<p>As the Philippines and Japan celebrate 70 years of diplomatic relations, leaders and experts underscored a profound and evolving commitment between the two nations—one that has moved beyond strategic choice and into urgent necessity amid today’s volatile global landscape.</p>



<p>Speaking at a high-level conference organized by the Stratbase Institute and the Embassy of Japan in the Philippines, officials emphasized that the enduring partnership between Manila and Tokyo now stands as a cornerstone for stability, resilience, and shared prosperity in an increasingly uncertain world.</p>



<p>Stratbase President and CEO Victor Andres “Dindo” Manhit said the current geopolitical climate is “not a normal moment,” calling for stronger, more decisive collaboration among trusted partners.</p>



<p>“In a region where the stakes continue to rise, the Philippines and Japan have both the opportunity and the responsibility to work together—to strengthen economic resilience, enhance security cooperation, and uphold the principles that keep our region stable and open,” Manhit said.</p>



<p>He stressed that deeper cooperation is now essential, particularly in safeguarding supply chains and reducing vulnerabilities as geopolitical tensions intensify across the Indo-Pacific and beyond.</p>



<p>Diplomatic ties between Tokyo and Manila were formally normalized on July 23, 1956 under then President Elpidio Quirino, marking a post-war reconciliation that has since evolved into one of the region’s most enduring and strategic partnerships.</p>



<p>Japanese Ambassador Endo Kazuya described the relationship as entering a “golden age,” with cooperation “deepening and extending steadily across all fields.”</p>



<p>“As maritime nations along vital sea lanes, allied with the United States and facing similar challenges to maritime order, our security cooperation is a natural necessity,” Endo said.</p>



<p>Japan remains the Philippines’ top source of official development assistance (ODA), supporting major infrastructure projects nationwide, while also emerging as a key defense partner. This includes the landmark Reciprocal Access Agreement signed in 2024, enabling joint military training and troop deployments.</p>



<p>Endo also highlighted expanding multilateral engagements, including trilateral cooperation with the United States and quadrilateral initiatives with Australia, as well as increased participation of Japan Self-Defense Forces in joint exercises such as Balikatan.</p>



<p>Beyond defense and infrastructure, both countries are exploring new frontiers in cooperation, including space, green transformation (GX), digital transformation (DX), and artificial intelligence.</p>



<p>Finance Secretary Frederick Go reaffirmed Manila’s commitment to deepening ties, noting that the relationship has matured into one between “like-minded nations working together to advance stability, resilience, and opportunity in our region.”</p>



<p>Former Supreme Court associate justice Antonio Carpio, for his part, underscored the strategic importance of Philippine-Japan cooperation in upholding a rules-based order in the West Philippine Sea.</p>



<p>“What will happen five to 10 years from now in the South China Sea depends on what we do today,” Carpio said. “Our objective is to ensure that the rules-based order applies—anchored on UNCLOS and reinforced by the arbitral award—so the international community can stand behind it.”</p>

<p>Global payments leaders Mastercard and Visa are among 22 organizations that have joined FinTech Alliance PH, further expanding the country’s largest industry association for digital financial services.</p>



<p>The new members were formally inducted during the Alliance’s 2026 General Membership Meeting held on March 11 at Marquis Events Place in Bonifacio Global City.</p>



<p>The oath-taking ceremony was administered by Renato “Aboy” Paraiso, Undersecretary of the Department of Information and Communications Technology and Executive Director of the Cybercrime Investigation and Coordinating Center.</p>



<p>Among the organizations joining the Alliance are the Asian Institute of Management, Amdocs, Clari5, Cloud Raptor Philippines, Inc., Equinix Philippines, Inc., Grab Financial Group, HCLTech, Qoala, Mastercard Philippines, and Monee (Credit) Finance Philippines, Inc., operator of SPayLater and SLoans.</p>



<p>Other new members include MoneeInsure Philippines General Insurance Co., Inc., Novus Transact Philippines Corporation, OneConnect Financial Technology of Ping An Group, Paloo Financing, Inc., Rainbow Fintech Corporation, Scoring Technology, Inc., Security Bank Corporation, ShopeePay Philippines, Inc., Talino Venture Studios, Veefin Solutions Ltd., Visa Worldwide Pte. Ltd., and Yinshan Lending Inc..</p>



<p>With the addition of these organizations, the Alliance continues to strengthen collaboration across banks, fintech firms, technology providers, digital platforms, and academic institutions working to accelerate digital finance and financial inclusion in the Philippines.</p>



<p>The 2026 General Membership Meeting gathered leaders from banking, fintech, government, and the broader digital economy to discuss key developments shaping the country’s digital financial ecosystem.</p>



<p>Among the initiatives highlighted during the gathering was the launch of the Fraud Intelligence Data Sharing (FIDS) Network, an industry-led platform aimed at strengthening intelligence sharing to combat financial fraud and cyber-enabled crimes. The Alliance also announced expanded engagement with the ASEAN Business Advisory Council to support regional fintech collaboration.</p>



<p>Lito Villanueva, founding chairman of FinTech Alliance PH and executive vice president and chief innovation and inclusion officer of Rizal Commercial Banking Corporation, said the continued expansion of the Alliance reflects growing industry commitment to building a more inclusive digital financial ecosystem.</p>



<p>“The Philippines is at a critical stage in scaling digital finance. Collaboration among banks, fintech companies, regulators, and technology providers will be key to making digital payments more accessible, secure, and widely adopted,” Villanueva said.</p>



<p>The gathering drew more than 600 executives, policymakers, and industry leaders, underscoring the continued momentum of financial technology development in the country.</p>



<p>FinTech Alliance PH now represents more than 150 corporate members responsible for over 95 percent of retail digital financial transaction volume in the Philippines, servicing more than 110 million accounts nationwide.</p>

<p>As Russia adjusts to prolonged Western sanctions, it has increasingly relied on less visible industrial supply chains to sustain its war economy, revealing weaknesses in the global sanctions regime with implications far beyond Europe. The continued trade in zirconium, a strategic dual-use metal essential to nuclear energy and military systems, illustrates how sanctions loopholes intersect with Asian trade networks and China’s expanding geopolitical influence, creating risks that ASEAN can no longer afford to ignore.</p>



<p>In early January 2026, the Trap Aggressor media project of the StateWatch Think Tank began examining overlooked sanctions vulnerabilities that rarely enter public debate but play a decisive role in sustaining Russia’s military and nuclear infrastructure. Rather than focusing on weapons systems already under scrutiny, the project turned its attention to upstream industrial inputs that quietly underpin Russia’s nuclear capabilities.</p>



<p>By mid-January, Trap Aggressor published its findings on zirconium, identifying it as a critical material that remains largely outside existing sanctions frameworks despite its central role in Russia’s nuclear sector. The report described zirconium as a backbone of Russia’s nuclear vertical, enabling both civilian reactor operations and components linked to the country’s nuclear deterrent. Later that month, a consultation involving sanctions-coalition members, civil society, and government representatives used the zirconium case to illustrate how narrow sanctions design allows strategic materials to continue flowing, shaping enforcement priorities for 2026.</p>



<p>Zirconium is indispensable to Russia’s nuclear ecosystem. Without a stable supply, the country cannot fully sustain either its nuclear power industry or the military component of its nuclear triad. Production is centered on the Chepetsk Mechanical Plant, a subsidiary of TVEL under the state-owned Rosatom group, which supplies Russia’s domestic nuclear sector, exports zirconium products to more than 70 nuclear reactors in 15 countries, and maintains direct links to the military-industrial complex.</p>



<p>Despite possessing zirconium ore reserves, Russia’s supply chain remains structurally fragile. Only a limited number of deposits are operational, extraction costs are high, and reliance on imported zircon raw materials has persisted since before the full-scale invasion of Ukraine. This dependence has become more visible under sanctions pressure.</p>



<p>Between 2024 and 2025, Russia imported more than 33 million dollars’ worth of zirconium and zirconium-based products, with China and India among the leading suppliers alongside several European and emerging-market trading hubs. During the same period, Russian exports of zirconium products reached approximately 26.5 million dollars, with China remaining a major destination. Acting simultaneously as supplier, buyer, and trade intermediary, China occupies a central position in sustaining Russia’s zirconium trade flows, reflecting a broader pattern in which Beijing absorbs, reroutes, or facilitates trade in dual-use goods restricted elsewhere, softening the impact of sanctions while advancing its own strategic leverage.</p>



<p>Although the war in Ukraine remains geographically centered in Europe, the mechanisms sustaining Russia’s capabilities increasingly run through Asia. ASEAN’s open trade regimes, advanced logistics hubs, and manufacturing ecosystems risk becoming unintended transit points or secondary markets for dual-use materials such as zirconium, exposing regional firms to sanctions violations, reputational and compliance damage in global markets, and growing strategic dependency on Russia–China industrial networks that could constrain ASEAN’s strategic autonomy as Indo-Pacific competition intensifies.</p>



<p>The zirconium case demonstrates how sanctions focused narrowly on weapons platforms and energy exports can be undermined by overlooked industrial inputs that sustain long-term military capacity. Without stronger coordination among sanctions partners and greater scrutiny of dual-use trade across Asian supply chains, Russia, supported by covertly aligned partners, will continue to exploit regulatory gaps, weakening international pressure and posing a broader challenge to global peace and regional stability in the Indo-Pacific.</p>

<p><strong>By THEPHILBIZNEWS STAFF</strong><br><br>A Philippine-produced documentary highlighting the resilience of Ukrainian schoolchildren amid war has been approved for public exhibition by the Movie and Television Review and Classification Board (MTRCB), earning a PG-13 rating for its inspirational and educational value.<br><br>Titled Hope for the Dawn to Come, the non-commercial documentary was funded and produced by The Philippine Business and News (THEPHILBIZNEWS) and filmed over three and a half years, underscoring the sustained commitment of a Philippine media organization to responsible and impactful storytelling.<br><br>Filming took place across three countries—the Czech Republic (Prague), Poland (Warsaw and Krakow), and Ukraine, including Donbas, Kharkiv, Poltava, Kyiv, Lviv, Bucha, and Chernihiv—capturing both international perspectives and on-the-ground realities of life in a war zone.<br><br>The documentary unfolds against the backdrop of Russia’s illegal and unprovoked invasion of Ukraine, which began on February 24, 2022. As the war approaches its fourth year on February 24, 2026, the film underscores the prolonged and devastating impact of the conflict on children, families, and the education sector.<br><br>Despite relentless missile and drone attacks, air raid sirens, and constant security threats, <a href="https://www.facebook.com/share/v/1QK9r4n9kR/">Ukrainian schoolchildren continue to pursue their education with extraordinary courage and determination.</a> Their stories—told through candid interviews and on-site recordings conducted with full consent—show how learning persists even under the most dangerous conditions.<br><br>The film also documents the fate of Honey Academy in Kharkiv, where many of the interviewed students once studied. The school was later destroyed by repeated Russian missile and drone strikes, serving as a stark reminder of the war’s toll on civilians and educational institutions.<br><br>In its official assessment, the MTRCB review committee—composed of Ricardo M. Salomon Jr., Jose E. Romero IV, and Evylene V. Advincula—approved the documentary for public exhibition, recognizing it as an inspirational real-life film produced by a Philippine media company. While noting its hopeful and educational message, the Board recommended parental guidance due to the realities of war depicted on screen.<br><br>“Hope for the Dawn to Come is an inspiring documentary highlighting children’s resilience amid war. <p>Diplomatic receptions and National Day celebrations are meant to be exercises in restraint—measured conversations, quiet networking, and protocol observed down to the last detail. Most guests understand this. A few, however, clearly do not.</p>



<p>Regulars on the embassy circuit have begun whispering about a small but persistent clique—well-dressed, well-heeled, and wildly misplaced—who mistake diplomatic events for red carpets. Their routine is predictable: hover near ambassadors, interrupt mid-sentence, tug sleeves, and demand photos as if visibility were a diplomatic credential.</p>

The diplomat declined, gently reminding the offender that the anthem was in progress. The music continued. The embarrassment lingered.</p>



<p>What irritates seasoned guests more is the entitlement. Ambassadors have been physically pulled away from conversations—often when engaged with someone deemed “less important”—for a photo op clearly intended for social media, not substance. In at least one case, a lady envoy refused, returned to her original conversation, and restored order without raising her voice.</p>



<p>Around the room, reactions ranged from stunned silence to quiet ridicule. One executive summed it up crisply: money may buy access, but it cannot buy class.</p>



<p>And yet, invitations keep coming. Photos keep appearing. The behavior repeats.</p>

<p>KAOHSIUNG, Taiwan — Ilocos Norte Governor Cecilia Araneta Marcos positioned the province as the Philippines’ northern gateway to Taiwan and East Asia, calling for deeper collaboration in smart ports, trade, tourism, and education during the 2025 Taiwan-Philippine Smart Harbor Forum here.</p>



<p>Addressing government officials, industry leaders, and academic partners, Marcos underscored that Ilocos Norte’s geography gives it a strategic advantage few Philippine regions possess. Facing Taiwan across the Luzon Strait, the province is the country’s closest landmass to Taiwan—an advantage she described as both physical and economic.</p>



<p>“Ilocos Norte is closer to Taiwan than many realize—and that proximity creates real, investible opportunities in trade, tourism, and logistics,” Marcos said.</p>

<p>She framed Taiwan-Philippines relations as a maritime partnership shaped by shared heritage and historic trade routes that long predate modern political borders.</p>



<p><strong>Trade and logistics opportunity</strong></p>



<p>Marcos highlighted Ilocos Norte’s potential as a less-congested northern entry point for Taiwanese trade and logistics, complementing major ports in Luzon and Metro Manila. She pointed to opportunities in smart port development, green logistics, and resilient maritime infrastructure—areas where Taiwan’s advanced port technologies align with Philippine growth priorities.</p>



<p>“Our ports and airport are operational, international-ready, and positioned as a less-congested northern entry point into the Philippines,” she said.</p>



<p>The port of Currimao and nearby facilities, she added, offer scalable platforms for regional shipping, cruise operations, and future logistics integration linking Taiwan, Northern Philippines, Japan, and Southeast Asia.</p>



<p><strong>Proven air and sea connectivity</strong></p>



<p>Marcos stressed that Ilocos Norte is building on proven foundations. The province has previously hosted chartered international flights connecting Laoag to Taipei, Kaohsiung, Hong Kong, and Macau, with more than 200,000 international passengers recorded between 2004 and 2023.</p>



<p>“The demand is already there. What we are doing now is reconnecting and scaling routes that have already proven viable,” she said.</p>



<p>Laoag International Airport is fully operational for international travel, capable of accommodating Airbus A320 aircraft and supported by customs, immigration, and quarantine services. Ongoing upgrades—including a new passenger terminal and planned airside and rail expansions—aim to transform Laoag into a fully upgraded international air hub.</p>



<p>On the maritime side, Ilocos Norte is gaining traction as a cruise tourism destination. The port of Currimao has welcomed international cruise ships from Taiwan, Japan, Hong Kong, Singapore, and Malaysia. Most recently, a cruise vessel carrying nearly 2,000 Taiwanese passengers docked in the province, reinforcing its appeal in regional itineraries.</p>



<p><strong>Tourism beyond beaches</strong></p>



<p>Marcos also highlighted Ilocos Norte’s high-value tourism assets, positioning the province as a destination that blends nature, heritage, and curated experiences. These include the UNESCO World Heritage-listed Paoay Church, one of Asia’s oldest functioning lighthouses, scenic coastlines, and the Paoay Sand Dunes—the country’s only desert-like landscape and an emerging venue for adventure tourism and cultural festivals.</p>



<p>“This is not only a tourism play; it is a strategic investment platform linking air, sea, culture, and community,” she said.</p>



<p>The province, she added, is shifting toward sustainable, premium tourism, particularly for cruise passengers and East Asian travelers seeking culture-driven and experiential destinations.</p>



<p>Education and people-to-people exchange</p>



<p>Beyond trade and tourism, Marcos pitched Ilocos Norte as an education-tourism hub, promoting English-as-a-Second-Language (ESL) programs in partnership with state universities, including Mariano Marcos State University and Northwestern University.</p>



<p>“We welcome partnerships that combine education, tourism, and cultural exchange—creating long-term people-to-people connections,” she said.</p>



<p>The programs are designed to attract Taiwanese students for short-term English training paired with cultural immersion and travel.</p>



<p><strong>Investment-ready province</strong></p>

<p>Merchandise exports maintained strong momentum in October 2025, rising 19.4 percent year-on-year to approximately US$7.39 billion. This marks the tenth consecutive month of growth, underscoring the resilience of Philippine trade after two years of slowdown amid global headwinds.</p>



<p>From January to October 2025, total merchandise exports reached US$70.43 billion, up 13.8 percent from US$61.90 billion during the same period last year. Electronics remained the country’s top export category, accounting for more than half of total shipments in October. Gains were also recorded in machinery, transport equipment, and gold, indicating a broader recovery beyond traditional electronic exports.</p>



<p>The strong export performance contributed to a narrowing of the trade deficit, which fell 34.2 percent to US$3.83 billion in October compared to the same month in 2024, as imports dropped 6.5 percent to US$11.22 billion. Analysts note that while the reduced deficit is a positive sign, the country continues to rely heavily on imported goods and raw materials, highlighting the need for policies that strengthen domestic production and export capacity.</p>



<p>The 2025 National Exporters’ Week (NEW), running from December 1 to 4, highlights the country’s export recovery and provides a platform for businesses to access global markets. Exhibits feature high-quality Philippine products and services, while sessions focus on market opportunities, standards compliance, and logistics, including support for women-led and micro, small, and medium enterprises (MSMEs).</p>



<p>Recent trade missions to Europe, the Middle East, and Asia have reported heightened buyer interest in Philippine products such as food items, coconut derivatives, electronics, beauty and wellness products, and creative services. These developments reinforce the sector’s positive outlook heading into the final quarter of 2025.</p>



<p>While merchandise exports continue to grow, detailed services export data for 2025 is not yet publicly available. Industry observers note that key sectors such as IT-BPM, transport, and travel remain largely stable compared to previous years.</p>



<p>At the opening of NEW 2025, Department of Trade and Industry (DTI) Secretary Cristina A. Roque emphasized the government’s commitment to strengthening the export ecosystem. She highlighted initiatives aimed at digitalization, streamlined processes, and expanded market access, particularly for MSMEs, in line with the Philippine Export Development Plan (PEDP) 2023–2028. “The PEDP embodies a collective vision that requires the active participation of every stakeholder,” Roque said. “To realize this vision, we must continue to strengthen our export ecosystem, which is the foundation of a dynamic and thriving export industry.”</p>
