<p>ASEAN foreign ministers have called for the restoration of safe, unimpeded, and continuous transit of vessels and aircraft in the Strait of Hormuz and the full implementation of a fragile two-week ceasefire, even as peace talks in the Middle East have stalled days after the agreement was announced.</p>



<p>In a statement issued April 13, the Association of Southeast Asian Nations warned that disruptions in one of the world’s most critical energy chokepoints could ripple across global markets and destabilize economies, particularly in Asia.</p>



<p>“We call for the restoration of the safe, unimpeded, and continuous transit passage of vessels and aircraft in the Strait of Hormuz… as well as for all parties to ensure the safety of seafarers and ships,” the ministers said.</p>

<p>The 11-nation grouping also pushed for strict compliance with the ceasefire agreed on April 8 between the United States and Iran, stressing the need to prevent further escalation.</p>



<p>“We call for the full and effective implementation of the ceasefire… minimizing disruption to the flow of energy and essential goods, and mitigating its adverse impact on global economic stability,” the statement read.</p>



<p>ASEAN urged all parties to return to negotiations despite the breakdown in talks as of Sunday, warning that continued hostilities threaten both regional and global stability.</p>



<p>“We urge the United States… and the Islamic Republic of Iran to continue negotiations that will lead to the permanent end of the conflict and lasting peace and stability in the region,” it said.</p>



<p>The bloc also called on all sides to “exercise utmost restraint, cease all hostilities, [and] avoid any acts that may aggravate the situation.”</p>

<p>ASEAN is a regional bloc working together on economic, political, and security issues. With a combined population of over 670 million and a roughly $3.6 trillion economy, it is among the world’s largest economic groupings.</p>



<p>The region is highly sensitive to disruptions in global energy supply chains. The Strait of Hormuz—located between the Persian Gulf and the Gulf of Oman—is a critical chokepoint through which about 20% of the world’s oil and LNG passes.</p>



<p>A large share of that energy is bound for Asia. Estimates suggest nearly 90% of oil shipments through Hormuz head to Asian markets, with Southeast Asian economies heavily reliant on Middle Eastern crude and gas imports.</p>



<p>Any disruption to this route can quickly translate into higher fuel costs, rising food prices, and broader inflation pressures, particularly for energy-importing countries.</p>



<p>The ASEAN statement comes amid a rapidly evolving situation in the Middle East following a two-week ceasefire agreement announced on April 8 involving the United States and Iran, with mediation by Pakistan and indirect involvement of Israel.</p>

<p>While the deal included commitments to pause major attacks and reopen the Strait of Hormuz for safe energy shipments, the truce has proven fragile.</p>



<p>News reports indicate that violations have already occurred on multiple fronts; fighting continues in areas such as Lebanon, where the ceasefire terms remain unclear; and peace negotiations have stalled as of Sunday, raising the risk of renewed escalation.</p>



<p>Analysts describe the situation as a “dangerous pause,” a temporary de-escalation rather than a durable peace.</p>



<p>Against this backdrop, ASEAN underscored the need for diplomacy and adherence to international law.</p>



<p>“We underscore the importance of maintaining regional peace, stability and prosperity… and promoting earnest dialogue and diplomacy as the primary means of addressing conflicts,” the ministers said.</p>



<p>The bloc also reiterated that all states must “resolve their differences through peaceful means,” protect civilians, and respect sovereignty — principles it warned are critical to preventing a wider global crisis.</p>

<p>Businesses operating in economic zones and freeports can now let most of their workers stay home, as the government moves to ease the impact of the ongoing energy crisis.</p>



<p>The Fiscal Incentives Review Board (FIRB) has approved a temporary work-from-home (WFH) setup of up to 90% of employees for registered business enterprises (RBEs), without affecting the tax perks and incentives they receive.</p>



<p>The move comes after Ferdinand Marcos Jr. declared a national energy emergency under Executive Order No. 110 on March 24, 2026, following supply disruptions linked to the conflict in the Middle East.</p>

<p>“We are extending full support to our investors as we navigate through this energy emergency, so they can remain competitive and keep their operations running smoothly. In line with our promise in the CREATE MORE Act, we are prepared to provide a responsive incentives regime that not only safeguards workers, but supports investors and their businesses,” FIRB Chairperson Frederick D. Go said.</p>



<p>Under the new rules, investment promotion agencies (IPAs) — such as those managing economic zones — can allow companies to shift up to 90% of their workforce to remote work. However, depending on the nature of operations, they may require at least 50% of employees to still report onsite.</p>



<p>The policy is part of the implementing rules of the CREATE MORE Act, which allows temporary adjustments for businesses during emergencies.</p>



<p>While companies are given flexibility, they must still follow strict rules to keep their incentives.</p>



<p>Firms must:</p>



<ul class="wp-block-list">
<li>Inform their zone authority before shifting to WFH</li>



<li>Submit reports on equipment and assets used outside ecozones</li>



<li>Provide monthly updates on operations</li>
</ul>

<p>If companies exceed the allowed WFH limit, they will face penalties, including paying higher taxes on the excess portion.</p>



<p>There are also tighter controls on moving tax-free equipment outside ecozones. Companies must get approval and post a bond to ensure these assets are properly accounted for.</p>



<p>Despite the shift to remote work, companies are required to:</p>



<ul class="wp-block-list">
<li>Keep their current number of employees</li>



<li>Maintain their export revenues</li>
</ul>



<p>This ensures that while businesses get flexibility, jobs and economic output are protected.</p>



<p>“Through this temporary measure, we are striking the right balance between flexibility and accountability, ensuring that businesses can continue operating safely and efficiently while upholding fiscal discipline and protecting government revenues,” Secretary Go said.</p>



<p>The temporary WFH arrangement is effective from March 24, 2026 and will remain in place for up to one year, unless the energy emergency is lifted or extended earlier.</p>

<p>The Philippine government is pursuing oil and energy exploration partnerships with countries such as Australia, the United Kingdom, and Israel, the Department of Energy (DOE) said Friday, as it faces mounting criticism over a possible joint exploration deal with China.</p>



<p>Speaking at a Malacañang press briefing, Energy Secretary Sharon Garin stressed that the Philippines is not dependent on any single foreign partner, even as discussions with China remain on the table but unresolved.</p>



<p>The clarification comes amid public and political backlash following reports that the government may revive joint exploration talks with Beijing, raising concerns over sovereignty and energy security in the West Philippine Sea.</p>



<p>Garin said President Ferdinand R. Marcos Jr. has already signed eight exploration contracts covering oil, natural gas, and hydrogen, involving a range of international partners.</p>

<p>“So, nandiyan na po iyong mga kontrata na iyan… but most of those are different countries or partners — Australia, UK, Israel, iba’t iba po,” Garin said, emphasizing that the Philippines is not limited to one partner and can work with countries capable of exploration.</p>



<p>She added that while joint exploration with China remains an option, no concrete agreement has been finalized.</p>



<p>“Hindi isang bansa lang ang puwede tayong mag-partner… As of now, hindi pa nasa-submit kung ano iyong mga proposal nila,” she said.</p>



<p>Garin also noted that China continues to honor its supply commitments to the Philippines, ensuring stable energy imports, but clarified that discussions on exploration are separate.</p>

<p>The energy chief highlighted that some projects, such as the Malampaya expansion, are fully Filipino-led.</p>



<p>“Malampaya is purely Filipino… Filipinos can do this,” she said, adding that two of three ongoing drilling activities have been successful so far.</p>



<p>She also said the country is exploring emerging energy sources such as natural hydrogen, with projects involving foreign partners, including a U.S. firm providing technical expertise.</p>



<p>Garin emphasized that working with multiple countries allows the Philippines to strengthen its energy security while gaining access to advanced technologies, even as debates continue over the role China may play in the country’s upstream energy sector.</p>

<p>The New Manila International Airport (NMIA) project in Bulacan was recently presented at the 12th OECD Workshop for Financial Institutions in Paris as a case study in aligning major infrastructure developments with international environmental and social standards.</p>



<p>San Miguel Aerocity Inc. (SMAI), the project proponent, was invited to present NMIA before export credit agencies, commercial and development banks, development finance institutions, and environmental and social advisory firms from across the OECD’s 38 member countries.</p>



<p>The project was featured as a plenary case study, highlighting its alignment with the International Finance Corporation (IFC) Performance Standards and the Equator Principles—frameworks widely used by global lenders in evaluating large-scale infrastructure projects. SMAI presented alongside Atradius Dutch State Business (DSB), the project’s export credit insurer, and Earth Active, one of its independent environmental and social consultants.</p>

<p>SMAI said the presentation underscored NMIA’s transition from local regulatory compliance to internationally aligned environmental and social frameworks. This includes strengthened internal management systems and the implementation of biodiversity protection and social risk mitigation measures for the project’s complex coastal site, which includes critical habitats.</p>



<p>Participants viewed NMIA as a credible and transparent example of infrastructure development under challenging environmental and social conditions. They also cited the company’s openness in addressing early-stage challenges, its capacity-building efforts, and its adaptive management approach—particularly in biodiversity offsets and social performance.</p>



<p>The project was also discussed as a practical reference for lender decision-making in emerging markets, demonstrating how collaboration between project sponsors and financiers can address gaps and enhance environmental and social performance over time.</p>



<p>“The NMIA project is a clear example of how cooperation among financial institutions and consultants can support developers in achieving compliance with international standards. We carefully evaluated the project and decided to support it. The results show that the effort was worthwhile,” said Marije Hensen of Atradius Dutch State Business, the Dutch export credit agency.</p>



<p>SMAI added that flooding risks, land stability, and environmental safeguards have been central considerations in NMIA’s technical and environmental reviews from the outset. These continue to be addressed through ongoing assessment, mitigation planning, and oversight under both Philippine regulations and international lender standards.</p>



<p>Founded in 1961, the Paris-based Organisation for Economic Co-operation and Development (OECD) has played a key role in shaping global policies on corporate governance, sustainability, and responsible business conduct, with many of its frameworks adopted beyond member countries.</p>



<p>SMAI said its participation in the workshop reflects its continued engagement with the international project finance and environmental and social community, reinforcing its position as a Philippine infrastructure developer capable of operating within OECD, export credit agency, and global lender governance frameworks.</p>

<p>The Commission on Filipinos Overseas (CFO) is moving beyond traditional migrant integration, pivoting toward a sophisticated &#8220;diaspora engagement&#8221; model that treats the 10.7 million Filipinos abroad as permanent strategic partners rather than temporary laborers.</p>



<p>The shift marks a transition from the &#8220;brain drain&#8221; anxieties of the 1970s to a &#8220;brain gain&#8221; framework. This modern strategy focuses on dual-citizenship mobilization, technology transfer, and philanthropic investment, aiming to integrate the global Filipino community into the nation’s long-term development goals.</p>



<p>For decades, the metric of success for the Filipino diaspora was strictly fiscal: the billions of dollars in annual remittances that anchor the Philippine peso.</p>



<p>However, the CFO’s new direction under Secretary Dante “Klink” Ang II aligns with a growing body of academic research suggesting that social remittances — the transfer of ideas, skills, and global norms — are more transformative for developing nations than cash alone.</p>



<p>A landmark study &#8220;Engaging the Asian Diaspora&#8221; (IOM-MPI Issue in Brief 7) published in November 2012 by the Migration Policy Institute (MPI)&nbsp;and the International Organization for Migration (IOM),&nbsp;highlights that effective diaspora engagement requires moving past &#8220;ATM-style&#8221; relationships.</p>



<p>Research indicates that when governments create formal pathways for professional diasporas to consult on domestic policy or mentor local startups, the resulting &#8220;circular migration&#8221; of knowledge accelerates industrial innovation more rapidly than foreign direct aid.</p>



<p>The CFO’s pivot is supported by behavioral studies on migrant loyalty.</p>



<p>According to the Journal of International Economics, the &#8220;diaspora effect&#8221; significantly lowers the barriers to international trade.</p>



<p>Migrants act as &#8220;information bridges,&#8221; reducing the risks for foreign investors who might otherwise find the Philippine regulatory landscape opaque.</p>



<p>Furthermore, research published in World Development suggests that high-skilled migrants are more likely to invest in their home countries when the government provides structured, transparent platforms for engagement.</p>



<p>By formalizing programs like the Lingkod sa Kapwa Pilipino (Linkapil), the CFO is leveraging the &#8220;altruistic investment&#8221; model identified by economists as a more stable capital source than volatile venture capital.</p>



<p>As the Philippines navigates a post-pandemic economy, the CFO’s direction is clear: the country’s greatest resource isn&#8217;t just the hands that work abroad, but the minds that stay connected to home.&nbsp;</p>



<p>The CFO, established under Batas Pambansa Blg. 79, is dedicated to the welfare and empowerment of Filipinos permanently residing abroad. It is distinct from the Department of Migrant Workers, which primarily addresses the needs of overseas Filipino workers (OFWs) and other temporary migrants.</p>

<p>Anchored on the theme “Partners for a Sustainable Future,” Department of Foreign Affairs (DFA) Director for European Affairs Ferdinand Flores, said the milestone highlights both enduring friendship and forward-looking cooperation.</p>



<p>“What began as formal diplomatic engagement has grown into a multifaceted relationship spanning maritime cooperation, trade and investment, renewable energy, and people-to-people exchanges,” the DFA official said.</p>



<p>The DFA emphasized that shared principles continue to underpin bilateral ties.</p>

<p>“As maritime nations, our countries share a deep connection to the seas… With the ever present challenges of climate change, our collaboration in offshore wind, energy efficiency, and environmental stewardship has taken on even greater significance,” Flores added.</p>



<p>Meanwhile, Danish Ambassador Franz-Michael Mellbin traced the partnership’s roots to the post-war global order, stressing its continued relevance.</p>

<p>“We were amongst the first wave of nations to recognise the Philippines… as founding members of the United Nations, coming together after the chaos of World War II to build a rules-based system,” Mellbin said.</p>



<p>He highlighted the maritime sector as a long-standing anchor of relations, particularly the role of Filipino seafarers in Danish shipping.</p>



<p>“Denmark is a great seafaring nation… and the Philippines is the largest crewing country in the world. That relationship has been a great mainstay of our relations.”</p>



<p>Mellbin also pointed to expanding engagement, including the planned deployment of a maritime attaché at the Danish Embassy in Manila to further strengthen cooperation in maritime and defense sectors.</p>



<p>On the Philippine side, Ambassador Pablito Mendoza reaffirmed shared commitments to multilateralism and sustainable development, noting the resilience of bilateral ties despite geographic distance.</p>

<p>The defense dimension was underscored by the choice of venue, with the Philippine Navy highlighting growing opportunities for deeper collaboration.</p>



<p>Representing Flag Officer in Command Vice Admiral Jose Ma Ambrosio Q Ezpeleta, Rear Admiral Juario Marayag emphasized that the partnership extends into emerging defense domains.</p>



<p>“We see prospects for collaboration on naval defense, cyber defense, and shipbuilding, as well as addressing threats to maritime security,” Marayag said.</p>



<p>He stressed the strategic importance of the maritime domain beyond geography.</p>



<p>“The maritime domain is more than a physical expanse, but a space where peace, stability, and freedom of navigation must be sustained… The security of our waters is inherently connected to the prosperity of our countries and people.”</p>



<p>Marayag added that Denmark’s strength in maritime innovation and sustainability serves as a benchmark for the Philippine Navy’s ongoing modernization.</p>



<p>“We find a natural partner in Denmark… as we pursue the continuing transformation of our naval forces and the furthering of our maritime capabilities.”</p>



<p>He said the milestone event paves the way for stronger naval engagement moving forward.</p>

<p>For MHR, mindfulness is not confined to a single program. It flows through every part of the guest experience — from streamlined service operations and thoughtfully designed menus, to intentional communication and responsible investments.</p>

<p>“Mindful travel is a cause Megaworld Hotels &amp; Resorts wants to rally for in the industry. It is not a campaign; we want to start a movement whereby everyone is conscious of what we do when we travel,” Cleofe Albiso, Managing Director of Megaworld Hotels &amp; Resorts, said.</p>



<p>It’s a philosophy that feels especially relevant today, when so much feels beyond control. Mindfulness, in this sense, offers something grounding: the ability to focus on what can still be shaped — our choices, our habits, our impact.</p>



<p>“Mindful travel can be as simple as reusing your linens and towels during your stay or turning off the lights and aircon when you step out the room knowing that these small yet deliberate actions can make a huge difference,” she said.</p>

<p>These small choices, repeated over time, become a form of quiet resistance against waste and excess. They also offer travelers a sense of participation, of being part of something larger than themselves.</p>



<p>The idea extends beyond the room. Guests are encouraged to bring reusable bottles, opt for plant-based meals, and support local communities. These are not grand gestures, but they carry weight precisely because they are doable.</p>



<p>Recently, this mindset took center stage at the MeGreen Mindful Travel Forum, where over 200 leaders from MHR’s properties gathered to align on a shared vision. The message was clear: Meaningful change does not always come from sweeping actions, but from consistent, intentional ones.</p>



<p>That philosophy resonates deeply in today’s climate. As headlines grow heavier and uncertainties linger, there is a quiet power in choosing to act with purpose — even in the smallest ways.</p>



<p>The forum’s keynote speaker, Jose Ma. Lorenzo Tan, known for pioneering Earth Hour in the Philippines, reinforced this urgency, reminding participants that mindfulness must translate into real environmental responsibility.</p>

<p>In practice, this has led to initiatives such as energy-efficient food preparation, sustainability-driven room packages, and partnerships with communities — from the Ati Komunidad in Boracay to coral reef restoration efforts in Cebu.</p>

<p>The Philippines has unveiled an ambitious plan to raise the country’s semiconductor and electronics exports to $110 billion annually by 2030. The Philippine Semiconductor and Electronics Industry (PSEI) Roadmap**, presented by the Department of Trade and Industry’s (DTI) Board of Investments (BOI), charts the path for the country to become a globally competitive semiconductor and electronics powerhouse.</p>



<p>Presented during the 4th Meeting of the Semiconductor and Electronics Industry Advisory Council (SEIAC) on March 23 at Malacañang, the roadmap positions the Philippines as a premier global packaging partner, targeting $70 billion in semiconductor exports and $40 billion in electronics exports by 2030. A five-year workforce plan will also train and upskill 128,000 semiconductor professionals to meet the industry’s evolving technical demands.</p>



<p>Executive Secretary Ralph G. Recto, who chairs the Council, reaffirmed the Marcos administration’s commitment to implementing the roadmap’s priority actions. He highlighted the semiconductor and electronics sector—responsible for nearly 60 percent of the country’s export earnings and employing around three million Filipinos—as a critical driver of economic growth and job creation.</p>



<p>“It is an employment leader and economic winner essential to national progress,” Recto said.</p>



<p>Following the Council’s endorsement, BOI Executive Director Ma. Corazon Halili-Dichosa detailed the roadmap’s strategic vision and the government support needed to achieve its objectives.</p>



<p>Developed by DTI in coordination with industry stakeholders, research institutions, and partner government agencies, the PSEI Roadmap identifies interventions across the semiconductor value chain—from advanced packaging and integrated circuit (IC) design to long-term front-end manufacturing capabilities. The plan also includes establishing up to three national semiconductor laboratories, each with specialized research, fabrication, R&amp;D roadmaps, and talent development frameworks.</p>



<p>DTI Secretary Cristina A. Roque stressed the importance of the roadmap in sustaining the Philippines’ leadership in semiconductor exports.</p>



<p>“Semiconductors are our number one export, and we want to keep growing that. The PSEI Roadmap tells us exactly what we need to do—and who needs to do it,” Roque said.<br>“The more this sector grows, the more jobs it creates for our people.”</p>



<p>Roque added that the roadmap provides a framework for moving up the value chain—from packaging to IC design and, eventually, wafer fabrication.</p>



<p>“The biggest driver of that transition is not just promotion but policy reform, and this roadmap identifies exactly the reforms we need to make it happen,” she said.</p>



<p>The Council also flagged the Philippines’ 2026 ASEAN Chairmanship as an opportunity to highlight the country as an emerging semiconductor hub in the region. Recto directed strict monitoring of the roadmap, including setting deadlines, assigning responsibilities, and identifying reforms requiring legislation, executive action, or budgetary support.</p>



<p>“Otherwise, it is just paper with ambition printed on it,” Recto said.</p>

<p>“This is a landmark investment that will redefine the future of our automotive industry. And the even more exciting possibility is that we could be an exporter of hybrid cars,” said Finance Secretary Frederick D. Go in a news release.</p>



<p>MMC is also looking at the possibility of exporting products from its Laguna plant.</p>



<p>By producing HEVs locally, the Philippines can reduce oil import dependence and cut urban emissions —while aligning with the Electric Vehicle Industry Development Act (EVIDA) and positioning the country for a seamless transition toward full electrification as battery costs decline and renewable energy capacity grows.</p>

<p>The Marcos administration’s Green Lane Initiative is beginning to deliver, with approved projects steadily moving into construction and operations, supporting a growing ₱6.43-trillion investment pipeline.</p>



<p>The Department of Trade and Industry (DTI), through the Board of Investments (BOI), reported that 244 projects have been granted Green Lane certification as of March 2026, covering priority sectors such as renewable energy, infrastructure, water, digital connectivity, and food security.</p>



<p>Bulk of the investments remain in early stages, with 171 projects worth ₱5.79 trillion still in pre-development—highlighting both the scale and complexity of big-ticket ventures requiring multi-agency approvals.</p>



<p>However, implementation is gaining ground. Forty-six projects valued at ₱359.64 billion are now under construction, while eight projects worth ₱6.99 billion are in pre-operation. Another 19 projects totaling ₱266.85 billion are already operational, particularly in energy and digital infrastructure.</p>



<p>Trade Secretary and BOI Chair Cristina Roque said accelerating these projects is critical, especially as the country faces energy supply pressures.</p>



<p>“Fast-tracking renewable energy and related infrastructure is key to stabilizing costs and sustaining economic activity. Streamlined permitting and stronger inter-agency coordination remain a priority,” Roque said.</p>



<p>Institutionalized under Executive Order No. 18, the Green Lane Initiative aims to cut red tape by expediting permits and clearances for strategic investments through closer coordination among government agencies and local government units.</p>



<p>Early gains are evident. The 100-megawatt Pasuquin Solar Power Project of Nanchao Renewable Energy Corp. secured a key regulatory approval in just four months—significantly faster than the typical nine-month process.</p>



<p>With more projects moving forward, the DTI expects the initiative to translate investments into jobs, improved infrastructure, and more reliable energy supply—key pillars for sustained economic growth.</p>
