<p>A trip that once took 1.5 hours can now be completed in just 15 minutes — an 80% reduction in travel time — as the Cavitex C5 Link Segment 3B officially opened, a move expected to deliver significant fuel savings and lower travel costs amid rising oil prices driven by tensions in the Middle East.</p>



<p>The newly opened two-kilometer Segment 3B completes the Cavitex C5 Link and is projected to serve around 36,000 vehicles daily, improving the flow of goods and commuters between Parañaque and Taguig while easing congestion during peak travel periods.</p>

<p>President Ferdinand R. Marcos Jr. led the opening on Monday, underscoring the project’s role in cushioning the impact of volatile fuel prices and supporting the government’s economic response under the Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) program.</p>



<p>“Kagaya ng ating mga laging iniisip ngayon dahil nga sa kaguluhan sa Middle East, ay napakalaking savings ito sa gasolina, sa krudo, sa fuel. At hindi maliit na bagay ang babawasan ang biyahe mo mula sa isang oras at kalahati hanggang 15 minutes. Malaking savings ‘yan,” the President said.</p>



<p>“Ito ay kasama sa ating utos na nanggaling sa UPLIFT na ating ginagawa na buksan ang lahat ng mga daan upang maging mas maginhawa ang pagbiyahe ng ating mga traveling public,” the Chief Executive added.</p>

<p>The President also inspected the new segment alongside Department of Public Works and Highways (DPWH) Secretary Vince Dizon and Department of Transportation (DOTr) Acting Secretary Giovanni Lopez.</p>



<p>To further support motorists during the Holy Week travel surge, toll fees for Segment 3B will be waived from March 30 to April 30, 2026.</p>



<p>“Para naman ay mapagbigyan ang ating kababayan na dumadaan dito, lalong-lalo na ngayon, Holy Week na ngayon, at maraming bumabiyahe. Kaya ito ay patuloy naming ginagawa at bubuksan natin,” the President said.</p>

<p>Beyond faster travel, the new link is expected to reduce fuel consumption, cut logistics costs, and enhance connectivity for motorists coming from Cavite into key commercial and residential hubs in Metro Manila, providing a boost to economic activity in Southern Metro Manila and nearby growth corridors.</p>



<p>Meanwhile, DPWH Secretary Dizon said additional mobility projects are in the pipeline, including the opening of the Central Luzon Link Expressway (CLLEX) connecting Tarlac City and Cabanatuan City.</p>



<p>With the completion of Segment 3B, the Cavitex C5 Link is poised to play a critical role in improving urban mobility while helping Filipinos navigate the economic pressures of rising fuel costs.</p>

<p>A new ₱3.93 billion wastewater treatment plant to serve over 650,000 Metro Manila residents was inaugurated by President Ferdinand R. Marcos Jr. Friday (January 16, 2026).</p>



<p>The Aglipay Sewage Treatment Plant (STP) in Mandaluyong is one of the largest wastewater facilities built to help clean up Metro Manila’s waterways and protect public health, according to a news release from Malacañang.</p>



<p>The Aglipay STP, managed by Manila Water, can treat up to 60 million liters of wastewater per day, with a built-in capacity to expand to 120 million liters per day as population density increases. The facility serves a 2,115-hectare catchment area covering Mandaluyong, San Juan, and Quezon City, benefiting over 650,000 residents.</p>



<p>Built at a cost of ₱3.93 billion, the project is part of the government’s broader push to strengthen sanitation infrastructure in Metro Manila and reduce the volume of untreated wastewater flowing into rivers and coastal waters.</p>

<p>“Beyond the machinery, fascinating as it is, what really matters is the result, and that is cleaner water returned to the environment and reduced exposure of our people to the hazards of untreated sewage,” President Marcos said during the ceremony.</p>



<p>“This is how a carefully planned and thoroughly executed infrastructure directly improves the lives of our people.”</p>



<p>The President said the impact of the facility will be felt daily—not only in households, but also in rivers and surrounding communities—by improving water quality and supporting the long-term rehabilitation of Manila Bay.</p>



<p>“This means that more liters of safe water is available for public consumption and more rivers and seas are preserved for future generations,” he added, stressing that wastewater treatment is essential to public health, environmental protection, and sustainable development.</p>



<p>President Marcos noted that the Aglipay STP is only part of a larger program, with five more wastewater treatment plants currently under construction across Metro Manila and nearby areas.</p>

<p>Under the Revised Concession Agreement and Republic Act Nos. 11600 and 11601, the government targets connecting 76 percent of households in Metro Manila, Cavite, and Rizal to sewerage systems by 2047, with the remainder covered by proper sanitation services.</p>



<p>The Chief Executive recognized Megawide Consortium alongside Manila Water for their role in building and operating the facility, citing their technical expertise in meeting environmental standards and ensuring reliable service.</p>



<p>He noted that infrastructure alone will not solve sanitation problems, calling on government agencies, the private sector, and citizens to practice responsible waste disposal and help keep communities clean.</p>



<p>“Ang kalinisan ng ating kapaligiran ay salamin ng ating disiplina bilang isang bayan,” President Marcos said.</p>

<p>The event, organized by the Taiwanese Chamber of the South Philippines (TCSPI), was held on January 1 at its clubhouse and gathered around 200 participants, including Taiwanese business leaders, community representatives, volunteers from Taiwan’s Overseas Community Affairs Council (OCAC), officials from the Taipei Economic and Cultural Office in the Philippines, and local stakeholders.</p>

<p>Taiwan’s Representative to the Philippines, Ambassador Wallace M. G. Chow, said the gathering reflected the positive trajectory of bilateral ties, particularly in trade, investment, and people-to-people exchanges. He noted that 2025 saw notable progress in Taiwan–Philippines cooperation and expressed confidence that economic engagement would further expand in 2026.</p>



<p>TCSPI President Jeff Yu emphasized the long-standing role of Taiwanese enterprises in the Philippine economy, particularly in southern Luzon. He noted that many Taiwanese firms have operated in the region for more than two to three decades, contributing to employment generation, industrial development, and supply-chain resilience despite global economic headwinds.</p>

<p>As the Christmas season brought renewed hope across communities, the One Meralco Foundation (OMF)—the corporate social responsibility arm of Manila Electric Company (Meralco)—carried forward its mission of spreading light, literally and figuratively, to Filipino families who have long lived without safe and reliable electricity.</p>



<p>Through its Household Electrification Program (HEP), the Manuel V. Pangilinan-led foundation energized the homes of 1,766 low-income families during the holidays, benefiting communities in Manila, Pasig, Parañaque, Quezon City, and parts of Cavite, Rizal, Laguna, Marikina, Mandaluyong, Taguig, and Quezon province.</p>



<p>By providing legal and direct electricity connections, the program significantly reduced electrical hazards linked to illegal wiring and costly submetering, while allowing families to pay standard Meralco rates.</p>



<p>Sparking holiday hope in Quezon City</p>



<p>About a week before Christmas Day, OMF, Meralco, and the Quezon City local government energized households in Barangays South Triangle and Escopa 3, as well as communities in West Riverside, F. Carlos, Sitio Militar, K-9 Compound, Greenland, and Tumana.</p>



<p>The community launch was attended by Quezon City Mayor Joy Belmonte, barangay officials, and Meralco and OMF leaders.</p>



<p>“Access to electricity is not just a symbol of progress—it is an enabler of basic human rights,” Belmonte said in Filipino. “By bringing light to homes that need it most, we are uplifting quality of life and offering families a better future.”</p>



<p>Meralco Head of Customer Retail Services Charina P. Padua noted that beneficiaries had previously relied on unsafe connections. “These families now enjoy safe, reliable, and legal electricity service. Together with OMF and the Quezon City government, Meralco remains committed to reaching more households in need,” she said.</p>

<p>OMF also energized 179 low-income households across four barangays in Manila ahead of Christmas, including Barangay 581, Barangays 254 and 107, and Barangay 649 in Baseco Compound.</p>



<p>Manila Mayor Francisco ‘Isko’ Moreno Domagoso, represented by City Administrator Atty. Eduardo P. Quintos XIV, said the initiative goes beyond power connections. “This is about improving lives. By energizing our barangays, we empower families and build a brighter future for Manila,” he said.</p>

<p>One of the beneficiaries, senior citizen Crisanta Prado Sandrino, had lived in Barangay 581 for nearly 50 years and previously paid around ₱1,000 monthly through submetering for minimal electricity use. With her own Meralco account, she can now monitor consumption and pay lower, standard rates.</p>

<p>In Pasig City, 168 low-income households received direct access to electricity through the program. The community launch was attended by Mayor Vico Sotto, local officials, and Meralco and OMF leaders.</p>



<p>“Using jumpers or submeters is dangerous and costly,” Sotto said in Filipino. “This project ensures electricity service here is finally safe and legal under Meralco.”</p>



<p>OMF Trustee and Meralco Chief Revenue Officer Ferdinand O. Geluz emphasized that HEP is an investment in inclusive growth. “Beyond providing electricity, it strengthens families, empowers communities, and supports sustainable development and nation-building,” he said.</p>



<p><strong>No one left in the dark</strong></p>



<p>Beyond Metro Manila, 987 additional low-income homes were energized this year through HEP in Cavite (37), Rizal (187), Marikina (103), Quezon province (341), Parañaque (41), Mandaluyong (65), and Taguig (213).</p>

<p>As of 1:00 PM today, the number of customers experiencing power outages has been reduced to around 166,000, down from a peak of over 400,000 last night. Most of the remaining outages are concentrated in Cavite, Bulacan, and Rizal, with others in parts of Metro Manila, Laguna, Quezon, and Batangas.</p>



<p>“We appeal for our customers’ patience and understanding as our crews continue working tirelessly to restore power,” Zaldarriaga said. “We also remind the public to stay safe and observe electrical safety precautions, especially in areas that experienced flooding.”</p>

<p>The Manila Electric Company (Meralco) assured customers that its crews continue to work round-the-clock to safely restore power service in areas affected by Super Typhoon Uwan (international name: Fung-Wong).</p>



<p>As of 10:00 a.m. today, the number of affected customers has significantly dropped to 197,000 from more than 400,000 reported at midnight. Around 10,000 customers remain without power in areas still experiencing flooding. The majority of the remaining outages are concentrated in Cavite, Bulacan, Quezon, and Metro Manila, with additional affected customers in Rizal, Laguna, and Batangas.</p>



<p>“We continue to actively monitor the weather situation in light of persisting strong winds and rains brought about by the super typhoon. We ask our customers for patience and understanding as we have to prioritize safety during the conduct of power restoration activities,” said Meralco Vice President and Head of Corporate Communications Joe R. Zaldarriaga.</p>



<p>Meralco also reminded the public to remain vigilant and observe electrical safety precautions, especially in flooded areas:</p>



<ul class="wp-block-list">
<li>Ensure that the main power switch or circuit breaker is turned off. Always make sure you are dry before touching any electrical facility.</li>



<li>Unplug appliances and turn off permanently connected equipment. Remove light bulbs if possible.</li>



<li>Clean mud and dirt from service equipment, main circuit breakers, or fuses using rubber gloves and rubber-soled shoes.</li>



<li>Make sure all electrical wires, connectors, and devices are completely dry.</li>



<li>Once everything is dry, have a licensed electrician check the wiring system and all appliances before turning them on. Do not use flood-damaged electrical equipment.</li>
</ul>



<p>Zaldarriaga also encouraged the public to keep communication lines open and ensure that mobile phones, laptops, radios, and other devices remain fully charged to receive updates. He urged everyone to verify information before sharing it.</p>



<p>“In these challenging times, responsible sharing matters. Spreading unverified information only adds to fear and confusion during these situations,” he said.</p>

<p>The Toll Regulatory Board (TRB) has approved the long-awaited toll rate adjustments for the Manila-Cavite Expressway (CAVITEX), following petitions filed by joint venture partners CAVITEX Infrastructure Corporation (CIC) and the Philippine Reclamation Authority (PRA) in 2020 and 2023. The new rates will take effect starting October 28, 2025.</p>



<p>To help cushion the impact of the toll hike, CAVITEX will reactivate its &#8220;Abante Program”, a toll reprieve initiative that allows registered public utility vehicles (PUVs) and agricultural trucks to continue paying the old toll rates for 90 days after the new rates are implemented.</p>



<p>Transport groups not yet enrolled in the program may contact 1-35000 or email <a href="mailto:customercare@mptc.com">customercare@mptc.com</a> for registration and inquiries.</p>



<p>“We appreciate the government’s affirmation to honor its contractual obligations with private investors and toll operators,” CAVITEX management said in a statement. “While the rate adjustments are necessary to ensure continued maintenance, safety, and improvement of the expressway, we also recognize the need to support sectors most affected by rising transport costs. The toll reprieve initiative aims to strike a fair balance between infrastructure sustainability and public welfare.”</p>

<p><strong>New Toll Rates</strong></p>



<p>The TRB resolution covers both the 2020 and 2023 petitions, authorizing the implementation of provisionally approved toll rates that will help fund ongoing upgrades and maintenance activities across the expressway.</p>



<p><strong>CAVITEX R1 Portion (Seaside to Zapote)</strong></p>



<p>Effective October 28, 2025 – VAT-inclusive rates:<br> Class 1: ₱35 → ₱39 Class 2: ₱70 → ₱78 Class 3: ₱104 → ₱117 <br>CAVITEX R1 Extension Segment 4 (Zapote to Kawit)</p>



<p>To moderate the impact on motorists, the rate adjustment will be implemented in two tranches (2025 and 2026). The first tranche rates are as follows:<br><br>Class 1: ₱73 → ₱88 <br>Class 2: ₱146 → ₱176 <br>Class 3: ₱219 → ₱264 <br><br>Note: Due to the adjustment at the CAVITEX R1 portion, CAVITEX C5 Link Segment 2 (Sucat Interchange) toll rates will also be adjusted to VAT-inclusive rates of ₱38 (Class 1) ₱76 (Class 2), and ₱114 (Class 3)</p>



<p><strong>Infrastructure Improvements</strong></p>



<p>CIC and PRA have undertaken significant infrastructure works to enhance the safety, capacity, and efficiency of CAVITEX, even before the approval of the toll rate petitions. Among these are:<br><br>Expansion Joint Replacement at the Parañaque Segment Bridges and Imus Viaduct to improve ride comfort and structural integrity. Upgraded RFID systems and Automatic License Plate Recognition (ALPR) technology for faster and more seamless toll transactions. Ongoing pavement rehabilitation works in critical areas across the Kawit and Parañaque segments. <br><br>CIC and PRA reaffirmed their commitment to deliver safe, reliable, and efficient expressways that support economic growth and strengthen regional connectivity.</p>

<p>Cavite took the spotlight in the recently concluded Biyaheng South Experiential Tour 2025, featuring top destinations made more accessible through Metro Pacific Tollway Corporation’s (MPTC) expressways—Cavitex and Calax.</p>



<p>Successfully hosted by MPT South, a subsidiary of MPTC, in partnership with the Department of Tourism Region IV-A (DOT IV-A) and the Cavite Tourism Office, the tour highlighted the province’s rich blend of history, culture, and culinary delights.</p>

<p>The adventure began with a scenic drive along the Cavite-Laguna Expressway (Calax), giving participants a firsthand look at how the expressway makes Southern Luzon more accessible. The first destination was Coffee Builders in Silang for breakfast, a café known for its artisan brews and cozy atmosphere. Participants indulged in some of the house favorites, which are beef salpicao, salted egg chicken, and fish and chips, paired with their signature drinks.&nbsp;&nbsp;</p>



<p><strong>How to get to Coffee Builders: From Manila, take Cavitex. From Kawit, go to Calax Silang Aguinaldo Interchange, then exit at Silang East Interchange. Coffee Builders is just a few minutes away. </strong></p>



<p>Following the hearty breakfast, the participants then had the opportunity to have a special look at CALAX Governor’s Drive Interchange in General Trias, Cavite, which is set to open this 2025. This new segment will expand CALAX’s operating section all the way to General Trias, providing motorists with faster, more convenient routes, easing congestion on Cavite’s major roads.&nbsp;</p>

<p>Next on the list was the Geronimo Berenguer De Los Reyes (GBR) Museum in General Trias, a cultural gem dedicated to preserving and promoting the country’s rich history and heritage. Upon entering, the group was immediately immersed in a powerful display of the Cavite Mutiny of 1872, one of the most relevant events in Philippine history.</p>



<p>Among the museum’s exhibits, the World Aviation History Exhibit stood out, featuring remarkable replicas such as the Wright Brothers’ “Flying Machine” and NASA’s Lunar Roving Vehicle.</p>



<p>Afterward, Ka-Biyaheros enjoyed lunch at Cabezera Ridge View Restaurant in Tagaytay City, a dining spot that pairs Cavite flavors with sweeping views of Taal Lake.&nbsp;</p>

Participants enjoyed a mix of thrilling rides and family-friendly attractions like the Sky-Eye Ferris Wheel, Drop Tower, and Cartoonville, Sky Ranch’s newest attraction. The day closed with a comforting hotpot dinner at Nabe Hotspot, a local favorite for its warm flavors and cozy vibe.&nbsp;</p>

With its modern facilities, panoramic views, and exceptional service, the hotel offered a warm and relaxing stay for the Ka-Biyaheros.&nbsp;&nbsp;</p>

<p>The second day opened with breakfast at Quest Hotel. Energized for the day ahead, the group’s first stop was People’s Park in the Sky, one of Tagaytay’s most iconic landmarks. Perched at the highest point in the city, the park offered a sweeping 360-degree view of Taal Lake and Laguna de Bay. Lunch was served at Siglo Modern Filipino, a restaurant that pays homage to the country’s rich culinary traditions with unique takes on classic Filipino dishes.&nbsp;</p>

<p>In the afternoon, the tour shifted to a different kind of discovery with a one-of-a-kind Lancaster Community tour by Profriends.&nbsp;</p>



<p>Participants were given closer look at key landmarks inside the township. These include St. Edward School, showcasing the academic and sports achievements of its youth, and where the Galing LNC youth volunteers are nurtured. The community tour included the site where Westwind is being constructed, the commercial hub which is The Square, and the spiritual hub, the Parish of the Holy Family.&nbsp;</p>

<p>Steeped in history, faith, and culinary flavor, Cavite remains one of the most culturally vibrant provinces in the South.<br><br>As part of its commitment to promoting regional tourism and local pride, Biyaheng South, Metro Pacific Tollways South (MPT South)’s tourism advocacy program, has launched “Tara! Let’s Explore Cavite,” a full-day heritage tour that brought selected participants on a journey through some of the province’s most iconic churches, landmarks, and local food spots—now made easier than ever to explore, thanks to the Manila–Cavite Expressway (CAVITEX).</p>



<p>The lucky participants were chosen through an online raffle held via the Biyaheng South Facebook page. They were accompanied by media partners, influencers, and a team of talented reenactors who recreated key moments in Cavite’s storied past, which made the tour more meaningful and unique.</p>



<p><strong>Exploring Cavite’s Iconic Churches</strong></p>



<p>The province’s heritage tour started in Kawit at the Diocesan Shrine and Parish of St. Mary Magdalene, an 18th-century church that stands as one of the oldest stone churches in the Philippines. Known for housing the miraculous image of Santa Maria Magdalena, it has long served as the spiritual center of the town. This church is also historically significant as the baptismal site of General Emilio Aguinaldo, the first President of the Philippines.</p>



<p>How to get there: From Metro Manila, take CAVITEX and exit at Marulas Exit. The Diocesan Shrine and Parish of St. Mary Magdalene is just a short drive from there.</p>



<p>From there, the group visited the Diocesan Shrine of Saint Augustine and Parish of Holy Cross in Tanza. While Kawit pays homage to Santa Maria Magdalena, Tanza honors St. Augustine—the town’s patron saint. They then went to Sta. Cruz Convent Museum, just right beside the church. This museum features a carefully curated collection of religious artifacts, vintage memorabilia, and traditional artworks that reflect the deep faith and rich cultural identity of Tanza.</p>



<p><strong>How to get there: From Metro Manila, simply take CAVITEX via Roxas Boulevard, then head straight to Centennial going to Tanza.<br></strong><br>After, the participants went to General Trias where they marveled at the St. Francis of Assisi Parish Church, another heritage structure known for its Spanish-era architecture and significance in local religious tradition.</p>



<p>How to get there: From Metro Manila, simply take CAVITEX via Roxas Boulevard or Coastal Road, then head straight to Centennial going to General Trias.</p>



<p><strong>Walking Through Cavite’s Revolutionary Past</strong></p>



<p>After a heritage-rich morning, the group headed to Café Antix in Cavite City for lunch, where local flavors met modern twists in a cozy, retro-inspired setting.</p>



<p>After the meal, the tour continued with visits to historically significant landmarks in Cavite City. First on the list was the Ladislao Diwa Shrine, the preserved ancestral home of Don Ladislao Diwa, one of the founding members of the Katipunan. Recognized for his pivotal role in the Philippine revolution, the site has been declared a national shrine by the National Historical Institute (NHI)—a lasting tribute to his legacy and contribution to the country’s fight for independence.</p>

<p>Then, they went to Plaza De Armas, 13 Martyrs Monument, a solemn landmark honoring the brave Caviteños who were executed by Spanish authorities on September 12, 1896, for their alleged involvement in the Philippine Revolution. The monument stands as a powerful symbol of sacrifice and patriotism. After, they went to Samonte Park, a popular public space for locals to unwind.</p>



<p>The Ka-Biyaheros then enjoyed a rare chance to explore Fort San Felipe, a historical site located within the Philippine Navy’s Naval Base in Cavite. Originally built by the Spanish in 1609, the fort served as a military stronghold designed to protect the province’s coastline from pirates and foreign invaders. During the tour, the participants were given an exclusive walkthrough of the fort’s restricted interior, allowing them to walk through old corridors and stone courtyards that echoed centuries of history.<br><br>The day wrapped up with a guided tour of the newly renovated Cavite City Hall. Beyond its government function, the City Hall has become a cultural and civic hub with new developments that reflect the city’s vision for inclusive growth. At the back of the building lies the Unlad Cavite Pier, a scenic baywalk-style destination that offers a stunning panoramic view of Manila Bay. Here, participants took a relaxing pause to enjoy the sea breeze. Adjacent to the pier is the newly constructed amphitheater, a public performance space designed to host cultural shows, events, and community gatherings.</p>

<p>How to get to Cavite City: From Metro Manila, simply take CAVITEX via Roxas Boulevard, then head straight toward Marulas Exit going to Tirona Highway. After the Aguinaldo Shrine, turn left onto Magdiwang Highway, then to Tabon. Once you get to Jollibee Noveleta, turn right. From there, it’s just a few minutes to the city proper.</p>

<p>Metro Pacific Tollways South (MPT South) donated 900 school supply kits to public schools across Cavite and Parañaque on June 9 to 11 in preparation for the upcoming 2025-2026 academic year.</p>



<p>This active participation in the Department of Education’s Brigada Eskwela 2025 “Brigada Eskwela: Sama-sama Para sa Bayang Bumabasa” shows that the company is committed to community development.</p>



<p>The initiative, which aims to support students and ease the financial burden of families in preparation for the incoming school year, reached various schools in the cities and municipalities of Imus, Silang, General Trias, Kawit, Bacoor, and Parañaque.</p>



<p>They include: Alapan II-B Barangay Hall, Malagasang II-B Barangay Hall, Hipolito Saquilayan High School, and Alapan II-A Elementary School in Imus; Tibig Elementary School in Silang; Cecilio M. Saliba Elementary School, Governor Ferrer Memorial Integrated National High School, and General Trias Memorial Elementary School in General Trias;</p>

<p>Florante Ilano Elementary School and Binakayan National High School in Kawit; Perville Daycare Center Moonwalk, Sto. Niño Elementary School, and San Dionisio Elementary School in Parañaque; and Salinas Elementary School and Longos Elementary School in Bacoor.&nbsp;</p>



<p>Each student received a school kit containing ballpens, notebooks, pad paper, and crayons.</p>



<p>One of the highlights of the donation drive was the turnover at Salinas Elementary School, which coincided with Bacoor City&#8217;s official opening of Brigada Eskwela 2025.</p>



<p>Cavite 2nd District Representative Lani Mercado Revilla, who attended the event, said, “Taos-puso akong nagpapasalamat sa Cavitex para sa kanilang aktibong pakikilahok sa Brigada Eskwela dito sa Bacoor. Malaking tulong ang inyong suporta at volunteer work sa paghahanda ng ating mga paaralan para sa ligtas at maayos na pagbabalik ng ating mga mag-aaral. Maraming salamat, Cavitex! Sama-sama, tulong-tulong, para sa mga paaralan ng Bacoor!”</p>

<p>The donation drive is a part of MPT South’s wider corporate social responsibility (CSR) program, which also includes initiatives in environment, safety, and livelihood.&nbsp;</p>



<p>MPT South is a subsidiary of Metro Pacific Tollways Corporation (MPTC).
