinformation.

An inter-agency steering committee will oversee implementation, ensure data protection, and publish annual reports.

The MOA affirms that all actions will uphold constitutional freedoms while promoting transparency, accountability, and public awareness.

The Philippine government has ordered Meta Platforms Inc. to tighten its grip on disinformation, following last week’s viral hoax on Facebook falsely claiming that President Ferdinand “Bongbong” Marcos Jr. had died or was seriously ill.

In a joint letter to Meta CEO Mark Zuckerberg dated April 10, the Department of Information and Communications Technology (DICT) and the Presidential Communications Office (PCO) warned that the unchecked spread of such panic-inducing falsehoods could trigger legal consequences.

The Palace said the incident — featuring fabricated posts and fake medical bulletins about the President — highlighted the dangerous speed and scale of disinformation on Meta’s platforms.

“To ensure timely implementation, Meta is required to confirm receipt of this letter within 48 hours and to provide a detailed implementation plan of the measures outlined within seven calendar days from receipt of this letter,” stated the joint letter dated April 10, signed by DICT Secretary Henry Aguda and PCO Acting Secretary Dave Gomez.

“Failure to take prompt and sufficient action shall constrain the Philippine Government to consider appropriate regulatory and legal measures, in coordination with the National Telecommunications Commission, Cybercrime Investigation and Coordinating Center, and the Department of Justice, consistent with applicable laws and the State’s duty to protect public order and national security,” the letter added.

IMAGE FROM THEPHILBIZNEWS

Authorities said the Marcos “death” hoax falls squarely under a broader pattern of harmful content still circulating online, including “fabricated medical status documents or announcements falsely alleging illness, incapacity, or death of senior government officials.”

The government stressed that such false narratives — especially when amplified on platforms like Facebook — can trigger public panic, distort markets, and erode trust in institutions.

The warning comes amid heightened economic anxiety driven by the ongoing global oil crisis.

“Rising fuel costs and increasing prices of essential goods have materially heightened public sensitivity to information related to economic stability and government response,” the DICT and PCO letter noted.

“In this environment, the rapid proliferation of false, misleading, and panic- inducing content — particularly those relating to oil prices, economic disruptions, and government actions — poses a direct and escalating threat to public order, economic confidence, and national security,” they said.

“The scale and velocity of such content on Meta’s platforms significantly amplify these risks.”

The government emphasized that these acts may fall under Article 154 of the Revised Penal Code and Cybercrime Prevention Act of 2012, particularly when digital platforms enable or amplify the spread of false information.

“We note that commission of such criminal acts falls within the ambit of Republic Act No. 10175 or the Cybercrime Prevention Act of 2012, particularly where these are committed through digital platforms or involve aiding or abetting cyber-related offenses,” the letter stated.

Officials also warned that viral disinformation — such as fake advisories on fuel prices or fabricated announcements about government actions — can contribute to illegal market behavior punishable under Price Act.

To address the problem, the government is requiring Meta to roll out stronger safeguards, including faster takedown systems, tighter detection of coordinated inauthentic behavior, and a dedicated 24/7 coordination channel with Philippine authorities.

“The Philippine Government remains prepared to engage constructively. However, given the urgency of the current situation, immediate, concrete, and verifiable action is expected,” the letter noted.

As the conflict in the Middle East expands beyond physical battlegrounds into cyberspace, cybersecurity has emerged as a critical front, prompting the Philippines to step up its role in strengthening digital defenses across ASEAN.

This urgency took center stage at the recent forum “Managing Cyber Risk in Critical Infrastructure Investments,” organized by the British Chamber of Commerce Philippines (BCCP), where government and industry leaders warned that cyber threats tied to geopolitical tensions could directly impact economies, infrastructure, and public trust.

Speaking at the event, Department of Information and Communications Technology (DICT) Division Chief Apple Pre underscored that as digital connectivity expands, so too does vulnerability.

“And as we expand connectivity, we are also expanding the attack surface. And with that, more systems, more users, and more data will increase exposure to cyberattacks. And this is why cyber security cannot be an afterthought. It must be integrated from the start, which is by design and by default,” Pre said.

“Cybersecurity is a cross-bounding pillar. And whether we talk about digital governance, public-private partnerships, or infrastructure resilience, security is what enables this to function safely and reliably. And at its core, cyber security ensures the protection of critical systems, connectivity of services, and trust of citizen stakeholders,” she added.

Pre linked this directly to the Philippines’ rollout of the National Digital Connectivity Plan (NDCP), the country’s first infrastructure master plan for digital connectivity, which aims to strengthen interconnectivity while accelerating digital government services.

The forum also highlighted how ongoing geopolitical tensions, particularly in the Middle East, are reshaping economic and policy priorities.

PHOTO FROM THE BCCP

Chris Nelson, Executive Vice Chairman of the British Chamber, warned that global instability and domestic fiscal adjustments could weigh on growth, while emphasizing the need to push forward with key reforms.

“I think the other thing that particularly affects the Philippines at the moment, which we know had an impact on GDP, was actually the reduced government spending, which is in relation to the fact that much more controls have been put in place,” Nelson said.

“So, of course, we need to see that, but there has been a commitment to increased spending. So, I think the Philippines does stand there, but we would urge the Philippines to keep on with its legislation passages, particularly on e-commerce, on digital payments and, of course, on cybersecurity,” he added.

Among the key policy developments welcomed by the Chamber was the signing of the implementing rules and regulations of the E-Governance Act, seen as a cornerstone of the country’s broader digital transformation agenda.

At the regional level, the Philippines, currently chairing the Association of Southeast Asian Nations, is positioning cybersecurity as a central pillar of cooperation, particularly as cyber threats grow more sophisticated and transnational.

Pre emphasized that building cyber resilience will require “stronger collaboration with private sectors, international, and ASEAN as well, so that the best practices, if it’s shared, we can be more equipped, especially because they have enhanced cybersecurity posture. So those things, actually, of course, with that, we can be more equipped as they give us training as well, and it can really develop the skills here in the Philippines.”

Finance Secretary Frederick D. Go is leading the swift facilitation of government clearances for US$4.13 million in World Bank Grant Agreements, ensuring that the approved projects move swiftly toward implementation to drive employment and reduce poverty.

“I thank the World Bank for its continued support to the Philippines. These grants are vital for project development, and we will ensure they are finalized and signed without delay so the benefits reach our fellow countrymen as soon as possible,” Secretary Go said in a news release.

Through the World Bank’s Grant Facility for Project Preparation (GFPP), three new grants were approved this year to strengthen project preparation — ensuring sound technical, financial, environmental, and social foundations that minimize delays and accelerate project delivery.

PHOTO FROM THEPHILIZNEWS/Mau Victa

Grants are financial assistance from development partners provided at no cost to the Philippine Government, fully funding critical preparatory work and enabling the government to preserve fiscal space while advancing priority projects.

Among the approved initiatives are the following:

1. Improving MSME Access to Finance and Resilience to Climate Shocks Project of the Department of Agriculture (DA). Supported by a US$1.21 million grant, the project will strengthen agricultural financing, modernize insurance systems, and improve rural development institutions. It is envisioned to help the DA address implementation risks early and boost productivity, increase rural incomes, create jobs, improve food security, and help communities better cope with climate-related shocks.

2. Philippines SME COMPETE Project of the Department of Trade and Industry (DTI). The project aims to enhance the local and global competitiveness of small and medium enterprises (SMEs), enabling them to scale up, access wider markets, and generate more employment. The US$1.21-million grant will support robust project design, strong environmental and social safeguards, and coordinated implementation.

3. Philippines Digital Infrastructure Project Scale-up (Phase II) of the Department of Information and Communications Technology (DICT). With US$1.71 million in grant support, the project will expand broadband connectivity in underserved areas, including Western Mindanao and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The funding will cover technical and economic feasibility studies, detailed engineering designs, stakeholder engagement, and institutional capacity building, among other critical preparatory activities.

Together, these GFPP-supported projects advance the Marcos, Jr. administration’s agenda of inclusive growth, climate resilience, and digital transformation — ensuring that strategic investments translate into real economic opportunities for Filipinos.

The Philippines and Canada are stepping up both security and economic cooperation, highlighted by the signing of a Status of Visiting Forces Agreement (SOVFA) and the advancement of discussions toward a possible Philippines-Canada Free Trade Agreement (FTA), officials said following the 7th Joint Commission on Bilateral Cooperation (JCBC) meeting held Feb. 12 at the Department of Foreign Affairs.

The twin developments come at a time of heightened geopolitical uncertainty — from tensions in the South China Sea affecting the Philippines’ security outlook to shifting economic alignments in North America that are prompting Canada to diversify its trade and strategic partnerships.

Against this backdrop, Manila and Ottawa are moving to strengthen both defense coordination and economic integration as part of a broader effort to reinforce a rules-based order in the Indo-Pacific.

Undersecretary for Policy Leo M. Herrera-Lim, who led the Philippine delegation, pointed to the growing momentum in bilateral ties, citing the recently concluded visiting forces pact and progress in trade negotiations as key milestones.

“The Philippines considers Canada a credible, reliable, and principled partner, in supporting both our bilateral and collective efforts in promoting peace and security in the region,” he said.

“We share Canada’s enthusiasm in increasing and further exploring other areas of cooperation,” Undersecretary Herrera-Lim added.

Assistant Deputy Minister for Indo-Pacific Weldon Epp, who led the Canadian delegation, also underscored the importance of closer collaboration.

As vibrant democracies, he said, both countries’ values and interests are aligned, noting the need to work together to advance mutual priorities.

Philippine and Canadian delegations exchange views on priority areas of bilateral cooperation during the 7th Philippines-Canada Joint Commission on Bilateral Cooperation (JCBC) on 12 February 2026 at the DFA Headquarters in Pasay City.
The SOVFA, concluded in November 2025, allows Canadian troops to train and participate in exercises in the Philippines and vice versa, placing Canada alongside existing Philippine defense partners such as the United States, Australia, Japan, and New Zealand. The agreement is seen as a concrete step toward strengthening deterrence, enhancing disaster response coordination, and expanding maritime security cooperation.

The JCBC meeting also highlighted progress toward a bilateral free trade agreement — a move that reflects both countries’ interest in diversifying markets and building more resilient supply chains.

For Canada, expanding economic links with Southeast Asia aligns with its Indo-Pacific Strategy and efforts to reduce reliance on traditional trade partners.

For the Philippines, deeper access to Canadian markets supports its push to attract investments and position itself as a gateway to the region.

Delegates discussed expanding cooperation in energy security, critical minerals, and cybersecurity — areas that are increasingly strategic as global supply chains shift and countries seek trusted partners for resource development and digital infrastructure.

A relationship anchored in people and trade

Philippine and Canadian delegations exchange views on priority areas of bilateral cooperation during the 7th Philippines-Canada Joint Commission on Bilateral Cooperation (JCBC) on 12 February 2026 at the DFA Headquarters in Pasay City.
Canada-Philippines relations have steadily broadened over the past decades, supported by strong people-to-people ties and growing economic exchanges.

Two-way merchandise trade reached roughly US$3.4 billion in 2023, with Philippine exports estimated at about US$2.2 billion and Canadian exports at around US$1.2 billion. Services trade has also been significant, valued at approximately C$2.6 billion in 2023, making the Philippines Canada’s second most important export market in ASEAN.

Canadian firms continue to maintain a presence in Philippine economic zones, employing thousands of workers in sectors such as electronics, IT-BPM, and manufacturing.

Canada has also committed more than C$76 million in development funding for projects in climate resilience, disaster risk reduction, and inclusive growth.

Since 1986, Ottawa has provided over C$1 billion in official development assistance to the Philippines, supporting governance programs, climate-smart agriculture, public health, and peace-building initiatives, particularly in the Bangsamoro region.

Beyond trade and development, the relationship is reinforced by migration and education links. Canada hosts a large and growing Filipino community, estimated at close to one million people, while tens of thousands of Filipinos study in Canadian institutions each year.

Philippine and Canadian delegations exchange views on priority areas of bilateral cooperation during the 7th Philippines-Canada Joint Commission on Bilateral Cooperation (JCBC) on 12 February 2026 at the DFA Headquarters in Pasay City.
Responding to an evolving global landscape

Both sides acknowledged the rapidly changing international environment and reaffirmed their commitment to upholding international law, freedom of navigation, and stability in the Indo-Pacific — issues that have taken on greater urgency amid tensions in the South China Sea.

The JCBC, created in 2012, serves as a platform to review progress and identify new areas of cooperation. At the latest meeting, officials from both countries also discussed collaboration in labor and migration, consular affairs, health, education, space, and indigenous peoples’ programs.

They also reaffirmed shared support for a rules-based international order and closer coordination as partners in multilateral platforms such as the United Nations, APEC, and ASEAN-related mechanisms.

Other senior members of the Philippine delegation included DICT Undersecretary Julius Gorospe, DFA Office of American Affairs Assistant Secretary Raquel R. Solano, Philippine Ambassador to Canada Jose Victor V. Chan-Gonzaga, DFA Maritime and Oceans Affairs Assistant Secretary Emmanuel Donato K. Guzman, DENR Assistant Secretary Noralene Uy, and DEPDev Assistant Secretary Jonathan Uy.

The Canadian delegation included Canadian Ambassador to the Philippines David Hartman and Jason Tolland, Special Advisor to Global Affairs Canada for the Indo-Pacific.

The Philippines, which continues to trail many of its regional peers in global competitiveness and ease-of-doing-business metrics, is getting a major push from the Asian Development Bank (ADB) through a $400 million policy-based loan aimed at overhauling regulations, speeding up permits, and digitizing government services for investors.

ADB approved the financing under the Business Environment Strengthening with Technology (BEST) Program Subprogram 1, designed to cut bureaucratic delays that have long been flagged as barriers to investment and innovation, especially for micro, small, and medium enterprises (MSMEs).

In the 2024 global rankings, the Philippines placed 52nd out of 67 economies in the International Institute for Management Development’s World Competitiveness Ranking. It also landed 36th out of 50 economies under the World Bank’s Business Ready operational efficiency pillar, both indicators of persistent regulatory friction, sluggish approvals, and fragmented systems.

Against this backdrop, ADB said the fresh financing will back structural reforms intended to modernize the country’s business environment and improve investor confidence.

“The private sector is an important engine of growth and job creation. Their role in the country’s overall economic development cannot be overstated,” said ADB Country Director for the Philippines Andrew Jeffries.

“We are committed to assisting the Philippines in finding innovative ways to create an enabling environment that would spur a more dynamic business sector—one that will help drive faster economic growth,” Jeffries added.

Streamlining rules, digitizing services

Through the program, the government aims to build stronger legal and institutional frameworks for starting and operating a business: introducing faster permitting, simplified licensing, and clearer rules for new ventures.

The initiative also enhances whole-of-government investment facilitation systems, including updated online investor guidebooks and a consolidated digital repository of business regulations through the Philippine Business Regulations Information System launched by the Anti-Red Tape Authority (ARTA).

Priority sectors such as renewable energy and digital infrastructure are also a focus. Increased investments in these areas not only support economic expansion but also help reduce greenhouse gas emissions.

The loan builds on ADB’s long-standing support for institutional reforms in the Philippines, including previous work under the Public Financial Management Reform Program, Domestic Resource Mobilization Program, and Business and Employment Recovery Program. Complementary technical assistance has also been extended to ARTA, the Department of Trade and Industry-Board of Investments, and the Department of Information and Communications Technology.

Founded in 1966 and owned by 69 member economies, ADB said it remains committed to helping countries like the Philippines pursue inclusive, resilient, and sustainable growth through financial and technical partnerships.

President Ferdinand R. Marcos Jr. has signed a new law that will make it easier for Filipino Muslims to access justice through Shari’ah courts by moving many processes online and strengthening legal assistance.

The President signed Republic Act 12304 on September 18, which updates the National Commission on Muslim Filipinos (NCMF) Act of 2009 (RA 9997).

The law directs the NCMF and the Department of Information and Communications Technology (DICT), in partnership with the Supreme Court, to build a digital platform for paperless filing of cases and court documents.

According to the law: “The Commission shall facilitate the paperless filing of pleadings and other court submissions. The Commission shall respect the right to privacy of the parties concerned and shall not retain any copy of the digital documents referred to herein.”

RA 12304 also strengthens NCMF’s Legal Affairs Bureau, which will now provide Filipino Muslims with legal education and assistance in litigation, act as the Commission’s counsel, and investigate complaints against its personnel.

For Muslims living in areas without a Shari’ah Court, the Bureau will help with the filing of cases and court documents in the proper venue.

The law also instructs NCMF to work with the Philippine Statistics Authority (PSA) to conduct a census of Filipino Muslims, gathering annual data on births, marriages, and deaths at national, regional, and local levels. This information will help policymakers better understand and respond to the needs of Muslim communities.

The NCMF is required to submit an annual report on how the law is being implemented to the Senate President, the House Speaker, and the heads of the Senate and House Committees on Muslim Affairs.

The Department of Information and Communications Technology (DICT) has reassured users and stakeholders that the eGOV Super App—the Philippines’ all-in-one digital government platform—remains stable and secure as it scales for national use.

In a post-SONA forum held in San Juan City on July 30, DICT Secretary Henry Aguda said the agency is working continuously to safeguard the platform’s reliability amid its growing user base and expanding service offerings.

“Bago namin ni-launch ‘yan (eGOV Super App), pinag-aralan namin mabuti ‘yung security aspect niyan,” Aguda said, noting that President Ferdinand R. Marcos Jr. has emphasized the importance of ensuring the app’s stability and security, especially as more citizens and government services are integrated.

“Ang sabi ng Presidente, alam mo pag lahat na ng mga serbisyo nandiyan na at 80 milyong Pilipino ang gumagamit, hindi puwede mag-down ‘yan. Isipin mo na lang ‘di ba pagka isang segundo lang mag-down ‘yan, dami ng tatawag sa amin. So, sinigurado po natin ‘yan,” Aguda said.

The eGOV Super App currently offers more than 40 services from various national and local government agencies, providing users with a streamlined experience for everything from ID applications and permits to public health and transport access.

“Tuloy-tuloy po ‘yung pagtatrabaho namin sa departamento para masigurado na stable and secure ‘yung eGOV Super App,” Aguda assured, highlighting ongoing infrastructure improvements and security upgrades.

The DICT chief believes that the application will draw international recognition for its integration of government services into a single, mobile-accessible platform.

“Darating ang panahon, sasabihin nila only in the Philippines, mayroon ka ngayong app, lahat ng serbisyo, mapasa lokal na gobyerno, mapasa national na gobyerno, nagagamit na po, nakukuha niyo doon,” Aguda said.

As the government accelerates its digital transformation agenda, the DICT is positioning the eGOV Super App as a backbone of e-governance—paving the way for greater ease of doing business, investor confidence, and efficient citizen engagement.
