<p>Despite the pronouncement of experts from the International Atomic Energy Agency that the ALPS treated water released by Japan into the sea is safe and has a very low effect on human health or the environment, China seems to be hellbent on stoking their compatriots by exaggerating the risk using the social media with a narrative of that the water is contaminated and dangerous to the health.</p>



<p>Japan made a full disclosure to the international community about its plan to release the treated water way before the protest from China happened.  Experts in both health and nuclear energy organizations are monitoring the progress and with this, it seems that China is the only one protesting this and Japan even asked them to stop politicizing the issue on ALPS water treatment release.<br><br>Overpowered by the experts in the international community, China proceeded with its gameplan and resorted to fake news and as reported in Japan, the incessant nuisance calls that allegedly coming from China has been taking place.</p>



<p>Meanwhile, Japan&#8217;s envoy to the Philippines Kazuhiko Koshikawa recently posted on X (formerly Twitter) to express his concern regarding harmful and baseless rumors about the discharge of ALPS treated water being propagated by Japan.</p>

<p>Amid the strong criticism from China on Japan&#8217;s decision to release the ALPS (Advanced Liquid Processing System) treated water into the sea, Japanese Ambassador Kazuhiko KOSHIKAWA expressed profound gratitude to the international community, including the Philippines, for understanding and believing that the discharge has scientific and factual foundations. </p>



<p>Apart from that, Japan reminded China that its nuclear power plants released significantly higher amount of tritium into the ocean compared with the Fukushima Daiichi Nuclear Power Station Advanced Liquid Processing System (ALPS treated) water. Japan reiterated that its decision to release the water into the sea has the backing of the international community and experts from the nuclear energy organizations who independently studied and validated that the government has safety as its primordial concern as well as the well-being of the people and they are continually monitoring the activities and processes.  </p>



<p>Japan also underscored that when there was an investigation about the origins of  COVID-19, the WHO-China joint study said that “the study of origins is a scientific matter“ and “should not be politicized.&#8221;</p>



<p>Meanwhile, the International Atomic Energy Agency (IAEA) published the Comprehensive Report revealed that the discharge of the ALPS treated water into the sea and associated activities are consistent with relevant international safety standards, and the discharge will have a negligible radiological impact on people and the environment.</p>

<p><strong>By His Excellency KOSHIKAWA Kazuhiko, Ambassador of Japan to the Philippines</strong><br><br>The Government of Japan has decided in the meeting last August 22 to initiate the discharge of ALPS (Advanced Liquid Processing System) treated water into the sea and to request TEPCO to promptly prepare for the start of the discharge into the sea. If there are no interference due to weather or sea conditions, the day of the initiation of discharge into the sea is expected to be August 24.</p>



<p>On July 4, 2023, The International Atomic Energy Agency (IAEA) published the Comprehensive Report. The report states that Japan’s plans to discharge the ALPS treated water into the sea and associated activities are consistent with relevant international safety standards, and the discharge will have a negligible radiological impact on people and the environment.</p>



<p>Japan has provided information to the international community in a transparent manner based on scientific evidence, with an emphasis on providing sufficient data. Nevertheless, there are some who questioned the IAEA Comprehensive Report. I believe this is evidence of their disregard for science and such moves will only hamper global cooperation in utilizing nuclear energy and jeopardize international cooperation to ensure its safety. A spokesperson of the Ministry of Foreign Affairs of China once said that “the study of origins is a scientific matter that should be conducted jointly by scientists all over the globe and should not be politicized” in response to criticism of the WHO-China joint study of the origins of SARS-CoV-2. Japan has exactly done this about ALPS treated water—leave the issue to the scientists to solve.</p>



<p>The IAEA also notes that the discharge into the sea is “technically feasible.” In more detail, we will manage the annual discharge volume of tritium so it will not exceed 22 trillion Bq, which is equivalent to the target discharge management value for the Fukushima Daiichi Nuclear Power Station before the accident. It is worth noting that other countries also discharge tritium into the sea in compliance with their own domestic laws and regulations; for instance, according to China Nuclear Energy Association website, China, discharging 112 trillion Bq from Yangjiang Nuclear Power Plant (NPP) in 2021. The amount of tritium in the ALPS treated water is far smaller than the amount of tritium discharged from many nuclear power plants and other facilities in other countries.</p>



<p>In addition, Japan will take all possible measures to ensure the safety of the discharge into the sea even after it begins, and will not discharge anything that could adversely affect the health or environment.</p>



<p>After the start of discharge into the sea, Japan will continue to conduct three types of monitoring (monitoring of treated water in tanks, real-time monitoring, and sea area monitoring) in a multilayered manner with the involvement of the IAEA, and if some event occurs, such as radioactivity levels exceeding standards, appropriate measures, including not discharging or suspending the discharge, will be taken. The information and experience gained in this long and difficult process of decommissioning nuclear power plant will be shared to help solve similar problems that the world may face in the future. Having gone through unprecedented hardships since the Great East Japan Earthquake, the Government of Japan has been and will continue to provide the necessary information in a transparent manner in close collaboration with the IAEA and will continue efforts to gain further understanding from the international community, while scientifically refuting politically motivated opinions.</p>
