<p>Cyber threats are now evolving in minutes, not months or days, forcing businesses to rethink cybersecurity as a core strategic function rather than a back-end technical concern, it was learned recently.</p>



<p>At a roundtable hosted by Palo Alto Networks, its executives warned that artificial intelligence (AI) is dramatically accelerating how cyberattacks are created and deployed, exposing a widening gap between threat speed and organizational readiness.</p>



<p>Data presented during the discussion showed that the time required to develop and launch ransomware has dropped from nine days to just 15 minutes.</p>



<p>Meanwhile, the window from initial system compromise to data exfiltration has narrowed to as little as 25 minutes, with vulnerabilities often exploited in under an hour.</p>



<p>This compression of time is reshaping how businesses must approach risk.</p>



<p>“Cybersecurity is no longer just an IT concern. Before, it was a topic for the CISO (chief information security officer) and CIO (chief information officer), but at this point in time, it needs to be a discussion at the board level and across the C-suite. It is a business priority, a national resilience issue, and ultimately, a matter of public trust,” said Bernadette Nacario, Country Director for the Philippines.</p>



<p>Despite the urgency, only 6% of organizations have established a robust AI security strategy, underscoring how unprepared many firms remain for AI-driven threats.</p>



<p>Industry leaders said this gap reflects a deeper issue: Cybersecurity is still often treated as a reactive function rather than a built-in component of digital transformation.</p>



<p>“Secure AI by Design means ensuring that as we integrate AI into digital transformation, security is built in from the start – not added later,” said Nicole Quinn, Vice President for Policy and Government Affairs for JAPAC (Japan and Asia Pacific).</p>



<p>The implications extend beyond corporate risk to national resilience.</p>



<p>As more services move online, experts stressed that stronger coordination between government and the private sector will be essential, with agencies such as the Department of Information and Communications Technology (DICT) playing a central role in safeguarding critical infrastructure.</p>



<p>Tom Scully, Principal Architect for Government &amp; Critical Infrastructure for JAPAC, pointed to another structural weakness: fragmented security systems.</p>



<p>“Today, many operate with dozens of disconnected tools that don’t communicate with each other, making it difficult for AI to analyze data, generate insights, and respond to threats in real time,” Scully said during the roundtable.</p>



<p>“To keep pace with AI-driven threats, organizations need to be significantly faster and more coordinated. A platform approach to security, combined with AI-powered tools, allows defenders to operate at the speed required to counter modern threats proactively,” he added.</p>

<p>During a high-level visit to Manila, Japanese officials highlighted the strategic importance of the Batangas LNG Terminal—jointly operated by Tokyo Gas and Philippine partners—as a cornerstone of bilateral collaboration. The facility supports the Philippines’ shift toward cleaner energy sources while strengthening regional energy security.</p>



<p>Engagements with the ASEAN Business Advisory Council underscored Japan’s broader investment agenda in ASEAN, particularly in empowering micro, small and medium enterprises (MSMEs), accelerating startup development, and fostering innovation-driven growth across the region.</p>



<p>Discussions also reflected a shared priority to deepen Japan-ASEAN economic ties through sustainable infrastructure, technology transfer, and long-term capital investments aligned with low-carbon development goals.</p>



<p>In parallel, Japanese representatives met with Senator Juan Miguel Zubiri, who reaffirmed his support for strengthening Philippines-Japan relations, following his recent recognition with the Grand Cordon of the Order of the Rising Sun.</p>

<p>The Philippines and Israel are moving to strengthen strategic cooperation in critical minerals processing and artificial intelligence development, following high-level discussions between the Department of Trade and Industry (Department of Trade and Industry (Philippines)) and Israel’s Ministry of Foreign Affairs.</p>



<p>DTI Board of Investments (BOI) Managing Head Undersecretary Dr. Ceferino S. Rodolfo met with Israeli Ministry of Foreign Affairs Director General Eden Bar Tal to explore expanded collaboration in critical minerals value chains and AI-driven industrial development, aligned with the US-led Pax Silica initiative and emerging global critical minerals frameworks.</p>



<p>The engagement comes shortly after the Philippines’ accession to the Pax Silica alliance and its recent partnership with the United States to establish a 4,000-acre AI-native industrial acceleration hub in Luzon, positioning the country as an emerging node in the global advanced manufacturing and AI ecosystem.</p>



<p>Critical minerals—such as nickel, copper, and cobalt—are essential components in semiconductor production, powering microchips, advanced processors, and AI hardware systems. Bar Tal, who chairs Israel’s governmental steering committee on critical minerals strategy, underscored the strategic importance of securing resilient and diversified supply chains for future technologies.</p>



<p>Both sides discussed potential cooperation on mineral processing and refining technologies, where Israel’s strengths in advanced mining solutions, water technologies, and environmental innovation could complement the Philippines’ rich mineral endowment and expanding semiconductor manufacturing base.</p>



<p>The discussions also explored a possible bilateral Memorandum of Understanding (MOU) covering critical minerals cooperation, research and development, and AI ecosystem integration—highlighting the strong complementarity between Philippine raw material resources and skilled workforce, and Israel’s deep-tech innovation capabilities.</p>



<p>Further cooperation was also linked to leveraging the Philippines’ growing semiconductor and microchip manufacturing sector to support AI development, reinforcing its positioning in higher-value segments of the global technology supply chain.</p>



<p>Undersecretary Rodolfo is currently in the region to participate in the Organisation for Economic Co-operation and Development (Organisation for Economic Co-operation and Development (OECD)) Critical Minerals Forum and to engage with other Pax Silica partner economies.</p>



<p>While in Israel, he is also scheduled to meet officials from the Ministry of Economy and Industry, the Israel National AI Directorate, and the Israel Innovation Authority, along with key stakeholders in the country’s high-tech and trade sectors.</p>

<p>More than 540 decarbonization projects are already underway across 11 countries under the Asia Zero Emission Community (AZEC) framework, Japanese representatives said, urging Philippine business leaders to take a more active role in advancing zero-emission investments in the region.</p>



<p>The statement set the tone for a high-level dialogue between <a href="https://thephilbiznews.com/2026/05/01/japan-elevates-ph-as-early-asia-zero-emission-energy-partner/">Japanese leaders under the AZEC Parliamentary Association and members of the Association of Southeast Asian Nations &#8211; Business Advisory Council (ASEAN-BAC) Philippines,</a> as both sides pushed for deeper cooperation on energy security, sustainable investments, and supply chain resilience.</p>



<p>Launched in 2023 and proposed by former Japanese <a href="https://thephilbiznews.com/2026/05/01/marcos-meets-japans-former-pm-kishida-for-energy-talks/">Prime Minister Fumio Kishida</a>, AZEC is a government-led platform that brings together Japan, Australia, and nine ASEAN countries that include the Philippines — to pursue carbon neutrality through what it calls “one goal, various pathways.”<br></p>

<p>The framework promotes a “triple breakthrough” strategy: advancing decarbonization, economic growth, and energy security at the same time.</p>



<p>Kishida, now serving as Supreme Advisor of the AZEC Parliamentary Association, led the Japanese delegation composed of parliamentarians and business leaders driving Japan-ASEAN cooperation. On the Philippine side, ASEAN-BAC officials, including businessman George Barcelon, represented the private sector alongside key industry stakeholders.</p>



<p>“Your presence here today underscores Japan’s strong commitment to advancing the Asia Zero Emission Community and deepening strategic cooperation with ASEAN,” Barcelon said.</p>

<p>Discussions focused on how AZEC can translate policy into tangible investments, with Japanese officials highlighting a growing pipeline of projects and partnerships spanning renewable energy, grid modernization, hydrogen and ammonia supply chains, and carbon capture technologies.</p>



<p>These initiatives are supported by a mix of policy coordination, technology transfer, and financing mechanisms, including concessional loans and multi-billion-dollar regional packages.</p>



<p>Amid ongoing geopolitical tensions and volatility in global energy markets, both sides underscored the urgency of strengthening regional energy systems while ensuring stable and diversified supply chains.</p>



<p>Participants emphasized that closer coordination among governments, businesses, and financial institutions will be critical in navigating the complexities of the energy transition. particularly in fast-growing economies like the Philippines, where energy demand continues to rise.</p>

<p>ASEAN government leaders and European business executives are set to convene for the inaugural ASEAN-EU Sustainability Summit on May 7 in Cebu, one day before the 48th ASEAN Leaders’ Summit.</p>



<p>The high-level gathering comes as Southeast Asia faces a worsening energy crisis, supply chain disruptions and broader economic strain, underscoring the need for stronger regional cooperation and sustainable growth strategies.</p>



<p>The summit will be held in Cebu, Philippines, where a national energy emergency has been declared, highlighting vulnerabilities in ASEAN’s energy and economic systems. Organizers said discussions will focus on how ASEAN can strengthen resilience through deeper ASEAN-EU ties and stronger public-private sector collaboration.</p>



<p>Among the program highlights is a ministerial panel featuring Philippine Finance Secretary Frederick D. Go and Indonesia Deputy Minister of National Development Planning Leonardo A.A. Teguh Sambodo.</p>



<p>EU Ambassador to the Philippines Massimo Santoro will join a dialogue on ASEAN-EU cooperation with Robert E.A. Borje, vice chairperson and executive director of the Philippine Climate Change Commission.</p>



<p>ASEAN Secretary-General Dr. Kao Kim Hourn, EU Ambassador to ASEAN Sujiro Seam, and European Commission representatives are also expected to participate virtually.</p>



<p>Key discussions will center on sustainability priorities under the Philippines’ 2026 ASEAN Chairmanship, including energy transition, green finance, circular economy development, sustainable trade and supply chains, and climate-resilient agriculture.</p>



<p>More than 200 representatives from government, business, development institutions and civil society are expected to attend the summit, jointly organized by the EU-ASEAN Business Council (EU-ABC) and the European Chamber of Commerce of the Philippines (ECCP).</p>



<p>Chris Humphrey, executive director of EU-ABC, said ASEAN and the EU must deepen cooperation amid multiple overlapping crises.</p>



<p>“We’re facing energy, economic and supply chain challenges that no party can address alone. ASEAN and the EU should look to each other for a reliable, long-term partnership built on shared ambitions for sustainable economic growth,” Humphrey said.</p>



<p>Paulo Duarte, president of ECCP and member of the EU-ABC Executive Board, said the next step is turning momentum into practical cooperation.</p>



<p>“The ASEAN-EU partnership has grown significantly, but the priority now is to translate that into tangible collaboration,” Duarte said.</p>



<p>The summit will also highlight the private sector’s role in advancing sustainability priorities, particularly in circular economy systems, supply chain integrity and agricultural resilience.</p>



<p>Executives from global companies, including Boehringer Ingelheim, Coca-Cola and Philip Morris International are expected to join the discussions.</p>



<p>Organizers said the event aims to move beyond dialogue and generate actionable partnerships that can support ASEAN’s long-term resilience and sustainable development agenda.</p>

<p>Japan is set to deepen its energy partnership with the Philippines, positioning Manila as one of the early beneficiaries under the Asia Zero Emission Community (AZEC) framework, as both countries mark the 70th year of diplomatic relations — underscoring a renewed push for closer cooperation in energy security, transition, and investment.</p>



<p>Former Japanese Prime Minister Kishida Fumio, Supreme Adviser to the Parliamentary Association of AZEC, said he expects the Philippines to be among the first countries to receive support under the newly launched POWERR Asia (Partnership on Wide Energy and Resources Resilience Asia), a regional financing initiative involving 11 economies aimed at strengthening energy resilience and advancing decarbonization across Asia.</p>



<p><a href="https://thephilbiznews.com/2026/05/01/marcos-meets-japans-former-pm-kishida-for-energy-talks/">Kishida made the statement during the AZEC press conference following separate meetings with President Ferdinand R. Marcos Jr.</a> and Department of Energy Secretary Sharon Garin in Manila, where discussions centered on expanding cooperation in liquefied natural gas (LNG), nuclear energy, and long-term energy system stability.</p>



<p>He stressed that growing geopolitical tensions and supply uncertainties, particularly in the Middle East, are reinforcing the urgency for more diversified and resilient energy systems in the region.</p>

<p>Kishida also underscored the importance of strengthening ASEAN-wide collaboration through AZEC, noting that Japan and the Philippines will co-host the fourth AZEC leaders’ meeting in November, which is expected to further refine regional energy cooperation mechanisms.</p>



<p>He confirmed that detailed discussions on POWERR Asia will continue among its 11 member economies—Japan, Australia, Indonesia, Lao PDR, Malaysia, the Philippines, Singapore, Thailand, Vietnam, Brunei Darussalam, and Cambodia—to define funding pathways and project priorities.</p>



<p>Japan currently has more than 540 AZEC-related projects across Southeast Asia, including over 30 in the Philippines covering renewable energy, bioenergy, and other transition-related investments.</p>



<p>President Ferdinand R. Marcos Jr. is expected to visit Japan later this month, where both sides are seen to further advance discussions on financing, strategic energy investments, and expanded cooperation under the AZEC and POWERR Asia frameworks.</p>

<p>During his meeting with President Marcos, Kishida underscored the growing importance of the Asia Zero Emission Community (AZEC) amid ongoing tensions in the Middle East, saying resilient energy supply systems are now more critical than ever for Asian economies. He said AZEC’s goal of advancing energy security, economic growth, and decarbonization simultaneously has become increasingly relevant.</p>



<p>Kishida also thanked President Marcos for joining the AZEC Plus online Summit on Energy Resilience held on April 15. He conveyed Prime Minister Takaichi’s commitment to deepen cooperation with the Philippines and work closely with President Marcos toward co-hosting the 4th AZEC Leaders’ Meeting in November.</p>



<p>He likewise handed over a letter from Prime Minister Takaichi to the Philippine leader and expressed hope that ties between the two nations would expand further this year, which marks the 70th anniversary of the normalization of diplomatic relations between Japan and the Philippines.</p>



<p>President Marcos welcomed Kishida’s visit and expressed appreciation for Japan’s longstanding support to the Philippines. He said AZEC initiatives have gained even greater importance under current global conditions and affirmed Manila’s commitment to close collaboration with Tokyo.</p>

<p>Both sides also discussed concrete cooperation under the Partnership on Wide Energy and Resources Resilience (POWERR Asia), as well as the future evolution of AZEC with stronger focus on economic and energy resilience.</p>



<p>Kishida also met with Energy Secretary Garin, thanking the Philippines for its active role under AZEC and expressing hope for continued collaboration as co-chairs of the Ministerial Meeting in September.</p>

<p>As cyber threats grow more sophisticated in the age of artificial intelligence and rising geopolitical tensions, the Department of Foreign Affairs (DFA) has strengthened its digital defenses through a joint cybersecurity program with partners from the United States and Australia.</p>



<p>In a news release dated earlier this week, the DFA has announced the completion of the Foreign Assistance Leveraged for Cybersecurity Operational Needs (Falcon) Program, a capacity-building initiative conducted with the US Department of State and Australian firm CyberCX.</p>



<p>The program wrapped up with a two-day simulation on April 14–15 at the DFA headquarters in Pasay City, testing how the agency would respond to a large-scale cyberattack, an increasingly urgent concern as governments worldwide face hacking attempts targeting sensitive data and public services.</p>



<p>Officials said the exercise validated the DFA’s ability to detect, respond to, and recover from cyber incidents, including coordination across teams handling investigation, technical recovery, regulatory compliance, and crisis communication.</p>



<p>Undersecretary Ma. Theresa B. Dizon-de Vega described the effort as part of a broader push to safeguard the country’s digital diplomatic infrastructure.</p>

<p>She emphasized in her opening remarks that the current threat environment demands that cybersecurity be treated as an “indispensable function of modern diplomacy and national security.”</p>



<p>The initiative comes at a time when AI-powered cyberattacks — ranging from phishing to deepfake-driven fraud — are becoming more common, while geopolitical rivalries have increased risks of state-backed cyber intrusions targeting government systems.</p>



<p>For ordinary Filipinos, stronger cybersecurity at the DFA means better protection of personal data submitted for passports, visas, and other consular services.</p>



<p>It also helps ensure the reliability of official documents issued by the department, including those processed through DFA-CERT, which handles authentication and apostille services used for employment, study, and migration abroad.</p>



<p>At the closing ceremony, the CyberCX team formally turned over a cybersecurity strategy and roadmap to the DFA’s Office of Asset Management and Support Services and its Information and Communications Technology Division.</p>

<p>US Embassy representatives, including Acting Deputy Economic Counselor Taylor Fincher, witnessed the turnover, highlighting continued cooperation between Manila and its allies on digital security.</p>



<p>Assistant Secretary Charmaine A. Serna-Chua said the program produced concrete tools to improve the DFA’s response to cyber incidents, including an Incident Communications Guidance Booklet and the formalization of DFA-CERT processes.</p>



<p>The lessons from the simulation will also help fast-track improvements in the DFA’s internal systems, including how records are secured and managed during cyber emergencies.</p>



<p>With more government services moving online and with Filipinos increasingly relying on digital platforms for travel and overseas work, officials said strengthening cyber resilience is no longer optional but essential.</p>



<p>The Falcon Program, they added, marks a step toward ensuring that Philippine diplomacy — and the services that support millions of Filipinos worldwide — remain secure in an increasingly complex digital landscape.</p>

<p>The Philippines and the United States have significantly strengthened their strategic economic partnership with the launch of a landmark initiative to develop the world’s first AI-native industrial acceleration hub, signaling a shared push to shape the future of advanced manufacturing, critical minerals processing, and artificial intelligence-driven industries.</p>



<p>The 4,000-hectare integrated facility in Clark, located within the Luzon Economic Corridor, is designed to anchor next-generation global supply chains while deepening long-term industrial cooperation between the two allies in a rapidly evolving global technology landscape.</p>



<p>From left to right in the announcement were: Philippine Ambassador to the United States Jose Manuel “Babe” Romualdez; Bases Conversion and Development Authority (BCDA) President and CEO Engr. Joshua “Jake” M. Bingcang; Department of Trade and Industry Undersecretary and Board of Investments Managing Head Dr. Ceferino “Perry” S. Rodolfo; United States Under Secretary of State for Economic Growth, Energy, and the Environment Jacob Helberg; United States Under Secretary of State for Political Affairs Allison Hooker; and United States Under Secretary of State for Management Jason S. Evans.</p>



<p>The initiative is anchored on the Pax Silica framework, a network of trusted partners advancing a transparent global governance system for secure, resilient, and innovation-driven silicon supply chains spanning critical minerals, semiconductors, advanced manufacturing, and artificial intelligence. It also builds on the recently signed Philippines–United States Memorandum of Understanding on Cooperation in Critical Minerals Development, reinforcing both countries’ commitment to higher-value participation in global technology ecosystems.</p>



<p>Finance Secretary Frederick Go described the initiative as a pivotal shift in the Philippines’ global economic positioning.</p>



<p>“The Philippines is ensuring that our mineral resources and strategic location are not simply supporting global industries from the margins but are actively harnessed to build the industries of the future,” Go said.</p>



<p>Trade and Industry Secretary Ma. Cristina A. Roque said the hub strengthens the country’s semiconductor and electronics roadmap by linking upstream resources with downstream manufacturing expansion.</p>



<p>“The AI-native industrial acceleration hub reinforces our semiconductor and electronics industry roadmap by linking our critical minerals advantage with our established strengths and by opening pathways toward higher value and advanced manufacturing,” Roque said.</p>



<p>“The Philippines is already a vital player in the global electronics and semiconductor value chain. This initiative will significantly expand Philippine exports—not just in volume, but in sophistication, value, and strategic relevance.”</p>



<p>The Philippines is among the world’s top nickel suppliers, accounting for 25.41% of global exports in 2024, backed by an estimated 444 million metric tons of reserves. Mineral exports also rose from $6.20 billion in 2024 to $7.62 billion in 2025, reflecting sustained global demand and stronger investor confidence.</p>



<p>The United States remains a key investment partner, ranking among the top sources of foreign direct investment (FDI) into the Philippines. Net US FDI inflows reached $162.9 million from January to October 2025, a 91% year-on-year increase, while approved US investments also recorded strong growth.</p>



<p>BCDA President and CEO Joshua M. Bingcang said the project marks a defining shift in the country’s industrial strategy.</p>



<p>“The partnerships have been forged. Now comes the work. We will put the Philippines at the center of the global AI supply chain, not at its edges,” Bingcang said.</p>



<p>“The 4,000-hectare AI-native industrial acceleration hub in the Luzon Economic Corridor is a statement of where this nation is headed: toward AI, toward advanced manufacturing, toward genuine economic sovereignty. At the heart of this transformation are Filipino workers, engineers, and families whose lives will be reshaped by the opportunities this zone will create. BCDA is proud to be the platform on which that future is being built.”</p>



<p>The AI-native industrial acceleration hub, along with a dedicated coordination platform, is expected to serve as a strategic anchor for industrial upgrading, export expansion, job creation, and long-term economic resilience—further integrating the Philippines into emerging global technology supply chains.</p>

<p>“Meralco, like all electricity distributors nationwide, operates under strict regulatory oversight to ensure that all charges are lawful, transparent, and properly vetted. Every line item reflected in the electricity bill undergoes regulatory approval before implementation,” said Meralco Vice President and Head of Corporate Communications Joe R. Zaldarriaga.</p>



<p>Among the charges included in bills are public policy charges such as the Senior Citizen Subsidy, Lifeline Rate Subsidy, and Universal Charge, which fund support programs for vulnerable sectors and other government initiatives. Also included are the Feed-in Tariff Allowance and Green Energy Auction Allowance, which are collected from all electricity end-users to help accelerate the country’s transition to cleaner energy sources.</p>



<p>Meralco stressed that these charges are mandated under existing laws and regulations.</p>

<p>“These mandated charges are remitted to the government through the appropriate agencies. They are neither new charges nor exclusive to Meralco, as they are implemented by all distribution utilities and electric cooperatives across the country,” Zaldarriaga explained.</p>



<p>The company also clarified that, similar to generation charges, transmission charges, and taxes, these are pass-through costs from which Meralco does not earn revenue.</p>



<p>“We act solely as collection agents for these costs. They do not form part of our revenues in any way,” Zaldarriaga said. “All charges reflected in electricity bills are subject to rigorous review and regulatory clearance before implementation.”</p>



<p>Meralco added that its own distribution charge has remained unchanged since it was reduced in 2022.</p>



<p>As misinformation continues to spread online, the company said it will sustain efforts to provide clear, factual, and timely information to help customers better understand their monthly bills.</p>



<p>“We will not cease our efforts to empower consumers with the right information. Transparency and accountability remain our top priorities, and we assure our customers that they may reach us anytime through our various customer touchpoints,” Zaldarriaga said.</p>
