Southeast Asia is entering a critical period where energy security and economic stability are inseparable. A recent report by the ASEAN+3 Macroeconomic Research Office (AMRO) warns that climate change, rising electricity demand from AI and digital infrastructure, and geopolitical tensions are putting unprecedented pressure on the region’s energy systems. For governments and businesses alike, strengthening energy resilience is no longer just a technical concern—it has become a macroeconomic necessity.

Frequent floods and typhoons continue to disrupt power grids, fuel supply chains, and logistics networks, creating ripple effects that push up costs, strain fiscal budgets, and disrupt business operations. At the same time, Southeast Asia’s rapid adoption of AI and expansion of data centers is driving electricity demand higher, projected to double by 2050. If power generation cannot scale quickly, governments may be forced to rely more heavily on fossil fuels, which could compromise climate goals and energy sustainability.

The report urges both public and private sectors to take decisive action. Key measures include investing in climate-resilient infrastructure, expanding electricity generation, strengthening transmission networks, and accelerating the deployment of renewable energy. Financial tools, such as insurance and capital-market instruments, can help manage the fiscal impact of climate shocks while supporting private sector investment in sustainable energy solutions.

For ASEAN businesses, the message is clear: proactively adapting to energy challenges is essential not only for operational stability but also for long-term competitiveness. Companies that invest in resilient, sustainable energy systems will be better positioned to weather disruptions, reduce costs, and thrive in a rapidly changing economic landscape.

The Philippines and China have resumed high-level diplomatic engagements, with discussions centered on the global fallout from the Middle East conflict, energy and fertilizer security, and maritime tensions in the South China Sea, the Department of Foreign Affairs (DFA) said in a news release from Quanzhou, China over the weekend (March 28).

This marks an early follow-through to President Ferdinand R. Marcos Jr.’s March 24 statement in a Bloomberg interview to reset bilateral relations.

During back-to-back meetings — the 24th Foreign Ministry Consultations (FMC) and the 11th Bilateral Consultation Mechanism (BCM) on the South China Sea held on March 27–28 in Quanzhou, both sides underscored the urgency of ensuring stable access to critical resources amid global uncertainty.

The consultations, led by Foreign Affairs Undersecretary Leo M. Herrera-Lim for the Philippines and Vice Foreign Minister Sun Weidong for China, also set the stage for sustained diplomatic engagement, with both sides confirming a meeting between their foreign ministers within the year.

SCREENGRABBED FROM DFA FB PAGE

The Philippines also welcomed China’s hosting of a marine science and technology symposium in Qingdao in September 2026, focusing on ocean meteorology. Representatives from the Department of Science and Technology–Philippine Atmospheric, Geophysical and Astronomical Services Administration (DOST-PAGASA) are expected to participate.

With geopolitical tensions disrupting supply chains, the two countries discussed the need to safeguard energy and fertilizer access, alongside potential cooperation in renewable energy, trade, and agriculture. The reconvening of bilateral mechanisms was identified as key to advancing these efforts.

At the same time, maritime security remained a central issue.

The Philippine delegation raised concerns over incidents in the South China Sea affecting the safety of Filipino personnel and fishermen, including actions that have disrupted lawful activities and posed risks at sea.

Manila reiterated its commitment to diplomacy while firmly asserting its positions under international law, particularly the 1982 UNCLOS and the 2016 South China Sea Arbitral Award.

SCREENGRABBED FROM DFA FB PAGE

The Philippines emphasized the importance of sustained communication and practical cooperation to manage differences, including ongoing efforts to enhance coast guard-to-coast guard communication, ocean meteorology collaboration, and initial discussions on possible oil and gas cooperation.

Beyond security and economic concerns, both sides also explored ways to revive people-to-people exchanges, including visa-free arrangements, expanded connectivity, and new direct air routes to boost tourism and bilateral engagement.

As ASEAN Chair, the Philippines reaffirmed its commitment to upholding ASEAN centrality and promoting a rules-based regional order amid evolving geopolitical tensions.

The Quanzhou meetings build on earlier rounds of dialogue held in Cebu and Beijing this year, signaling a step-by-step process of re-engagement between the two countries.

The FMC was last held in Manila in March 2023, while the previous BCM meeting took place in Xiamen in January 2025.

Both engagements align with President Marcos Jr.’s directive to pursue dialogue and diplomacy with China in line with Philippine national interest, while safeguarding the country’s sovereignty, sovereign rights, and jurisdiction.

Amid continued volatility in global oil markets driven by tensions in the Middle East, the Department of Energy (DOE) said it is accelerating the grid entry of 1,471 megawatts (MW) in new capacity from 22 power projects targeted for operation by April 2026.

According to a DOE news releaase, the move supports the government’s response under Executive Order No. 110 to secure stable and reliable electricity supply, while cushioning the impact of rising fuel costs on households and businesses.

“At a time when the country must act with urgency and discipline to protect the integrity of the power system, the timely delivery of committed capacity is imperative,” said Energy Secretary Sharon S. Garin.

Biomass. FILE PHOTO

“Every megawatt that can be safely and lawfully brought into the grid strengthens our ability to meet demand, manage supply risks, and protect consumers. The Department is fully engaged across the entire power value chain, from generation to transmission to market operations to help ensure that these projects move forward at the soonest possible time,” the DOE secretary said.

According to the DOE, all 22 projects are in advanced construction or final testing stages. Once online, they are expected to boost supply margins, meet rising demand, and reinforce grid reliability in the near term.

The pipeline is heavily anchored on renewable energy. Twelve solar projects will contribute about 1,284 MW, alongside six hydro plants (48.23 MW), two biomass facilities (38 MW), one wind project (13.56 MW), and a 20 MW Integrated Renewable Energy Storage System (IRESS).

These projects form part of the 200 power plants President Ferdinand R. Marcos Jr. ordered fast-tracked over the next three years in his fourth State of the Nation Address, underscoring a broader push toward a more diversified and resilient energy mix.

FILE PHOTO

Progress is already underway. Of the 200 projects under DOE monitoring, 24 plants with a combined capacity of 1,178.642 MW are now in commercial operation. Three solar plants alone went online this month.

In parallel, seven Battery Energy Storage System (BESS) facilities with a total capacity of 190 MW are also operational, providing added flexibility to manage supply and demand.

To keep projects on track, the DOE is working closely with the National Grid Corporation of the Philippines (NGCP), Energy Regulatory Commission (ERC), and Independent Electricity Market Operator of the Philippines (IEMOP) to resolve transmission, interconnection, inspection, and registration requirements and avoid delays in commercial rollout.

The DOE said it will continue close monitoring and coordination with industry stakeholders to ensure timely delivery of new capacity in line with technical, safety, and regulatory standards.

As tensions in the Middle East ripple through global energy markets and disrupt long-standing trade flows, the Philippines is quietly strengthening ties with a different set of partners — countries that offer not just capital and technology, but a shared commitment to rules, resilience, and reform.

At the first Nordic Day celebration on March 24, diplomats from Denmark, Finland, Norway, and Sweden — joined by Iceland — outlined a partnership that is increasingly strategic in a world where supply chains are uncertain and geopolitical risks are rising.

The message was clear: as traditional trade mechanisms come under strain, smaller but stable economies like the Nordics are becoming vital anchors.

H.E. Franz-Michael Mellbin, Ambassador of Denmark to the Philippines.

For Ambassador Franz Michael Melbin of Denmark, the Nordic relationship with the Philippines rests on something deeper than trade: “The Nordic family represents eight flags and five countries, yet we are united by something deeper: trust.”

He said that this trust, rooted in democratic values, accountability, and inclusion, forms the backbone of cooperation: “Our relationship with the Philippines is not defined by distance, but by our joint direction… a belief that international partnerships can improve the welfare and prosperity of our peoples together.”

That alignment is becoming more critical as global instability, both from war-driven oil shocks and protectionist trade policies, forces countries like the Philippines to diversify partners.

Security, sovereignty, and a fragile rules-based order

The shifting geopolitical landscape was addressed more directly by Ambassador Saija Nurminen of Finland, who warned that the global system itself is under pressure: “In a world where security guarantees can resemble racketeering, and free trade is hampered by tariffs — cooperation in defense and security has never been more important.”

She pointed to flashpoints from Ukraine to the West Philippine Sea, underscoring that peace must be actively defended: “Peace is not a gift granted, but a right upheld — and too often a struggle fought.”

She also praised Philippines’ own stance, particularly its support for Ukraine and adherence to UNCLOS, s part of a broader effort to uphold international law.

But Finland’s ambassador said newer threats are also emerging: “Both the Philippines and the Nordic countries are targets of… cyberattacks, disinformation campaigns, and intimidation.”

In this context, digital resilience and security cooperation are becoming just as important as traditional diplomacy.

Trade, jobs, and a ‘vote of confidence’ in PH

Beyond shared values, the Nordic presence in the Philippines is increasingly economic, and tangible.

H.E. Christian Halaas Lyster, Ambassador of Norway to the Philippines.

According to Ambassador Christian Halaas Lyster of Norway, Nordic companies are trading and investing: “Many Nordic businesses are not only here to trade; they are investing in new jobs and opportunities… within advanced and cutting-edge high technology sectors.”

He said these investments already employ tens of thousands of Filipinos across industries — from maritime and renewable energy to digital services: “Our trade is thus not just the exchange of goods, but the exchange of opportunity and transformation.”

This reflects a broader pattern: Nordic firms are drawn to the Philippines’ young workforce, growing market, and strategic location, while Manila looks to the Nordics for high-quality, sustainable investments.

From green energy to digital governance

H.E. Anna Ferry, Ambassador of Sweden to the Philippines.

The scope of cooperation is also expanding rapidly.

For Anna Ferry of the Embassy of Sweden, the partnership is increasingly future-oriented: “Together, we can support digitalization of public services and a modern health care system for all… reshape the shipping industry… and help position the Philippines as a leader in the energy transition.”

Nordic countries are global leaders in renewable energy, smart cities, and sustainable mining — areas where the Philippines is seeking both investment and expertise.

But Ferry stressed that economic ties alone are not enough: “The strongest bridges between nations are built not of steel, but of people.”

Indeed, one of the most enduring links between the Philippines and the Nordics is human. Around 18,000 Filipinos live in Norway, many in maritime professions. Nordic countries are also increasingly looking to Filipino workers to address labor shortages, while tourism and cultural exchanges continue to grow from a small base.

Institutions like the Nordic Chamber of Commerce reflect this momentum, supporting expanding business activity across sectors — from wind energy and shipping to healthcare and digital infrastructure.

The timing of this deepening engagement is not accidental.

As conflict in the Middle East threatens fuel supply stability and raises costs for energy-importing countries like the Philippines, and as global trade faces fragmentation, the need for reliable, rules-based partners has become urgent.

The Nordic model of open markets combined with strong social protections, innovation, and sustainability offers a compelling alternative.

As Ambassador Ferry put it: “The Nordic choice is cooperation over fragmentation, and partnership over isolation.”

For the Philippines, that choice has become essential.

The Manila Electric Company (Meralco) has forged a strategic partnership with Korea Hydro & Nuclear Power (KHNP) and the Export-Import Bank of Korea (KEXIM) to advance the Philippines’ nuclear energy program. The Memorandum of Understanding (MOU) marks a significant step toward strengthening energy security and promoting sustainable power solutions in the country.

KHNP, a subsidiary of Korea Electric Power Corporation (KEPCO) and Korea’s largest power generator, brings decades of nuclear expertise, while KEXIM, the state-owned export credit and financing agency, will help explore funding options for potential nuclear projects in the Philippines.

The collaboration will support Meralco’s Nuclear Energy Strategic Transition (NEST) program through joint studies on reactor design, engineering, and regulatory frameworks. The partnership also aims to build local capability via training programs, employee exchanges, and technical knowledge-sharing initiatives to ensure long-term operational readiness.

Beyond technical expertise, the three organizations will work together on early-stage project development, including public acceptance programs, site selection studies, and project planning—key steps in assessing the feasibility of nuclear power in the Philippines.

Financial collaboration is also a focus. KEXIM will examine financing structures and credit facilities to support Meralco’s future nuclear projects alongside KHNP and other Korean partners.

“Nuclear energy offers the Philippines a way to diversify its power sources, strengthen energy security, and reduce vulnerability to fuel price fluctuations. Working with KHNP and KEXIM gives us access to global expertise and helps us study technology, business models, and financing options in detail. This MOU is a critical first step in our nuclear energy journey,” said Meralco Chairman and CEO Manuel V. Pangilinan.

The United Kingdom formally relaunched its enhanced Growth and Investment Partnership Plus (GIP+) with the Philippines on February 23, signaling a shift from policy planning to concrete project delivery across clean energy, infrastructure, and climate resilience.

The relaunch, held at a reception hosted by the British Embassy in Manila, coincided with UK Minister for the Indo-Pacific Seema Malhotra’s first official visit to the Philippines and the 80th anniversary of diplomatic relations between the two countries.

PHOTO FROM THE BRITISH EMBASSY IN MANILA

“For eight decades, the UK and the Philippines have been close and reliable partners, united by shared values, close economic ties, and a commitment to a stable, prosperous Indo Pacific, a region which will shape more than half of global growth by 2050,” Minister Malhotra said.

The renewed partnership aims to mobilize public and private capital, technical expertise, and regulatory support to accelerate investments in clean energy, clean water, transport infrastructure, and capital markets reform. It also seeks to unlock private capital flows and strengthen regulatory frameworks, including support for transformational infrastructure initiatives such as the Luzon Economic Corridor.

Malhotra emphasized that deepening bilateral cooperation comes at a critical time.

PHOTO FROM THE BRITISH EMBASSY IN MANILA

“Today, we celebrate our enduring friendship with the Philippines as we look this week to how we can take our partnership to the next level, underpinned by shared purpose and our strong and thriving people-to-people links,” she added.

She said this is why GIP+ will be a next chapter is rooted in action. When the Philippines signaled its intention to open its economy and attract greater investment, the UK moved quickly to support that vision.

The UK’s engagement has expanded across sectors — from greener transport and sustainable finance to climate resilience programs that translate policy alignment into tangible outcomes. According to Malhotra, UK-backed cooperation has already produced measurable results.

“Working together has helped the Philippines write its first national plan for dealing with climate impacts and set up a platform to bring in $250 million for farming to provide greater resilience with a changing climate,” she said.

Calling the relaunch a defining moment, Malhotra stressed the urgency of moving forward, she said, “this is the moment to turn plans into action and plans into results.”

Looking ahead, she framed GIP+ as a long-term strategic investment.

“As we look to the next 80 years of bilateral relations, the choices and the investments we make today will be the foundation on which future generations will build, ensuring a better future for our people and a more sustainable and secure world,” she said.

The European Union has opened applications for a €1.8-million (approximately ₱125 million) grant facility aimed at accelerating the green and circular transformation of Filipino micro, small, and medium enterprises (MSMEs).

The funding is part of the €60-million (₱3.67 billion) EU-Philippine Green Economy Partnership and will support projects that help MSMEs transition from traditional business models to more sustainable, circular practices.

The grant program, titled “Green Up to Scale Up: MSME Transformation Grant,” is managed by Expertise France under the partnership’s “Green Business, Infrastructure and Finance” project, in collaboration with the Department of Trade and Industry (DTI).

The greenhouse uses solar energy to dry seaweed for a more efficient, economical, and sustainable process of drying agricultural products. PHOTO FROM THE DEPARTMENT OF TRADE AND INDUSTRY.

The call targets priority industries including agriculture and fisheries, tourism and hospitality, food, and textile—sectors seen as critical to reducing organic, plastic, and textile waste while strengthening climate and economic resilience.

Rather than funding individual firms directly, the grants will support networks of organizations that can design and implement business support programs for MSMEs. These network-rooted solutions aim to address systemic gaps that hinder the development of a circular economy in the Philippines.

European Union Ambassador to the Philippines Massimo Santoro underscored the EU’s commitment to sustainability and economic cooperation.

“The EU supports the green transition as part of its mission to build stronger economic linkages between the EU and the Philippines. Showing that the circular economy has a great return on investment will inspire other MSMEs to embrace the green transition,” he said.

Sculpture of a whale killed by swallowing plastic trash. PHOTO FROM GREENPEACE WEBSITE

“We hope for many interesting applications,” he added.

MSMEs account for over 99 percent of businesses in the Philippines, making them central to the country’s shift toward an inclusive green economy.

DTI Secretary Cristina A. Roque emphasized the importance of creating the right environment for small businesses to adopt circular practices.

“The Philippine’s transition to an inclusive green economy can only happen if we provide an enabling business environment for MSMEs to thrive by adopting circular practices. Through the EU-PH Green Economy Partnership, we can enhance the local business landscape while opening trade and investment opportunities between European and Philippine markets,” she said.

Manila Electric Company (Meralco), through Meralco PowerGen Corporation (MGEN), has taken a significant step toward diversifying the country’s energy mix after securing a $2.8-million (approximately ₱162 million) grant from the U.S. Trade and Development Agency (USTDA) to study the viability of deploying small modular reactors (SMRs) in the Philippines.

The grant will fund a comprehensive SMR Adoption Study that will assess technology options, identify a preferred design, and conduct preliminary site evaluations. The initiative forms part of Meralco’s Nuclear Energy Strategic Transition (NEST) program, which aims to position nuclear power as a long-term, low-carbon solution to enhance energy security.

Through USTDA’s technical assistance, MGEN will gain access to advanced U.S.-developed SMR technologies and world-class expertise. The study is expected to produce a shortlist of reactor designs suited to the Philippine market, alongside a high-level implementation roadmap assessing commercial, financial, and regulatory readiness.

“USTDA is proud to lead the U.S. government’s efforts to develop strategic infrastructure projects that both our countries have prioritized,” said Thomas R. Hardy, USTDA Deputy Director, noting that safe and secure nuclear solutions offer strong potential for energy independence.

For Meralco, the grant reinforces its push to explore transformative energy technologies in partnership with global institutions.

“This grant goes beyond funding—it signals strong support from the United States for our vision and readiness to lead the adoption of nuclear energy,” said Manuel V. Pangilinan, Meralco Chairman and CEO.

The Manila Electric Company (Meralco) is set to energize MTerra Solar, a 3,500-megawatt (MW) solar farm with a 4,500 megawatt-hour (MWh) battery energy storage system, as part of its continued commitment to advance the government’s national energy agenda.

The project — the country’s largest integrated solar facility — is scheduled to dispatch an initial 85 MW of power this month, less than 15 months after President Ferdinand Marcos Jr. led its inauguration in November 2024.

President Marcos welcomed the development and commended Meralco’s broader efforts to expand electrification, strengthen renewable energy capacity, and support inclusive access to power.

THEPHILBIZNEWS FILE PHOTO

“In the spirit of partnership, let me recognize the continued support of Meralco — our largest distribution utility, for its critical role in advancing our energy goals. From the Terra Solar project which will significantly expand renewable capacity through large scale solar and battery storage, to the electrification of remote communities and support of our net metering and lifeline rate programs, your initiatives help many Filipinos gain access to energy,” President Marcos Jr. said.

During an event at Meralco’s headquarters in Pasig City, the President joined Meralco Chairman and CEO Manuel V. Pangilinan, Department of Energy (DOE) Secretary Sharon S. Garin, Energy Regulatory Commission (ERC) Chairperson Atty. Francis Saturnino C. Juan, and other officials in reaffirming shared commitments to social protection, renewable energy adoption, and universal access to electricity — priorities outlined in the President’s 2025 State of the Nation Address.

Meralco reiterated its support for the national energy agenda and pledged to continue working closely with the DOE, ERC, and other national and local government agencies to implement programs that directly benefit Filipino consumers.

PHOTO FROM MERALCO

Pangilinan highlighted initiatives aligned with the President’s directives, including strengthened implementation of the Lifeline Rate Subsidy Program to ensure marginalized families benefit from electricity discounts, and streamlined net metering applications to make rooftop solar more accessible. These efforts support the administration’s target of energizing at least one million households through rooftop solar by 2028.

In support of total electrification, Pangilinan said in a Feb. 14 news release: “We continue working to bring reliable electricity to unserved and underserved communities–using both legacy and innovative grid solutions.”

Meralco recently launched a hybrid solar project that will soon provide 24/7 power to more than 1,000 residents on Cagbalete Island in Mauban, Quezon.

IMAGE FROM THEPHILIZNEWS

Beyond renewables, the company also secured a US$2.8-million technical assistance grant from the United States Trade and Development Agency to support a comprehensive study on the potential deployment of nuclear power plants in the country, in line with the government’s efforts to explore safe and responsible nuclear energy adoption.

Pangilinan said that these milestones were made possible through strong collaboration among government, regulators, utilities, and communities.

“We are deeply grateful that your government appreciates the importance in our work. Thank you for the direction you gave, and the productive partnership given to Meralco by your administration,” he told President Marcos Jr.

The Bangko Sentral ng Pilipinas (BSP) and the Philippine Space Agency (PhilSA) signed a memorandum of agreement (MOA) on January 27, 2026 to use satellite technology in assessing climate and environmental risks.

The partnership aims to help strengthen financial stability, sustainability, and resilience, according to a BSP news release dated February 12.

File photo of BSP Head Office in Manila.
Under the MOA, the BSP will gain access to PhilSA’s satellite imagery and related datasets to help identify areas vulnerable to climate-related hazards and assess their potential impact on communities and economic activity. These insights can support monetary policy, financial supervision, and sustainability initiatives.

According to BSP Assistant Governor Pia Bernadette R. Tayag, “The MOA reflects how we view resilience-building in the financial system. It requires good governance, strong coordination, and better data — supported by technology that helps institutions act earlier and smarter. This innovation improves preparedness across the economy and the financial sector

Meanwhile, PhilSA Director General Dr. Gay Jane P. Perez underscored that “space science and banking may appear to operate in different domains, yet both are ultimately concerned with stability.” She said the MOA highlights BSP’s and PhilSA’s shared commitment to managing climate risks.

Beyond data sharing, BSP and PhilSA will also collaborate on developing tools, conducting research, and strengthening capacity to promote the responsible use of satellite data and geospatial analytics in support of their respective mandates.

Geospatial analytics refers to the use of location-based data to better understand conditions on the ground and support more informed decision-making.
